On Thlzrsday, February 5, 1987 the Owasso Planning Commission met in a Special
Session, called by Chairman Ray Haynes, in the Conference Room at City hall
per the Notice of Public Dearing and .Agenda posted on the City Hall bulletin
board at 4:00 p.m. on Monday, February Z, 1987
ITEM 1: CALL, TO ORDER.
The meeting was called to order at 7:00 p.m. with Chairman Haynes presiding,

Staff gave the following zoning background: This tract had .AG zoning an the
county although it had a commercial service station on it. The owner has
requested this property be annexed into the City, this request was approved
at the City Council meeting;, February 5, 19870

Staff gave the following recommendation: There is CS zoned property to the
North and West of the tract and there is CG zoned. property to the East and
South. There are existing commercial buildings on all sides of the tract.
The tract is located at the intersection of two Highways (169 and 20). The
Owasso Comprehensive Plan proposed commercial at this location. The request
would be compatiable with the proposed and existing uses in the area.. Since
the tract has been annexed into the City of Owasso, staff recommends approval
of the request.
.After discussion, a motion was made by Se Butler, seconded. by Co Willey, to
approve the request for a zoning change from AG to CS, as requested,

.After discussion, a motion was made by Ea Henry, seconded by Co Willey, to
approve the plat waiver request subject to the following T.KQ requirements:
Numbers 2, 6 F 7 plus (1) meet the requirements of Oklahoma Natural Gas Co.
(2) meet the requirements of the County and City Engineers and (3) move the
western access on the north side of property 9O feet east and have a no-
left turn sign at access.

SITE PLAN REVIEW
ITEM 7: Site Plan Review (2014) - Owasso Public Schools - This is a tract con-
taining 10.0972 acres + in the SW/4 of NE/4, Section 20, Township 21N,
Range 14E, Tulsa County, Oklahoma. The general location is near the
intersection of N. 123rd East Ave and 91st Street North.
The applicants were not present.

Staff gave the Following T.A.C. evaluation:
The Owasso Technical Advisory Committee not at 2:00 p.m. on January 28, 1.987 and
had the following comments on Owasso Public School's site plan located near the
intersection of N. 123rd East Ave and 91st Street North.
1. Provide registered survey as per Building Inspectors requirements,

ACCESS ROAD TO SCHOOL SITE
ITEM 8: Access Road to School Site (2010 -- Extension of N, 123rd East
Ave. - Requost to allow - aastreet with a 101 1 10 grade.
Bill Lewis with Lewis Engineer was present to represent the applicant.
Chairman Haynes reviewed the case
Staff gave the following subject i formation:
It is proposed. that No 123rd Po Ave., classified as a. Resid.ent:i.al
Collector Street, be extended. to the new school site, Section 4.2.4.12 of
the Owasso Subdivision Regulations state that the grade on a residential,
collector street shall not be greater than 71, except where topographical
conditions unquestionably justify a- departure from this maximum.
I<K Lewis s stated that he felt like the exception quoted is applicable in
this case. It would require that the school site and surrounding area
be lotJered. about 14 foot to accomplish the desired ed. 71 grade. He fools
it is not practical and would. create an undue hardship,
A letter .r•ecc ived from Mr. Dale Johnso).. of. Schools,
stated he would like to agree on a 9,3% grade and feels the school

After lenghty discussion, a motion was made by S. Butler seconded. by
C. Willey, to table this i. -tem until the next meeting so that a represent-
ative from the school system can he present and the Commissioner have a.
