Request for a Preliminary and (,onditional final plate Property zoned CG. Chairman R. Haynes reviewed the case and asked about easements. The staff stated that the Technical Advisory Committee had discussed easement and concurred that the existing easements were adequate. There was general discussion regarding easements and the e,eistinq access between this tract and the existing Circle K store to tine west, The staff presented the following TAC evaluation and subdivision check list: 1) Utility easements shall meet the approval of the utility companies ,C- oir-di n-ati o- wi 11- be required, particularly if an underground -faci - lity is planned® Show additional easements as required, 2) Pavyinq and Drainage plans shall be approved by the City of Owasso, S) Drainage System Study, including the boundaries of the 100 year flood c 6l 0 ted on the basis of 100% or full upstream urbanization shall be approved by the City of Owasso. (Floodplain Boundary on Preliminary Plat only). 4) Water and Sewer Plans shall be approved by the City of Owasso. He stated that the county had paved it and that it was not actually a city street, Sheree Dunn (agent for applicant) discussed the existing access, There was general discussion regarding the four laning of 86th Street North. R. Haynes stated that he was concerned with the access to the property. James Fountain (agent for the applicant) stated that if they were restrict- ed to two access points it would cause a hardship, R. Haynes stated that there was existing traffic congestion at the intersection now and that it would get worse. He also discussed the location of the school and the traffic it generated. James Fountain then stated that without two accesses on the north, traffic hazard could be increased. R. Haynes stated that with the two service pumps out front and the underground storage tanks that there was really no good solution to the traffic flow.., E. Henry discussed the possibility of a wider access, General discussion of access to the property followed, J. Buchanan discussed the access that the Quick Trip located by Braums has. Sheree Dunn discussed the access to Texaco,., The staff reviewed the access standards (p. 13 of the Owasso Comprehensive Plan),, M. Day discussed the possibility of a 60' access at the west end of the north side of the property and a 40' access at the south end of the east side of the property with a right turn lane,, James Fountain discussed the possibility of sharing the existing access on the north, adding and additional access 20' to the east and having an access on the east.
