1. Chair, M. Hinkle called the meetinn to order at 7.38 p.ai_
20 Roll was called and a quorum was declared present,
3. G. Phillips moved approval of the minutes of the November '18, '1982 meetinq
as written. M. Day seconded the motion,
Aye - Phillips, Day and Hinkle.
Nay: None.
Motion carried 3-0-0.
SUBD1VfSfON PLAT REVIEW
4. Owasso Post Office Addition
Staff reviewed the case history and the TAC comments, 'T'he Technical Advisory
Committee had the following comments regarding this Preliminary/Conditional
Final plat.
1. Complete the location map,
20 Submit Corporation Commission letter.
3. Add subdivision names on both sides of the plat.
4. Add Point-of-Beginn4no to plat.
S. Consider LNA along all east side and south and west sides
except entrances.
6. Make entrances and exits one way to aid -traffic flow. Exact
locations of the entrances and exits will be determined on
the final plat.
7. Work out agreement on street abutting property to the south
to ensure access to this street.
8. Correct minor errors in covenants®
Burt Steinburq spoke for the applicant and explained the plat and site plan.
Commissioners discussed the plat and access details. G. Phillips moved ap-
proval of the Preliminary/Conditional Final plat subject to completion of
the TAG requirements and the added requirement that the street 'on the south
be built to city standards. M. Day seconded the motion.
Aye: Phillips, Day and Hinkle.
Nay: None.

Staff reviewed the case history and the TAC comments, The Technical Advi-
sory Committee had the -following requirements on this Preliminary plat,
1� Add the name and address of enoineer/subdivider,
2� Add an accurate legal description.
3. Complete the location map.
4. Show any areas subject to flooding.
5. Name streets according to Buildinq (nspector',,,,,, standards.
6. Add block numbers.
7. Submit copies of the restrictive covenants.
8e Complete dimensions on easements.
9. Add LNA on south side of lots 3 through 13 borderinq 96th
Street North,
10e Complete 'lot dimensions,
I I o Add utility easements per utility companies,
12. Comply with park and open space requirement,
B-111 Williams spoke for the applicants and explained the plat, Commissioners
discussed various details of the plat and the comments of the health Depart
went regarding increased demand on the city's existin(-i capacity to treat
sewage. M. Day moved approval of the Preliminary plat subject to completion
of the TAC requirements, G. Phillips seconded the motion,,
Aye: Day, Phillips and Hinkle.
Nay: None.

ZONING PUBLIC HEARING
6. PUD-6 Ramshead Condominiums
Staff reviewed the case history and the comments menerated in two TAC meet -
ings held for the development:
November 10
The applicant has requested approval of a Planned Unit Development
for condominium townhouses on a 6092 acre tract zoned RM-2 multifamily
located at 83rd Street North and 116th East Avenue, The D site
plan shows 80 dwelling units designed among private streets and common
open spaces®
The TAC members had the following comments concerning the proposed
site plan:
1. Add limits-of-no-access along 83rd Street North, except for
the two street entrances.

20 Either line up streets to -intersect with 116th and 117th
East Avenues or offset thern to city standards
Sa Show dedicated utility easements and show dimensions of'
drainage charnel (it is a private areas not a public

5. Show are opaque screening fence alone+ the east boundary
'to separate the multifamily frorii single family homes
to the east.
6. Dedicate standard right- of-way for streets and general
utility easement, and build streets to city standards,,
7. Dimensions distances on common walkways. Show 25° platted
building line on south boundary,
8. Expand the narrative to .include
a) rights and responsibilities of the homeowners
association,
b) specifics as to what area the HA is responsible
for.
c) details of park and common space as to size and
function.
d) specifics as to public parking spaces.
e) details of landscape plan

The Technical Advisory Committee had the following comments to the
PUD, On the Final site plan and narrative for the PUD clarify the
following:
I. Visitor parking to be weatherproof surface and striped.
20 Include a detailed landscape plan.
Sa Specify that individual privacy fences are to act as
screening fence on the south boundary.
44 Specify the dimensions of utility easements. Specify
that the 18` building line will be a general
utility easement.
5. Locate all utilities except sewer in the front of the
units.
6e Indicate dimensions of the walkways.
7. Clarify in the Property Owners Association which land
areas, public facilities (such as streets and street
lights) and utilities are privately owned and maintained,

e Make the city a beneficiary to the covenants:
9. Name the streets per the Building Inspector's standards.,
Bland Pittman, representing the Terry Davis, Company, explained the pro-
posed townhouse development and the detailed site plane Bob Green, also
with T. Davis, Company, presented a petition, attached to and made a
part of these minutes, of over 40 persons owning property abutting the
