HomeMy WebLinkAbout2014.06.09_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, June 9, 2014 The Owasso Planning Commission met in regular session on Monday, June 9, 2014 at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 11:00 a.m. on June 5, 2014. ITEM 1. CALL TO ORDER Dr. Loving called the meeting to order at 6:00 p.m. ITEM 2. Flag Salute ITEM 3. Roll Call PRESENT Dr. Paul Loving Dr. Mark Callery Tammy Laakso Tim Miller A quorum was declared present. STAFF Marsha Hensley Bronce Stephenson Karl Fritschen Julie Trout Lombardi ABSENT David Vines ITEM 4. Presentation of the Character Trait of the Month - Endurance ITEM 5. Approval of Minutes from May 12, 2014 Regular Meeting. The Commission reviewed the minutes. Tammy Laakso moved, seconded by Dr. Callery, to approve the minutes from the May 12, 2014 meeting. A vote on the motion was recorded as follows: YEA: Loving, Callery, Laakso, Miller NAY: None Motion carried 4 -0. ITEM 6. Annexation #OA 14 -01 & Rezonina #OZ 14 -03 - Reioice Christian School - Consideration and appropriate action related to the request for the review and acceptance for the annexation and rezoning of approximately 15.33 acres, from AG (Agricultural) District to OM (Office Medium) District. The property is located approximately one -half mile north of the northwest corner of US 169 and East 1061h Street North. OWASSO PLANNING COMMISSION June 9, 2014 Page No. 2 Bronce Stephenson presented an overview, recommending the Planning Commission approval of the above annexation and rezoning. Notice was published in the Owasso Reporter and notices were sent to the surrounding property owners. The Owasso Annexation Committee met on May 28, 2014 and voted unanimously to recommend approval of the annexation request. Tammy Laakso moved, seconded by Tim Miller, to approve the annexation of the above property and the rezoning from AG (Agricultural) District to OM (Office Medium) District. A vote on the motion was recorded as follows: YEA: Loving, Callery, Laakso, Miller NAY: None Motion carried 4 -0. ITEM 7. Public Hearing - Consideration and appropriate action related to the review and recommendation to the City Council of a draft for a proposed zoning code text amendment of Chapter 15, Telecommunication Towers and Small Wind Energy Systems. Bronce Stephenson presented the staff report. A specific use permit request to allow a telecommunication tower was heard at the May Planning Commission meeting. The SUP request was denied. The Commissioners requested that Staff research other cities and their requirements on cell towers and possibly update Owasso's existing zoning code language. Staff recommends the Planning Commission recommend approval of the proposed text amendment to the City Council. Dr. Callery moved, seconded by Tim Miller to approve the proposed zoning code text amendment of Chapter 15. A vote on the motion was recorded as follows: YEA: Loving, Callery, Laakso, Miller NAY: None Motion carried 4 -0. ITEM 8. Public Hearing - Discussion of the draft for the proposed 2030 Land Use Master Plan. Karl Fritschen presented the staff report. This item has been placed on the June 17, 2014 City Council agenda requesting a public hearing regarding the draft of the GrOwasso 2030 Long Range Master Plan. No action is required. Tammy Laakso praised Staff's accomplishments of the Land Use Master Plan. ITEM 9. Community Development Report Report on Monthly Building Permit Activity. ITEM 10. Adiournment- Dr. Callery moved, seconded by Tammy Laakso, to adjourn the meeting. A vote on the motion was recorded as follows: YEA: Loving, Laakso, Miller, Callery NAY: None Motion carried 4 -0 and the meeting was adjourned at 6:40 PM.
