Day 1m Chairman, Me Hinkle called the meeting to order at 7:40 p.m.., 20 roll was called and a. quorum was declared present. R. Haynes moved approval of the minutes of November 17, 1983 meeting as amended. M. Day seconded the motion, Aye: Hinkley Haynes and Day, Nay: None. Motion carried 3 -O -On ANNEXATION REVIEt,t 4. Nestpark Baptist Church ® Petition for Annexation Staff reviewed the case history and the staff evaluation: The applicants request annexation of a five acre tract located at the Std /c of 116th Street North and 109th East Avenue, There is an existing church on the property which currently receives Owasso water and sewer service. Existing streets abut the property on two sides. The property does not appear to be within the 100 yeas., f,loodplaino The property is surrounded on three sides by Owasso city limits and could be served easily by Owasso police and fare departments. Rights-of-way -way for the two abutting streets would be 00' and 25', respectively. The granting of adequate rights -of -way should be strongly encouraged, There do not appear to be any negative land use reasons why the property should not be annexed,. Ron Jennings spoke for church members saying they wanted to have city police and fire protection and to build onto their church. They stated that Owasso' s building codes were easier for their members to work with, Commissioners discussed with them the importance of granting adequate street right- of-way and the requirement of Board of Adjustment review of the church uses in new buildings or additions, Ma Day moved approval of the annexation. Bvron Todd - Petition for Annexation Staff reviewed the case history and the staff evaluation: The applicant requests annexation of approximately 18 acres of vacant, undeveloped land located southwest of 76th Street North and 1.169 between the Cedar Street dead end and the municipal sewage treatment plant. A portion of northern part of -the tract was annexed into the city and zoned RM -1 multifamily several years ago. To the west lies the municipal garage and some vacant land, To the Gast ..lie a creek and a vacant abandoned mobile home park site. The subject property is currently zoned AG. Almost all of the subject tract lies w plain. Further discussion followed Haynes stated that he couldn't see a high density use for that location, although he could see a low density use as appropriated Hinkle said she was not in favor of any residential use for that particular area, Several members indicated that it would not be fair to annex the property and then not support the pro- posed use that was the reason for the annexation request,. The vote was called. Aye: Haynes, Day and Hinkle. Nay: None. Motion carried 3 -0-0. Mrs. Page stated that he did not know if the applicant would pursue the annexation petition. SUBDIVISION REVIEW d El Rio Vista TV Staff reviewed the ease history and the staff evaluation: The TAC had the following comments to make -regarding approval of the Conditional Final Plat of El Rio Vist a IV- 1. Complete all items required of Preliminary Plat.. Add utility easements per utility company requirements 1 Amend street names to conform to the existing street naming pattern 4. Submit all construction plans for review and approval by the Owasso engineer. 5o Amend fire hydrants .locations Bill Lewis, engineer for the applicant,, discussed the plat with the commis sioners. Pie Haynes moved approval of the conditional final plat subject to completion of the TAC requirements,, Aye: Haynes, Day and Hinkle. Nay: None. Motion carried 3 -0 -0. CODE REVIEW 7. Owasso 7oninq Code Commissioners decided to hold a special meeting on January 5, 1984 at 7:00 Owasso Planning Commission Minutes December 15, 1983 Page 4 for final consideration of amendments to the zoning code. They also decided to review amendments to the AT and SE plat at that meeting. NEW AND GENERAL BUSINESS Ho Comments from Jerry Cole Jerry Cole, representing a local homeowners` association, made a statement to commissioners concerning his opposition to the development of a 40 acre mobile home park and sewage lagoon located on Guth Street North east of 129th East Avenue" He stated his association would petition the County Commission to downzone the property form RMH to RE. He asked the Commission to write a letter explaining the problems of developing the land for mobile homes. Chairman Hinkle suggested that staff could provide information from the Comprehensive Plan as to proposed uses for the property, informally without -the Commission taking formal action. She said Owasso would be asked -for a referral if there is a new zoning hearing Mr. Cole also made a statement regarding his feelings that there should be a moritorium on approving more apartments and mobile homes because of the taxes for schools ­ that they were overloading -the towns with kids from homes not paying their share of taxes. He stated 'that he might run for elective office beca se of these beliefs. The Commission took no formal action on these items, There being no 'further business to consider, Mr Day moved to adjourn the meeting with R. Haynes seconding the motion..
