AND RO ,L CA1_,l_ - Chairperson Ray Haynes called the meeting to order at 7:00 pone. and declared a qvorufn present, 1 CONSIDER APPROVAL, OF THE MINUTES OF JANUARY' 16, 1991 -- The Corm — mission reviewed the rrrinutes of January 16, 1991, Charles Willey moved, seconded by Dewey Drown, to approve the ininutes as written. A vote on the motion was recorded as follows, Charles Willey - Yes Dewey Brown - Yes Cary Wells - Yes Pat Imbriano - Yes Ray Haynes -- Yes The motion carried 5 -0. 1 PRELIMINARY PLAT - DOUBLE OAFS (29- 21 - -14) - A REQUEST FOR A REVIEW OF THE PRELIMINARY PLAT FOR DOUBLE OAFS ADDITION, LOCATED AT THE NORTHWEST CORNER OF 76TH ST"REE"T NORTH AND 129TH EAST AVENUE -- The Chair introduced the case and the staff review was given by Mike Augustine, The subject tract is located at the northwest corner of 76th Street North and 129th East Avenue and is presently vacant. It is abutted on the north and west by Elm Creek Estates, Plans are to develop the tract with 284 lots for single family use. Staff recommends approval of the preliminary plat with the condition that all of the following listed items are corrected prior to the filing of the final plate Owasso Planning Commission Minutes of February 20, 1992 Page 2 COVENANTS l Section L _. The final plat first phase will be Lots 67 through 82, Block 5 and an area south of the Utility casement between 79th place North and 79th Street: North, Bill Lewis, the engineer on the project, was present to answer questions. He explained that the preliminary plat is an overall concept and that the final plat will cone in phases, A question abort drainage frorn Copper Meadows was raised, Following discussion, Charles Willey moved, seconded by Gary Yells, to approve the preliminary plat, subject to the above stated conditions, A vote on the motion was recorded as follows: Charles Willey v Yes Gary Wells - Yes Dewey Brown - Yes Pat imbriano -- Yes Ray Haynes - Yes The motion carried 5 -0, Owasso planning Commission Minutes of February 20, 1992 Page 4 which has a requirement of 75' of frontage and 90011 square foot of lot area, The proposed plat has lot areas of 13,000 square foot and larger, and the average frontage is 105 foot, Staff recommends approval. of the final plat subject to the following items being resolved before the plat is presented to the City COLHICil and subject to the construction plants being approved by the staff and application being made to trio O lahoina State l)epartnzent of Health prior to any Council action. COVYl I' NANTS 1, Section 22 -- In the last sentence delete "the Developer or the Association 20 Section 25 - `The last sentence should be standard verbiage for change of restrictions with a percentage ('75%-90%) approval of owners and should have an ending date with automatic renewal for x n..urnber of years. These two items are being, discussed with the City Attorney, PLAT 1. Add property pits notation to legend, CONSTRUCTION PLANS A preliminary plan, less water lines, was reviewed by staff and changes to the plan given to the applicant, The plans are now being finalized since the negotiations with Rogers County RWD #3, by the applicant, for water service by the City have been approved, The Fire Chief has given the applicant the locations for four fire hydrants. All other items listed in the memo dated February 13, 1992 have been taken care of, but those changes are not yet shown on the final plat, 'The Commission questioned the plat being in a final form and suggested that in the future, final plats be cleaned up and in a final form before they are brought before this body. The engineer on the project, Dennis Hodo, and the developers, David Charney and Noble Sokolosky, were present and answered questions. The subject tract is located west of the northwest corner of 86th Street North and 129th Fast avenue. The review is for a cormnercial addition with one large lot. Staff recommends approval of the final plat, subject to the following conditions: COV1[aNAlit'I' 1, PSO has requested a sentence be added to Section 1.3.1 concerning the location of structures in the easements. 2. Add the standard endorsernent statement for the city's approval and signatures, PLAT 1. Vicinity Map should be corrected to show the proper section with the appropriate additions in the area, I Remove "Final plat Lot 1, Block I" from title. 3. Add notation of unplatted areas on the north and west sides of the proposed plat. 4. Remove the south 15' water easement of the north three easements since there is a 1705, utility easement and a 15' easement. 5. Remove the border and title block from the plat. Yes The motion carried 5 - -0. do SITE PLAN REVIEW - FOOD LION /OWAS O ADDITION (20- 21 -14) d A REQUEST FOR A REVIEW OF THE SITE PLAN FOR FOOD I_,ION /OWASSO ADDITION, LOCATED APPROXIMATELY Y 1 /8 MIDI WEST OF THE NORTHWEST CORNER OF 86TH STREET NORTH AND 129TH EAST AVENUE -- The Chair introduced the case and the staff review was given by Mile Augustine, The subject tract is located west of the northwest corner of 86th Street North and 129th East Avenue, It is presently coned CS and there is city 'water and sewer in the immediate vicinity, The applicant is requesting a site plan :review for a proposal to develop a 37,560 sq. ft, grocery store on the tract. Staff recornniends approval of the requested site plan Following discussion, Dewey Brown rnoved to approve the site plan. Motion was seconded by Pat Imbriano. A vote on the notion was recorded as follows: Dewey Brown -- Yes Pat Imbriano -- Yes Charles Willey - Yes Gary Wells - des Ray Haynes - Yes The motion carried 5 -0, 7.
