ROLL, CALL CONSIDER APPROVAL OF T.RE MINUTES OF AUGUST 22, 1994, SPECIAL MEETING -- The Commission reviewed the minutes of August 22, 1994. Jerry Cole moved, seconded by Dewey Brown, to approve the minutes as written. A vote on the motion was recorded as follows: :lorry Vole - `des Dewey Brown - Yes Ray Haynes -- Yes Gary Wells - Yes Charles Willey - Yes The motion carried 5 -0. 4, Site Flan - Three sakes Apartments - A Request for a review of the site plan for a 96 unit garden apartment complex to be located on Lot 13, Bloch 3 of Three Lakes Addition. The subject site is generally located on the north side of E. 83rd Street North, 400' east of the Ace Hardware property. The Chair introduced the case and the staff review was given by Mr. Rooney, Mr. Gary Hassenflu of Garrison Comercial in Merriam, RS has submitted a site plan for a garden apartment complex to be located on Lot 13, Bloch 3 of Three Lakes Addition. The current zoning; of the property is 1M.2 which would permit multi- family housing. he Owasso Technical Advisory Committee reviewed the site flan at their August 31, 1994 meeting and requested a 17,5' utdIny casement around the perimeter of the subject property, Staff concerns surrounded around a detention plan fop° the property, An approved drainage /detention plan will need to be obtained prior to any building permit. Merry Cole moved to deny the site plan for Three Lakes Apartments, seconded by Gary `Jells. The subject property is located on the south-west corner of Asa 96th Street North and Garnett Road. The Chair introduced the case and the staff review was given by Mr. Rooney, The subject property is abutted on the north by E. 96th Street North, while further north across the street lies partially developed with a gas station /convenience store zoned Co The subject property is abutted on the east by Garnett Road, while further east lies undeveloped property zoned AG. The property to the south of the subject property is zoned R T (Residential Townhouse District) and is not within the city limits of Owasso. The property immediately to the west is property involved in rezoning case OZ- 94-06, while further west lies undeveloped property zoned AG. Charles Willey moved to partial approval of the rezoning request due to the adjacent zoning pattern and development to the north, seconded by Dewey Brown, The approval is the rezoning of the easterly 300 feet of the North Half of the Northeast Quarter of the Northeast Quarter of Section 19 to CS (Commercial Shopping Center), while the remaining; 272 feet be zoned S -2 (Residential ,Single Family Medium Density) to be tied into the applicants requested S -2 zoning; in rezoning case OZ -94060 Owasso Planning Commission Minutes of September 13, 1994 Page 3 A vote on the motion was recorded as follows: Charles Willey - Yes Dewey Brown .. Single I�arnily Medium Density) The subject property is located on the southwest corner of E. 96th Street North and Garnett Road, immediately west of rezoning case )Z-94.-05. 'the Chair introduced the case and the staff review was givers by Mr, Rooney, The subject property is abutted on the north by E. 96th Street North, while further north across the street lids single -- fancily residential development (EI Rio `vista Addition) zoned IBS - -3. New Business The Manning Commission would like it noted that they are very upset about the Subdivision regulations not getting put on the City Council Agenda for such a long time. 11.
