5, ..L.Jberty Banking Center - Conditional Final Plat
Staff reviewed the Case History and the TAC Evaluation-
1, Correct dimensions and bearings on the plat, and in the written
legal description to correspond to each other.
2. Complete requirements of the Traills End Center preliminary
plat "that affect this final plat,
3, Show building set back line on west as 50 feet,
4, Locations of the two 40' access points along they west have been
amended, Get approval from the State Highway Departm(z,,nt as to
their 'location,
5, Either ma -i ntai n storm drainage within the offsite drainage
easement shown on the Trails End Center preliminary plat or
locate boundaries and dimensions of a drainage easement on the
plat.
6,. Locate a second access system from the property,, A mutal
access driveway from the east boundary to 117th East Avenue
would be the most efficient,
Bill Lewis spoke in support of the plat indicating no problem with most of
the TAC requirements. He said the location of the 2 west accesses would
conform to the locations shown on the site plan. He stated the applicants
requested a 25' building set back on the west instead of 50' and the -two
temporary accesses onto 86th Street North to be permanent. He stated be-
cause of the shape of the lot and circulation patterns for the bank, these
changes were needed.
The Commission discussed these changes with Mr. Lewis and representatives
of the bank, Commissioners held a lengthy discussion on alternatives to
access onto 86th Street North, including no direct access or one access
point. 'They also discussed the possible precedent of allowing a 25' build-
ing set back from the west boundary,

P. Larkin moved to approved the Conditional Final Plat subject to the TAC
requirements with the exceptions o0
1, 25' building set back on the west,
2, 2 permanent accesses on the south, each to be one way,
3. 2 accesses on the west, each to he one way,
Motion died for lack of a second,
G. Phillips stated that he did not like the idea of setting a precedent with
the building set back that might be hard to control in the future, Commis-
sioners decided to break up the previous motion and vote on the parts
separately,
P. Larkin moved to approve the 26' building set back rather than a 60' set
back. The motion died for lack of a second.
P. Larkin moved to approve the Conditional Final Plat subject to completing
the TAC requirements and the following amendments:
1, Mark each of the 2 accesses on the west as one way,
2, Make the two temporary accesses on the south permanent and
mark each one way,
G, Phillips seconded the motion,
Aye; Larkin, Phillips, Sadler and Hinkle,
Nay: None.
Motion carried 4-0-0,
The applicants indicated they would have the plat ready to go to the City
Council on the first September meeting,
SITE PLAN REVIEW
6. Liberty Bank Site Plan
Staff related the Case History and the TAC Evaluation:
The applicant has submitted a site plan for Lot 1, Block 1,
Liberty Banking Center now pending as a final plat. The site plan
is for a permanent bank structure, a drive in teller and an automa-
tic teller. The TAC had the following recommendations regarding the
site plan:
1, Amend the dipensions on the west property line to cor-
respond to the plat,
2, Provide a minimum of 40 parking spaces on the property,
3, Locate handicapped parking spaces closer to the bank's
entrance on the west end.,

4. Locate two hydrants along the west boundary of the
property. Either sprinkle the building or extend
a line and place a hydrant on the east of the build-
ing, Locations will be approved by the fire chiefs
5. Either maintain storm drainage within the o 1site
drainage casement shown on the Trails End Center
Preliminary Plat or .locate boundaries and dimensions
of a drainage easement, on the site plan.

Stave Olsen discussed the site plan and a revised site pl are he presented at
the meeting He indicated no problems with the TAC requirements except no, .
n., location of fire hydrants, indicating the nur7ber, called for was excessive.
Commissioners discussed placement of hydrants with hire and representatives of
the bank, They noted the .increased number of parking spaces on the revised
plat and noted that storm drainage would be maintained in the ori

3. Place two hydrants along Garnett in locations approved
by the fire chief.
4. Add additional trash containers as needed on adjacent
parking spaces to containers shown,
Several
other, comments should be
noted:

will flow onto

lot for detainment.

Tulsa City County Health
Department says

this time.
Rex Hall and Mike Losh spoke -in support of the site plan, -They indicated
that the only problem they had with 'the _AC requirements was putting two
hydrants on Garnett, The Commission discussed placement of hydrants on 'the
property and the other TAC requirenients.
G, Phillips moved to approve the site plan as presented subject to the TAC
requirements and amend no. 3 to 'locate I hydrant on Garnett and one on the
north side of the property, R, . Sadler, seconded the motion.

84 Buildinct Permit Review
There were no building permits 'to review,
9. New and General Business
Commissioners discussed the problem they have perceived of buildings not
being constructed according to the conditions they have approved under the
Owasso Planning Commission site plan review process, They cited the Green-
light building (Owasso Auto Supply) as one that was constructed in a
totally different way than the approved site plan showed. They discussed
asking the city manager why this is allowed and why, if the applicant had
trouble with the building site, the site plan was not referred to the Plan-
ning Commission or TAC for revision,
Commissoners also discussed askina the manaoer to set time limits on the
amount of time a person has to complete construction once he obtains a

building permit, They cited cases of still uncompleted buildings in
Owasso that have been under construction for two years or longer. Com-
missioners felt this was too long a time to allow construction to lie
unfinished without reconsideration.
Commissioners again voiced their concern that some of the time and effort
that they have pint; into reviewing applications and giving their test
advise is being ignored at the building permit or inspection s cages . They
wondered aloud why they were there if their ri re commendatt ons were going to
be ignored,, Some commissioners indicated they might speak to the manager
individually, No formal action was taken on this item.
There being no further business to consider, ate Sadler moved to adjourn
the meeting with P, Larkin seconding the motion,
