CONSIDER APPROVAL, OF THE MINUTES OF August :22, 1991_ - 'rhe': "orrinission reviewed the minutes of August 22, 1991. Pat Imbriano moved, seconded by Dewey Brown, to al-)prove the minutes as written. A vote on the inotion was recorded as follows- Pat Imbriano - Yes Dewey Brown - Yes Gary Wells- Yes Charles Willey - Yes Ray Haynes - Yes The motion carried 5 -00 Owasso Planning Commission Minutes of September 19, 1991 Page 2 A large contingent of residents of the area were present. Steve Compton gave the background and staff report. 'The two principle planning issues that need to be addressed in this area are the establishment of transitional. buffers and the separation of residential and non-residential traffic, Staff also suggests that a comprehensive code enforcement study be conducted by the county building ins pector's office for the entire area. Three residents of the area- _fan Gaylord, Robert Barnes, and Dave Reeder--­ spoke on the issue, reinforcing the residents' desire to amend the Comprehensive Plan° following discussion, Mr. Haynes suggested that a sub committee comprised of staff, two Commission members, and two citizens, be formed to study the Comprehensive Plan and produce a draft document to be presented to the total Commission at a public hearing. Agreement was by consensus, and the Chair appointed Steve Compton and /car the City Planner (staff) and Pat Imbriano and Dewey Brown (Planning Commission). The area residents will decide which two citizens will represent them on the committee. :t''he Chair directed staff to begin the process necessary to study and amend the Comprehensive Plane I1.° ELECTION OF SECRETARY TO FIL'+L .. THE UNEXPIRED 'f'f?RM OF RICK JOHNSON. TERM EXPIRES 6/30/92 - At the last regular election of officers for the Planning Commission, Dick Johnson was elected to fill the office of secretary, fir° Johnson has since moved from the area and resigned from the Corm- nission, leaving the office of secretary vacant. The Chair opened the floor for nominations for Secretary to complete the unexpired term of Mr. Johnson. Gary ells nominated Dewey Drown, the nomination was seconded by Charles Willey, Hearing no further nominations, the nominations were declared closed and flay Haynes moved that Mr. Brown be eluted by acclamation, seconded by Charles Willey, A vote on the motion was recorded as follows: Ray Haynes - Yes Charles Willey - Yes Pat Imbriano - Yes Gary Wells -- Yes Dewey Brown -- `des The motion carried 5 -0 and Mr. Brown was elected secretary to the term expiring June 30, 19920 5° NEW BUSINESS - bone 6° DISCUSSION OF DEVELOPMENT Ill AND NEAR OWASSO m Staff discussed current development and construction in the Owasso area. Mentioned were Ilardee's, a new restaurant on South Altanta, a real estate office on 86th ,Street North, the golf course, and some potential development at 86th Street North and 129th E Ave, Owasso Planning Commission Minutes of September 19, 1991 Page 3 7.
