1. CALL TO ORDER AND HCH.,I., C,ALI_., - Chairperson Tray Haynes called the rneetin
to order at 7:00 p, rn.. and declared a quorurn resent,
2. CONSIDER APPROVAL OF `:1 -1-JE MINH`.IryES OF DECEMBER. 19, 1991 .. The
Commission reviewed the minutes of December 19, 1991. Pat Imbriano moved, seconded by
Dewey Brown, to approve the minutes as written, A vote or) the motion was recorded as
follows:

Following discussion and questions from interested citizens, Ray Haynes moved., seconded by
Charles Willey, to approve the requested zoning change. A vote on the motion was recorded
as follows:

4. WINDSOR LAKE (2114.) -- A REQUES'IFFOR A REVIEW OF I'HE PRELIMINARY
PLAT FOR WINDSOR -LAKE, GENF,RALLY LOCATED EAST OF 'I'HE SOuTH1;AST
CORNER OF 96TH STREET NORrIyI9 AND 129TH EAST AVENIUE -- The Chair introduced
the case and the staff review was liven by Mike Augustine.. The Subject tract is located.
approximately 660 feet east of the southeast corner of 96th Street North and 129th East Avenue.
It is abutted on the north by vacant land zoned AG in " uisa County, on the east by Pleasant
View Estates ;coned RE in Tulsa County., on the south by a vacant tract zoned RS-2 by the City,
and on the west by churches and vacant land zoned AG and CS in 1,1u1sa County. The proposed
plat is zoned S-.2
The `r echnical advisory Committee reviewed the proposed preliminary flat at their January 8,
1992 meeting and listed 20 items that need to be looped at and incorporated into the final Mato
Some of those items have now been cleared up.
`fhe property developers, David Charney and Noble Sokolosky, the project engineer, Dennis
Dodo; and the surveyor, Randall Payne, were present to answer questions. Following
discussion, Dewey Drown moved, seconded by Gary ells, to approve the plat as submitted,
subject to the following evaluations:
I , Change combined drainage easement and utility easement to utility easement if there will
not be surface drainage or two separate easements,
2= Any islands in the streets should be shown as Deserve area "B" and the restrictive
covenants should reflect the ownership, operation and maintenance by the homeowners
association.
3. Cul -de -sacs are to be a minimum of 50' radius for right -of -way, belief only by Planning
Commission and City Council. Review those cul-de-sacs that do not meet this requirement.

5. PSO easements are shown between Lots A & 5, Block 11 Lots 11 & 9, 4, 5, & 6, Bloch
2 Lots 7 & 8, Block 3; Dots 2 A 3, Bloch zl; along the south side of I:.ots 11 & 9, Block I
Extra utility casements have been added,

be DISCUSSION OF DEVELOPMENT T ITT AND NEAR O ASSO w Staff discussed the
proposed food Lion store and several proposed residential plats. The status of the golf course
was also discussed,
7. ADJOURNMENT - Charles Willey moved, Pat Imbriano seconded, to adjourn the
meeting. A vote on the motion was recorded as follows:
