MEMBERS PRESENT MEMBERS ABSENT -------- - STAFF PRESENT Mn Day M. Hinkle R. Sadler P. Larkin G. Phillips C. Dickey 1. Chair, M. Hinkle called the meeting to order at 7:35 p.m. 2. Roll was called and a quorum was declared present, 3. R. Sadler moved to approve the minutes of the meeting of August 19, 1982. P. Larkin seconded the motion. Aye: Sadler, Hinkle, Day and Larkin, Nay: None. Motion carried 4-0-0. LOT SPLIT REVIEW V OLS-35 - Terry Davis Staff reviewed the case history and the statl evaluation: The applicant requests another lot split on Lot 14, Block 3, Three Lakes Addition to create Lot 14E. The tract lies north of the hardware store along Highway 169 access road north of 83rd Street North, The property is vacant. This tract and the tract known as Lot 14E on the accompanying BOA map received approval from the Board of Adjustment as one unit to operate a ministorage business, The Technical Advisory Committee had no recommendations for additional easements, The Planning Commission should consider whether this lot split would have any detrimental effects on the development of this property or on surrounding properties. The applicant was not present. There was no one present to protest the ap- plication Commissioners discussed the lot split and expressed their concern over bow many times the lot had been subdivided. They re-expressed their belief that a property should be replatted rather than be lot split several times. R. Sadler moved to deny the application. The motion died for lack of a second, M. Day moved to approve the application. P. Elm Creek Estates First Addition - Blocks 7, 8, 9 and 16, Staff reviewed the case history and the TAC evaluation: 1. Redesign accesses to 76th Street North from one to two located at either end of the subdivision. 2. Locate Limits of No Access along 76th Street North for all lots bordering 76th Street. 3. Add utility easements specified by utility companies. 4. Name all streets according to the building inspector's standards, All streets will be 50' residential streets. 5A Check dimensions for the eastern end of the plat to ensure that North 126tb East Avenue coordinates with the park road and that zoning district boundaries are matched. V Correct minor errors in legal description and in deed of dedication. Bob Pruett, engineer for the applicant, discussed redesigned plat showing 2 access streets to 76th Street North, He discussed other minor changes and how he would meet the TAC requirements. R. Sadler moved to approve the preliminary plat subject to completion of the TAC requirements, M. Day seconded the motion. Aye: Sadler, Day and Hinkle, Nay: None, Abstain: Larkin,, Motion carried 3-0-10 6. Elm Creek Estates First Addition - Blocks 21-30. Staff reviewed the case history and the TAC evaluation: 1. Add utility easements specified by utility companies. 2. Name all streets according to the building inspector's standards. 122 East Avenue and 81st Street North shall be 60' collector streets, 3. Make minor corrections to deed of dedication. 4, Standardize perimeter dimensions. Complete notation of curve and bearing data, Mark all building lines and easement dimensions. Lots in Blocks 24, 25 and 26 to insure enough buildable lot area outside all easements and setbacks. Bob Pruett, engineer for the applicant, reviewed the submitted plat and a. redesigned plat which would allow lots in Blocks 249 25 and 2.6 enough buildable. area. Commissioners discussed design details and the letter from the TCCHD regarding sewer capacity. R. Sadler moved approval of the preliminary plat subject to completion of the TAG requirements, Ma Day seconded the motion Aye: Sadler, Day and Hinkle. Nay: ]None Abstain.° Larkin. Motion carried 3- 0---1. ZONING REFERRAL REVIEW 10 TCZ -64 - Jeraldine Edison Staff reviewed the case history and the staff evaluation: The applicant requests rezoning of approximately 20 acres from AG to 1RMT (Townhouse) located just north of Owasso, SW of 96th Street North and Garnett. The property is vacant and is surrounded by predominantly vacant AG land on the north, east and west® To the south lie single family residential homes zoned RS -3 and a Lutheran church zoned AG. The Compre- hensive Plan indicates low intensity residential development for this tract which is located 1/8 mile south of the arterial intersection. There is a 5 acre commercial /office activity center indicated by the plan for the southwest corner of the intersection, The Planning Commission should consider how a townhouse development would affect the existing development to the south and future low density development to the north and west. Traf- fic and utilities should also be considered. EMT density averages 12.1 units per acre. This 20 acre tract could possibly have 240 units. Leo Edison spoke for the applicants, and showed photos of the type of townhouses they proposed to build. He stated they wished to build two story units like Madison Square in Tulsa, which would have approximately 1200-1350 sq. ft. and be sold separately. The estimated density would be 180 to 200 units, and the existing pond would be incorporated into the development® Don Watts also spoke for the development and said the units would have garages or carports. He stated members of the abutting church had suggested EMT zoning as a buffer. Owasso Planning Commission Minutes October 21, 1982 Page 4 Commissioners discussed the application and opened the hearing to comments from people in the audience. Over ra dozen nearby property owners were present to ask,questi,ons about the development. Ann McCalister asked about the price range of the units and was told they would be in the $40 to $50,000 range. Other.rluest:aons from residents concerned the availability of ade-- eivate utilities and streets. Concerns over possible blasting rock to builxl and possibly harming nearby homes and the problems of increasing traffic on the already overloaded Garnett Chairman Hinkle brought the discussion hack to the decision on appropriate land use. Commissioners discussed the proposed density and heard more com- ments from residents. Mike Shapc.o discussed Fencing and Mrs,, McCalister show- ed pictures of the exiting pond, stating; that the neighbors did not want the pond closed off by the development. °:('!acre were concerns raised about the impact of 200 families on the .school system. The applicants explained that they planned to have FHA and VA approvals but they would not seek direct housing subsiders from the units. Staff explU ned the zoning; and subdivision platting procedures. Mrs. McCalister submitted ra letter from a resident who could not be at the meeting, That Metter is attached to and made <a part of the minutes. M. Rankle suggested approving as PUD with a lesser unnderlying; zoning in order to build townhouses but to reduce the density and t:o provide a low density buffer to the RS-3 homes to the south. Commissioners discussed the PUD con° - kept and several alternatives. R. Sadler ,moved to recommend approval or the list'!` rezoning. %t. Day seconded the motion. Aye: Sadler, Day,. Larkin and Hinkle Nay: None. Motion carried' 4-0 -0o INFORMATION ITEMS 8. Building Permits review There were no buird.ing permits to review., 9. New and General Business Commissioners held a short general discussion regarding their concerns over re- peated lot splits on the same properties and the need to improve the enforcement of zoning ordinances and approved site development plans, No action was taken on these items, Owasso Planning Commission Minutes October 219 1982 Page 5 There being no further business to consider, P.
