for Phillips vote from nay to abstain and a reference on page 5 from Rich
to Rick Mahar. G. Phillips moved to approve the m-inutes of the meeting of
March 1.8 and 23, 1982., with the correct-ions, R. Sadler seconded the motion.

SUBDIVISION PLAT REVIEW
4. El Rio Vista, Phase II - Preliminar-y Plat
Staff reviewed the case history and presented the TAC recoiinnendations:

Sec.
302.1 The application shall include the names and addresses of the
property
owners of unplatted land abutting the proposed subdivided area.
The
cost of mailing notices to these owners will be borne by the applicant,

Bill Lewis, engineer for the applicant, explained the plat and presented
the phased development plan of E1 Rio Vista® Commissioners discussed the
TAC requirements and the availability of sewer service, R. Sadler moved
to approve the preliminary plat subject to completion of the `technical
Advisory Committee requirements® Pat Larkin seconded the motion®

ZONING PUBLIC HEARING
5q TCZ-50 Referral - Michael McGivern
Staff reviewed the case history. Michael McGivern, representing Curran-
Houston, Inc. spoke for the application and explained the proposed
development. John McGivern spoke in support for the application stating
the company had been located across the Highway 169, that they hire local
people to work in the cotiypany and that they had waited to rezone the pro-
perty before purchasing it,
Nearby property owners, Sue Gibson and Mr. and Mrs. Medlin stated that
they were present: to learn. about the application and weren't necessarily
opposed.
Staff was directed to read the staff. evaluation:
The applicant requests rezoning of approximately 40 acres from
AG to IL for repair and sale of heavy equipment. The tract is
located at the NE/c of 66th Street North and Highway 169, The
property is bounded on the north by a railroad line and 68th Street
North. The Owasso Comprehensive Plan indicates this area is pre-
dominantly within a development sensitive area (due to the Bird
Creek floodplain) and the portion outside the development sensitive
area as agricultural or rural residential (on the north). The area
abutting Highway 169 is included within Special.. District 4. The
Plan notes:
Special Districts 3 and Z,, on the Plan map are areas of special
physical, locational., and environmental characteristics. Ad-
ditional detailed planning and engineering will be necessary
to develop these areas in uses compatible with land character-
istics. Specific problems relate to the flooding of these
highly accessible sites,
The tract abuts large lot development to the north and a mobile
home park and single family homes to the south. Across the street
to the west and south are tracts zoned industrial. There is addi-
tional industrial zoning along Highway 169 to the north,
Commissioners, in their recommendation to the TMAPC, should con-
sider the varied uses of the surrounding properties, the potential
effects of additional industrial development on nearby dwelling
units and the suitability of the land for light industrial uses
versus residential, agricultural or commercial uses,
Commission members discussed the proposed development and surrounding land
uses® Mr. J. McGivern stated the parcel was about 31 acres in size, and
his company was really interested in developing the western frontage. Com-
missioners discussed the pond and other low-lying portions of the tract.
They discussed various zoning buffers to protect nearby residences® D. Be
Martin stated the tract had been used as a rock quarry previously and was
not suited for other than light industrial® He said the business would be
as asset to the community®
Commissioners noted that the land was not very useful as it was currently, but
felt rezoning the entire parcel was not too extensive, Pa Larkin moved to
recommend to the TMAPC to rezone from AG to IL the western half of the parcel
(approximately 13 acres), This would keep their same eastern alignment of the
IL boundary even with the IL zoning just north of the railroad track, G.
Phillips seconded the motion
Aye: Larkin, Phillips, Sadler and Hinkle.
Nay: done.
Motion carried 4-0-0.
ZONING PUBLIC REHEARING

Staff related that doe Witherspoon, attorney for the applicant., had telephoned
on Apria.. 15, 1 -952 to request a, continuance of this case until_ the next Owasso
Planning Comiiiission meeting. No action was taken on this item.

R. Sadler nominated G. Phillips as Vice - Chair, It was roved that Phillips
already served as secretary, G. Phi l,!..ps withdrew from noun -nations,
G. Phillips nominated R. Sadler as Vice- Chair. P. Larkin seconded the motion.
There were no other nominations

to reprise development processing procedures discussed at a staff meeting with
the mayor and Vice - Mayor. No action was taken®
