1. Chair, M. Hinkle called the meeting to order at 7:30 p.m,,
2. Roll was called and a quorum was declared present.
3. G. Phillips moved to approve the minutes of the meeting of August 19, 1982,,
R. Sadler seconded the motion-,

LOT SPLIT REVIEW
4. OLS-34 Phillips Petroleum Co,
Staff reviewed the case history and the TAC evaluation:
1. Utility easements necessary to s erve the adjoining tract
will be obtained within that tract.
2. Fifty feet of street right-of-way from the centerline of
76th Street North should be dedicated to the public by
plat or separate instrument if it has not already been
dedicated.
3. Apparently, the property was never platted subsequent
to rezoning and prior to building permits being issued.
Adrian Smith represented the applicant, explained the lot split and
answered Commissioners' questions. R. Sadler moved to approve the
lot split. G. Phillips seconded the motion,

SUBDIVISION PLAT REVIEW
5. Atchison, Topeka and Santa Fe - Preliminary/Conditional Final Plat
Staff reviewed the case history and the TAG evaluation:
1. Add the Original Town and Greenlee's Additions to the
location map,,
2. Show any areas subject to flooding, See. 3.2.3.9.

6. Elm Creek Condominiums - Conditional Final Plat
Staff reviewed the case history and the TAC evaluation-,

4. Complete all preliminary plat requirements.
Bob Pruitt handed out new copies of the plat and explained utility
easement, street right-of-ways and minor lot line changes needed
due to an exclusive PSO easement and stormwater drainage need.
He indicated he had discussed these changes with the City Manager.
Commissioners discussed each of the TAC recommendations with the
applicants.
Ge Phillips moved to approve the plat subject to completion of TAC
recommendations and amendments presented by the applicants. R, Sadler
seconded the motion.

7. El Rio Vista TI - Conditional Final Plat
Staff reviewed the case history and the TAC evaluation:
E Complete preliminary plat requirements,
2. Resolve questions of offsite easement for water line.
3� Perimeter easement should be 17,5 feet rather than 15 feet.
4� Location of hydrants will be approved within the engineer-
ing plans,
5. Add additional utility easements:
a) S. 10' of Lot 17, Block K
b) S. 10' of Lot 20, Block 2,
c) N, 10' of Lot 3, Block 1.
d) E, 10' of Block 6,
Bill Lewis represented the developer, explained the plat and responded to the
TAC recommendations, He requested a W perimeter easement rather than 17.5
because the rest of the area would be developed in the next phase. Commissioners
discussed this item and the rest of the TAC recommendations. They suggested
either filing a separate instrument granting 5 additional feet to the 15' peri-
meter easement on the unplatted side or changing the easement to 17.5' in case
the unplatted property is not developed, They discussed recommending the City
Council determine that either land or fees be dedicated for the park and open
space requirement and the amount as part of the approval of the plat.
Gn Phillip's moved to approve the plat subject to completion of the TAC reco-m-1-
mendations, either a 17.5 perimeter easement or 15' and a separate instrument
for the other 5' and the Council to determine whether land or fees will be de-
dicated for park and recreation use and to set the amount, R. Sadler seconded
the motion.

8, Oklahoma Baptist Retirement Center - Conditional Final Plat
Staff reviewed the case history and the TAC evaluation:
1.. Complete preliminary plat requirements.
2a File appropriate easements and list book and page number on
plat for four offsite easements.
3, Redraw plat to the dimensions specified by Tulsa County for
filing purposes,
4. Widen utility easement to 10' on either side of the common
rear lot line of lots 7"l1 and 13-18, Block 1,
5. On the south and west sides of the plat add unplatted or
plat citation and name of owner.

6. Amend easement on south side of Lot 29 Block 3a
7. Redraw the northeast portion of Block I and the street
system to create two lots instead of 3 and dedicate a
50' right-of-way. Post with no parking signs on either
side of the street,
8. Change Certificate of Dedication
a) Paragraph 10, (D) per utility companies request.
b) Paragraph 10 to delete wood shingles,
c) Paragraph 3 to 10' and 5' side yard setbacks.
d) Paragraph 1, add the number of dwelling units
proposed,
9. Add to covenants reference to public park facilities to
be built for this area as a part of the next phase of
development,
V W, Steele spoke for the plat, presenting a revised design for a portion
of the northeast section of the plat. Commissioners discussed specific TAC
recommendations and design ideas, Mr. Steele redrew the plat to include the
extension of 75th Street North to 76th Street North (now a private street),
They also discussed the park and open space requirement and all agreed that
the City and the Baptist Center would be better served if recreation facilities
were built and maintained as private facilities for the Baptist Center, The
applicant agreed to size the facilities for the whole Center and to build them
to Owasso's standards,
R. Sadler moved to approve the plat subject to completion of the TAC recommenda-
tions, The design amendments, inclusion of the extended 24' wide street to 76th
Street North as a dedicated street with no parking on either side of the street
and including on the plat the note that private recreation facilities sized to
serve the entire Baptist Center will be built and maintained by the Center in
the next phase of development. G, Phillips seconded the motion,

There being no further business to consider, G. Phillips moved to adjourn
the meeting with R. Sadler seconding the motion,
