MINUTES OF REGULAR MEETING
Tuesday, September 7, 1993
The Owasso City Council met in regular session on Tuesday, September 7, 1993 in the Council
Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 4:00 p.m. on Friday, September 3, 1993.
ITEM 1: CALL TO ORDER
Mayor Randolph called the meeting to order at 7:00 p. m.
ITEM 2: FLAG SALUTE
The flag salute was led by Mayor Randolph.

ITEM 4: REQUEST APPROVAL OF THE MINUTES OF AUGUST 17, 1993 REGULAR
MEETING.
Charles Bums moved, seconded by John Phillips, to approve the minutes, by reference made
a part hereto.

NAY: None
Motion carried 5-0.
ITEM 5: REQUEST APPROVAL OF THE CLAIMS
John Phillips moved, seconded by Charles Bums, to approve the following claims as submitted:
(1) General Fund $57,351.58; (2) Workers' Compensation Self-Insurance Plan $2,506.18;

(3) Ambulance Service Fund $40.00; (4) E-911 $1,744.22; (5) Capital Improvements
$32,962.54; (6) Park Development $9,552.00; (7) City Garage $10,527.19; (8) General Fund

ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
GRANTING OF AN EASEMENT TO THE OWASSO PUBLIC GOLF
AUTHORITY.
On August 7, 1992, the Owasso Public Golf Authority opened bids for the construction of an
underpass under 86th St N. At that time an easement was not obtained from the city. However,
city staff did review the proposed project. In order to clean up the project, a request has been
made to grant the easement. Charles Bums moved to approve the granting of an easement for
the tunnel underneath 86th St N and to authorize the mayor to sign the necessary document.
Motion was seconded by Mary Lou Barnhouse.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
AWARD OF A CONTRACT TO PURCHASE A CHASSIS AND REMOUNT
AN EXISTING AMBULANCE "BOX" UPON SUCH CHASSIS
Bids were opened on August 4, 1993 for a chassis remount on medic-one. Four bids were
received and have been reviewed. Only one company, First Ambulance Center of Tennessee,
complied with all the bid specifications. Base bid was $35,928.00, with optional equipment at
$3,440.00. Following discussion, Mayor Randolph moved, seconded by Charles Burns, to
approve a contract in the amount of $39,368.00 to First Ambulance Center of Tennessee for the
purchase of a chassis remount of ambulance "box" as specified in the bid documents.

ITEM CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
PURCHASE OF EQUIPMENT FOR POLICE VEHICLES.
The police department recently purchased four new police patrol vehicles, which have now been
pin-striped and are ready for emergency equipment to be installed. Sealed bids were opened on
August 31, 1993 for the emergency equipment, with two vendors submitting bids. Tuxall
Uniform and Equipment submitted a bid of $4,659.92 and Phillips Police Equipment submitted
a bid of $5,720.00. Mayor Randolph moved, seconded by Charles Burris to award the bid for
police vehicle emergency equipment in the amount of $4, 659.92 to Tuxall Uniform and
Equipment Inc.

ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A POLICY
PROVIDING FOR THE REMOVAL OF TREES FROM EASEMENTS AND
ADJOINING PROPERTIES.
Because of problems with trees whose roots or branches have caused damage to city
infrastructure, it has become necessary to develop a written policy and procedure for the removal
of trees that are determined to be potentially damaging to public utilities, infrastructure, or
rights-of--way. Mr Cates and the staff developed such a policy that will utilize .the nuisance
provisions of the Code of Ordinances in dealing with the removal of trees. Charles Bums
moved to approve the policy statement and procedures for removal of trees. Motion seconded
by John Phillips.

Motion carried 5-0.
ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR THE CREATION OF A CHARTER REVIEW COMMITTEE
Councilor Burns requested that a charter review committee be appointed to review the charter ~'
and make recommendations to the City Council for changes. Mr Phillips commented that a ,,~f
charter review was conducted in the fall of 1990, but there were only minor changes
recommended and they were not submitted to a vote of the people. Mr Burns moved that a
charter review committee consisting of two councilors and three citizens be appointed to review
the charter and bring recommendations to the City Council, who would then make a decision
regarding calling an election. Motion was seconded by Mary Lou Barnhouse.

Motion was defeated 3-2.

Mr Burris then asked how many signatures would be required on an initiative petition. Mr Cates
responded that it would require 25 % of the registered voters in the last election.
