LOT SPLIT REVIEW
4. OLS-31 Deloris Haves
Staff reviewed the case history and the staff evaluation:
The Owasso Technical Advisory Committee did not have any re-
quirements for granting this lot split. This property was sold.
several years ago and the applicant wishes to clear the title.
Mrs. Hayes was present and explained her reasons for requesting the 10'
lot split be granted, Commissioners discussed the lot with Mrs. Hayes.
G4 Phillips moved to approve the lot split, R, Sadler seconded the
motion,
Aye: Phillips, Sadler, Hinkle, Day and Larkin.

5. German Acres - Preliminary/Conditional Final Plat
Staff reviewed the case history and the Technical Advisory Committee re-
quirements for the plat:

23. Work out a sewer service system and an agreement with the city to
hook up to the city sewer system and dedicate that system to the pub-

granting a utility easement to the public across the north property
line of Lot 11, Block 5, Hale Acres,
Bland Pittman, planner for the applicant, reviewed the plat design and sug-,
gested amending some of the TAC requirements. Commissioners reviewed the
TAC list item by item with the applicant, Mr. Pittman and Larry Walker engi.--
veer, Mr, Pittman requested:
1) A mutual access on either side of the lot line onto Garnett be--
tween Lots I and 2 and Lots 3 and 4 (rather than limits of no
access,
2) Dedicating only the sewer force main connecting these private
sewer lines and private lift station with the city system.
3) Shortening the deceleration turn lane from Garnett into 113th
Street North due to problems and cost of constructing a long
lane over the drainage ditch along Garnett,
4) Deleting the underground storm sewer along 113th Street North
and putting that money into a decelaration lane.
Dr. Clark stated that he had no problem with any of the TAC requirements ex-
cept the four mentioned above, Commissioners discussed the TAC requirements,
especially the turn lane and storm sewer,
Dr. Clark's representatives suggested a 40' long turn lane or the same length
as K-Mart's turn lane.
P, Larkin moved to conditionally approve the Preliminary/Conditional Final
Plat of German Acres subject to:
1) Completion of all TAC requirements.
2) Mutual access (maximum 40' wide) onto Garnett shared between
lots I and 2 and lots 3 and 4,,

3) A 40' turn lane from Garnett onto 113th Street North.
4) Recommend to the City Council that the City Engineer work with
the applicant on an alternative or amended storm sewer system
for 113th Street North.

the TAG requirements and amending the site plan to

ZONING PUBLIC REHEARING
7. OZ-61 Lloyd Kennedy IL to RM11,

Staff presented the case history. Due to the length and complexity of this
case, a tape recording was made by city staff of this public hearing. Lloyd
Larkin, attorney for the applicant, introduced Mr. McClure, engineer with
Sisemore-Sack-Sisemore and Assoc., who presented and explained "drainage
concept" drawing for the tract under consideration. He stated they would
meet City standards for storm water drainage for the site.
Commissioners, staff and City Attorney Ron Cates discussed the drainage con-
cept with Mr, McClure. He stated that they proposed to put all drainage
improvements on site, including drainage channel, detention pond and retain-
ing wall. He stated they had not yet determined a width of the proposed
channel. He proposed V thick concrete retaining wall approximately 8' high
to act as a dike. Mr. Cates asked several questions of Mr. McClure to
clarify his position,
Mr. Larkin stated his client was asking for approval of the rezoning from
IL to RMH subject to meeting engineering standards and other standards
that the applicant proposed, such as beautifying the property. Commissioners
discussed further safety and drainage considerations. Mr. McClure stated
that be was not presenting engineering proposals, just a concept, because
cost too much at this stage for his client to do all the engineering work
before getting a commitment for approval,
The Chair asked for further questions or discussion. C. Phillips moved to
deny the rezoning to RMH, M. Day seconded the motion,
Aye: Phillips, Day, Larkin, Sadler and Hinkle.
Nay: None,
Motion carried 5-0-0.
Chair Hinkle thanked the applicant and his representatives for their time
and patience and reminded them that they could submit a letter of appeal
to the City Council to schedule a public hearing to reconsider the rezoning.

8. Building - Permit Review
Commissioners began review of two recent building permits, but were, in --
tert.'upted by news of severe weather. approaching, Review of these permits
was continued to the next meeting.
There being no further business to consider for the evening, G. Phillips
moved to adjourn, R.a Sadler seconded the motion.
