Phillips called the meeting to order at 7:43 p.m., 2. roll was called and a quorum was declared present, 39 New commissioner Ray Hayes was welcomed to the commission by the vice chairman, P. Larkin moved approval of the minutes of the July 21, 1983 meeting as written. R. Hayes seconded the motion. Aye: Phillips, Larkin Nay: None. Motion carried 3-0-0,, 5. TCZ-91 REFERRAL and Hayes. ZONING PUBLIC HEARING Staff reviewed the case history and the staff evaluation: The applicant requests rezoning of a 30 acre tract from AG to RMH for the purpose of establishing a mobile home park. The property is located south of 126th Street North and 1/4 mile east of Garnett Road. The property is part of a 40 acre vacant parcel. There is currently one mobile home located on it occupi- ed by the applicant. To the north is located an existing mobile home park. Other properties surrounding the tract are predomi- nantly vacant parcels with scattered single family homes and mobile homes. There is a large-lot single family subdivision located approximately 300 feet south of the subject tract, The Comprehensive Plan indicates the subject tract and pro- perties to the west, east and south as low intensity rural residential and agricultural use. There is an area of develop- ment sensitive land land that runs through the subject tract. The Comprehensive Plan lists mobile home use as a high intensity use. Both Garnett and 126th Street North are arterial streets but are currently two laned asphalt streets. The property would be served by Washington County Rural Water District No. 3 and by private sewage facilities, Commissioners should consider the positive and negative effects a 30 acre mobile home park would have on surrounding properties, how the application relates to the Comprehensive Plan and whether the development could be adequately served by public utilities, OWASSO PLANNING COMMISSION MINUTES September 15, 1983 Page 2 Lynn Meyers, planner for the applicants, explained the application and presented a proposed site plan showing lot layouts, sewage lagoon and a small park. He also presented a petition signed by all property owners (except 2) within SGG feet of the property which expressed their support of the application. He stated that the development was designed at a 2.8 units per acre density with large lots and private streets and a private sewer system to resemble Glen Pines in Glenpool. He presented a plat showing additional access points and requested a total of seven accesses for the plats (eliminating one original access). He also requested a 25° building line on the west rather than 50'. Commissioners discussed the proposals at length. Eye Larkin droved approval of the preliminary plat subject to completion of the first six TAC statements and amending #1 to include seven access points per the submitted proposal® R. EASEMENT VACATION REV.E.EW 7, Vacation of Utility Easements Staff reviewed the case history and the TAC comments, ...t_he applicant requests vacation of a portion of the 17.51 utility easement that runs along the west boundary of Lot 20 Block 5, El Rio Vista 1. Cost of relocation will be paid by the property owner, m Inform the builder and buyer that if a sidewalk is built within the easement the sidewalk might he torn out to maintain utility lines. Cost of repairing or replacing the sidewalk would he paid by the property owner. Any other utility lines located under the house will have to be relocated at the property owner's expense. y. Contact each utility company to coordinate their agreements to vacate the easement d. Mr. Miller and Mr. Grundstaff explained the situation and discussed the responsibilities for moving or safeguarding the existing utility .Lines.
