MEETING m 'The Commission reviewed the minutes of August 13, 1996, Charles Willey
moved, seconded by Dewey gown to approve the minutes as written. A vote on the
motion was recorded as follows:

4a Final plat d Owasso Sixth Grade Center - A request to review a final plat for the Owasso
Sixth Grade Center. The subject property is described as being located in the S/2 of the
NW/4- of Section 28, 'Township 21 Forth, Range M. East, Tulsa County, Oklahoma, The
subject property is located immediately north of the Copper Meadows addition, east of
No 129th past Avenue totaling 15 acres, more or less.
The Chair introduced the case and the staff review was given by Mr, Rooney. The
subject tract contains 1 lot totalling 15 acres in area. The final plat was review by the
Technical Advisory Committee at their August 28, 1996 regular meeting. The utility
companies had no comments regarding the plat, staff offered two comments:
1) Change the plat title to read "Owasso Sixth Grade Center" rather than "Sixth
Grade Center".

2) Mr, Lutz from the Engineering Division of public Works explained that they
were looping at changing the detention area from the west to the east for aesthetic
purposes. The current flow is 52 cfs and will be 51 cfs improved. The drainage
plan should it be revised in any mariner, will need approval from the Engineering
Division of Public Works,
Ray Ilaynes moved to approve the final plat, subject to the above identified conditions,
Charles Willey seconded, A vote on the ruotion was recorded as follows:

5, Site Plait - Owasso Sixth Grade Center - A request to review the site plall for Owasso
Sixth Grade Center at the above; described location.
The Chair introduced the case and the staff review was given by Mr, Rooney, Because
the proposed location is contained within an S -3 zoning district, if was first: necessary
for the Board of Adjustment to approve a Special Exception, On Tuesday, August 27,
1996 the Board of Adjustment approved the request conditioned upon the acceptance of
the site plan by the Manning Commission. 'the Pr ech ical advisory Committee reviewed
the Site Plait at their august 28, 1996 meeting and recommended approval, subject to
conditions.
Following discussion concerning safety precautions with the children that live to the west
of this property that will be crossing lie 129th E. Ave. Ray Haynes moved to
recommend approval the Site Plan, subject to the following conditions:
10 Acceleration /deceleration lanes along every entrance /exit point on N.
129th E. Ave,
2, Sidewalks along entire property frontage=
3 e Parking lot for staff /visitors be reduced from two entrances to one
entrance;
4. Escape lanes will need to be constructed (per city specifications) along No
129th E. Avenue (southbound traffic) in order to allow movement around
cars and vehicles turning left in the subject property,
5. A safety crossing designed by the applicant and approved by the City
Engineering Department prior to the issuance of the building permit.
Motion was seconded by Charles 'Tilley. A vote on the motion was recorded as follows:

. New Business 6 Mr. Rooney announced Mr, Wells resignation, Mayor Lowing will select
the replacement for Mr. Wells and City Council will approve the selection.
& Report on Planning Items Previously Forwarded to City Council -- The lot tieu -ig
agreement for ,Simmons Homes was approve by the City Counc il, The drainage
easement closing for Mr. Katirgis in Windsor Lake 11 Addition.
