Corm - mission reviewed the minutes of August 20, 1992. Pat Irnbriano moved, seconded by
Dewey Brown, to approve the minutes as written. A vote on the motion was recorded as
follows:

of their existing business, Before any development occurs on the tract, platting and proper
access from 80th Street North will be required.
Following discussion, -Ray Haynes moved to approve the requested zoning subject to proper
access being provided to the tract, BecaLISC that type of condition may not be placed on a zoning
request, the motion was withdrawn, Gary Wells moved, seconded by Pat Irnbriano, to
recornmerid to the City Council that the zoning request be approved, A vote on the motion was
recorded as follows

The vote resulted in a split decision 2-2, The request will now go to the City Council,
4. OLS 79 D M SOKOLOSKY (1914) . - A REQUEST FOR A LOT-SPI-X-r ON LOT 3,
BLOCK 9 OF ATOR HEIGHTS THIRD ADDITION, AN ADDITION TO THE CITY OF
OWASSO, TULSA COUNTY, OKLAHOMA, LOCATED AT THE NORTHEAST CORNER
OF 86TH STREET NORTH AND NORTH CEDAR STREFT -The Chair introduced the case
and the staff review was given by Steve Compton, The subject tract is approximately .87 acres
in size. The southwest portion of the lot contains the Kentucky Fried Chicken Restaurant and
the remainder of the track is vacant. The Kentucky Fried Chicken portion of the lot has existed
for some time at a size of 80 feet by 120 feet. The applicant has now acquired the lot and wants
to increase the size of the Kentucky Fried Chicken portion to 98 feet by 134 feet and split the
lot. Both lots created by this lot split would meet the minimum bulk and area requirements of
the zoning code. Following discussion, Ray Haynes moved to approve the lot split, seconded
by Gary Wells. A vote on the motion was recorded as follows:

The motion carried 4-0.
5. FINAL PLAT - WINDSOR LAKE 11 (2114) - A REQUEST FOR A REVIEW OF THE
FINAL PLAT FOR WINDSOR LAKE 11, AN ADDITION TO THE CITY OF OWASSO,
TULSA COUNTY, OKLAHOMA, GENERALLY LOCATED SOUTH AND EAST OF THE
SOUTHEAST CORNER OF 96TH STREET NORTH AND 129TH EAST AVENUE - The
Chair introduced the case and the staff review was given by Mike Augustine. The proposed

final plat area is generally located south and east of the southeast corner of 96th Street North
and 129th Fast Avenue. It is abutted on the north by Windsor I..ake and pleasant View Estates
Additions zoned RS-2 and RE, on the east and south by vacant land :zoned RS-2 and on the west
by vacant lard and church property zoned FMS --2 and AG, rho subject tract is located west of
the northwest corner of 86th Street North and 129th. East Avenue. The ,plat area is zoned IBS - -2.,
with hot areas of 1.2,500 square feet and greater and are average frontage of 95 feet. Water
service for this area has been released by Rogers Rural Water District No 3 and it will now be
served by the City of Owasso. Staff rec ornnlends approval of the final plat with the condition
that the additional drainage information requested receive, final approval from the City Engineer
before the plat is forwarded to the City Council for actior), Dewey Brown 1 -roved to approve
the final plat per staff recornu -nendation, notion was seconded by Mary dells. A vote on the
motion was recorded as follows-

6. FINAL PLAT - BR. ;N'1 "` OOD ESTATES ES (2114) - A REQUEST FOR A REVIEW OF
THE FINAL, PLAT FOR BRENTWOOD ESTATES, AN ADDITION TO SHE CITY OF
OWASSO, UL SA COUNTY, OKI..,AI- OMA, GENERALLY LOCATED 1/2 MILE WEST OF
THE NORTHWEST CORNER OF 86I'1I STREET NORTH AND 145TH EAST AVENUE
The Chair introduced the ease and the staff review was given by Mike Augustine, The proposed
final plat is located approximately 1/2 mile west of the northwest corner of 86th Street North
and 145th E Ave. The tract is abutted by vaunt land on the north and east which is zoned RS-
7, on the south by vaunt land which is zoned Tulsa County AG and on the vest by Owasso
Junior Nigh ,School which is zoned AG. The plat area is zoned RS-2 and has lot areas of 10,000
square feet and greater and the average frontage is 90 feet.
