PLANNING COMMISSION ELECTION 4 Election of Officers The Chair opened the meeting for nominations !fir"` officers for 1983-84, Chairman airman" - V Phillips nominated Marilyn Hinkle as chairman. The motion carried 3-0-1, SUBDIVISION PLAT REVIEW Because applicants for Dogwood Center had not arrived, the Chair continued the plat until later in the agenda. 5. Owasso Center - Owasso Center, Inca Staff reviewed the case history and the TAC recommendations: The TAC had the following comments regarding the plat of Owasso Center: 1. Rewrite legal description in correct forme 2m Complete location map. 3m Show adjoining subdivision to the south of the plat. 4e Submit corporation commission letter. 5� Show Sharon Street as 11th Street. C. Submit any construction plans for review, including stormwater drainage. Im Add 15' perimeter easements along the east and west boundaries of the plat. 8a Add utility easement along the east line of lot 4 to PSO's requirements. g,, Add a utility easement of 7.,5' on each side of the common lot line of lots 3 and 4. 10A Dedic ;;.te 50' ROW to extend Atlanta from 11th Street to 86t.h Street North. T his could be 25° on the west, side of this property and 25' on the property to the west. TAC recommends that the landowner(s) not be required to build the extension of the street. IL Add wording changes to paragraph 1.1.1 of the covenants per PSO's requirements. Male other, minor corrections to covenants, 12. Consider splitting lots 3 and 4 into smaller, lot:s to avoid future lot splits, 1.3A Close off asphalt driveway on the east side of the plat so as to bar through traffic. Michael Taylor, representing the owner, and David Hayes, purchaser of one lot, were present to discuss each of the TAC recommendations. Ma Taylor presented a "revised plat which showed many of the TAC recommen dations completed. The Commission discussed the plat and the property, The Commission decided that the -lots as shown were of adequate size and TAC Recommendation No. 12 would not be needed. The applicants requested that the plat be given conditional final approval so Mr® Hayes could close on his property and build his building. G. Phillips moved approval of the plat as a preliminary plate The motion died for lack of a second. Pm Sadler moved approval of the plat as a Preliminary /Conditional Final plat subject to completion of the TAC recommendations. Pa Larkin seconded the motion. Aye: Sadler, Larkin and Hinkle. Motion carried 3 -1 -0a 6® Dogwood Center - bale Williams Staff reviewed the case history and the TAC recommendations: The TAC had the following comments on the Conditional/ Final Plat: 1. Correct legal description on plat and in covenants and correct other minor errors in covenants. 2. Extend 15' utility easement within the 25' building setback line on the east side of the lot in line with the easement in Owasso Business Park Jack Spradling, engineer for the applicant, discussed the plat and the TAC recommendations with the commissioners. R. Sadler moved approval of the conditional /final plat subject to completion of the TAC recom- mendations. G. Phillips seconded the motion. Aye: Sadler, Phillips and Hinkle. Nay: None. Abstain: Day, Motion carried 3-0-1. 7. Lakeridqe Terrace 11 - Owasso Lakeridge Terrace® Inc. Staff reviewed the case history and the TAC recommendatons: The TAC had the following comments regarding the preliminary plat: 1 Refer to this phase as ii or Phase iT rather than Blocks 11 -2V 2. Correct minor errors in legal description and in cove - nants L Dimension 129th Fast Avenue. 4 Complgte location map, E Change mast 88th Street North to Fast 87th Place North. Add Gast 89th Street North to plat. 6. Add utility easements per utility companies' requirements, 7. Submit corporation commission letter. 8. Correct lot number in Block 18.. 9. Submit all construction plans for review. 10. All RS -3 lots are to have a minimum of 7000 sq. ft. and 65' frontage 11a Dimension all streets and utility easements 12. Questions were asked regarding sewage capacity and how detention ponds would be built. G Phillips mov ed approval o.. the preliminary plat subject to comple- tion of the 1AC recommendations. Owasso Zoning Code Staff presented the draft copies of the Owasso Zoning Cade update and copies of the new zoning maps, drawn at the new scale. Staff describ- ed the general changes proposed. Commissioners discussed areas of the crude that they wished to focus can updating, including minimum number of parking spaces for office, restaurants, and gather commercial buildings, mobile homes and modular homes. They suggested reviewing the Broken Arrow code to see what innovations they have made regarding residential zoning, server and park fees. R. Sadler moved to continue discussion of the Zoning Code to a future meeting after the TAC has finished reviewing the draft code, G. Phillips seconded the motion.
