MEETING -The Commission reviewed the minutes of April 11, 1995, Dewey Brown
moved, seconded by Charles Willey to approve the minutes as written. A vote on the
motion was recorded as follows:

40 OZ -95-03-A & W Development - A request for a rezoning of property from Ag
(Agriculture) to RS-3 (Single Family Residential High Density) located north and west
of the northwest comer of E. 116th Street North and Garnett Road, further described as
a portion of the SE/4. of Section 6, T21N, R14E of the Indian Base and Meridian, Tulsa
County, Oklahoma.
The Chair introduced the case and the staff review was given by Mr. Rooney.
Several surrounding property owners were present and voiced their concerns and had several
questions concerning the rezoning.

subject property is described as being located in the NE /4 of Section 31, T21N, R My
of the Indian Base and meridian, Tulsa County, Oklahowzan The subject property is
located south of the Owasso Recycle Center and contains 3 arcs, rere or less.
The Chair introduced the case and staff review was given by Mn Rooney.

conditions

Castle Point Commercial lark, a commercial /office addition to the City of Owasso. The
property is described as being located directly north of the Owasso Walmart and is
located within the /4 of Section 20; T21N, RJAE and contains 8.86 acres more or
less, comprised of 6 commercial lots,,,
The Chair introduced the case and staff review was given by Mr. Rooney,

following conditions:

PLANNING COMMISSION POLICY
STAFF REVIEW OF PLANS AND PLATS
Often pressures are placed upon -the staff to reduce�
internal review schedules and allow applicants to have
their projects heard at an earlier meeting. The Planning
Commission is acutely aware of the costs that are
associated with "time" during the development process;
however, the Commission is also aware of the long-term
cost to the residents of Owasso that cart occur by
accept-ing poorly designed projects or infrastructure.,
Because of this, it is absolutely imperative that staff
'.-).as the necessary time to properly evaluate each project.
Therefore, the Planning Commission xjqishe to notify,
builders, developers, and the general public that
development review schedules have been establishec.-I by the
adoption of both the Zoning Code and the Subdivision
Regulations. These schedules have been established to
allow for the proper review and processing of
applications and changes do not appear to be appropriate.
The Planning Commission reinforces its support of any
staff efforts to guide applicants through the development
processes in a timely manner, but cautions the public not
to misinterpret this assistance and pressure the staff
to subvert adopted regulations -
