1, Chair, M. Hinkle called the meeting to order at 1:30 p.m„

3. R. Sadler moved to approve the minutes of the meeting of June 21, 1982. K

LOT SPLIT REVIEW
4. OLS-33 Ron Detberow
Staff presented the Case History and the Staff Evaluation:
The lot located at the Southwest corner of 4th and Cedar was split
and sold to different owners in the 1950's. In 1977 the lot was
sold again. This lot split request is made as a requirement of a
title opinion for a pending sale of the property. The proposed
lot would measure 60' by 74.7' which does not meet current zoning
code requirements. The lot is served by all utilities. If there
is not a sewer easement on the property, an easement to the public
will need to be granted and tiled of record. The Technical Advisory
Committee had no other requirements.
Commissioners discussed the lot with Mr. Detherow. He explained that he
was in the process of having a sewer easement, approved by the City Engineer,
granted to the public,
M. Day moved approval of the lot split contingent on obtaining the sewer
easement. G. Phillips seconded the motion.

SITE PLAN REVIEW
5. Owasso Auto SuPpIv - Lee Rollins
Staff presented the Case History and Staff Evaluation.
This site plan is For the 190' x 120' of created by OLS-32 which
is located east of Ken's Pizza (SE of Hwy, 169 and 36th St. North).
The Technical Advi'sory Committee recommended that,,

2. Trash containers be located at the Northwest corner of the
building at the building line on a reinforced pad.
3. One access drive to the property in the location shown on the
site plan to a maximum or 40' wide,

west of the building if it is to be used for a drive or park,

Commissioners discussed the site plan and the TAC recommendations with the
applicant. C. Phillips moved approval of the site plan subject to compte-

ZONING PUBLIC HEARING
6� OZ-66 Elm Creek, Inc,
Staff presented the Case History and Staff Evaluation:
The applicant requests rezoning of 10.9 acres of land located south
of Elm Creek Commercial Center (on 86th St. N.) and between the two
churches, The accompanying Planned Unit Development application
proposes 6 duplex units west of 123rd East Avenue and a condominium
development of 96 units built as townhouses, with six units per
building. Currently the property in vacant. Vacant land zoned
RS-3 abuts the property to the south. The Comprehensive Plan indi--
cates low intensity residential development for this area, The Plan
states that RD zoning can be conside-red as low intensity use and is
to he used as a buffer between higher intensity ratan- residential uses
and single family develoVment.. Duplex zoning would allow up to TO
dwelling units per acre,

A Planned Unit Development would allow clustering of dwelling units
and consolidation of open space. Approval of a IUD would require
the developer to process a subdivision plat and develop the property
according to the approved PUD site plan.
Commissioners discussed the zoning and P applications with the applicants.

G. Phillips moved to approve OZ-66 from RS-3 to RD. R. Sadler seconded the
motione

7. PUD-5 Elm Creek, Inc.
Staff reviewed the Case History and Staff Evaluation as a part Of the OZ -66
application. Applicants presented the Elm Creek Condominium site plan and
answered commissioners' questions. Rick Rogers submitted a fact sheet our
lining design specifies. That list is made apart of these minutes,
Commissioners listed several requirements of the site plan,
1. The condominiums would be 16 two story units with each of 6 build-
ings. All units will be 2 bedroom and 20' width. The six duplex
lots to the west will have up to 12 dwelling units,
2. Each condominium will have a 20' x 40' privacy fenced yard and a.
two car carport capable of being converted into a garage. Other
lands around the condominiums will be in common usage,
3. A 25 private perimeter drive will provide access to the units,.
No parking will be allowed along this drive. In certain areas the
12' driving lanes will be widened to permit an adequate turn
radius for emergency vehicles. Three visitor parking lots will
be constructed providing up to 42 additional off-street parking
spaces,
V 123rd E. Ave, will be developed as a 60' ROW collector street.
5a A subdivision plat corresponding to the details of the site plan
will be prepared and filed of record, The plat will contain de-
tailed provisions for a homeowners association formation and for
maintenance of the property. The plat will include both 123rd
and 125tb Streets as a part of the plat.
6. Private drives will be built to the standards necessary to handle
residential traffic as well as city crash trucks and emergency
vehicles,

7. The condominiums will be constructed in 4 phases with four build-
ings in each phase, Three of the Ist phase buildings are those
that face 125th East Ave. The phased construction will begin on
the east and work west.
R. Sadler moved approval of PUD-5 subject to the projecr being built in a-
ccordance with the presented site plan, the above seven requirements and

INFORMATION ITEMS
9. Letter from Louis Le
Staff presented a letter sent to thu City by Louis Levy requesting that:
the easement vacation and lot split applications of his client, Mr,
Williams, be withdrawn. Mr. Williams was in the process of replatting
his property. No action was taken on this item.

There were no building permits to review,
