2. Roll was called and a quorum was declared present,
3. G. Phillips moved approval of the minutes of the February 10, 1983 meeting
as amended, M, Day seconded the motion,

PUBLIC HEARING
V PUD-315 REFERRAL,- DeBoer/FinJ
Staff related the case history and the staff evaluation,:
The applicant has submitted a PUD application to permit con,-,
struction of a mobile home park on a 23.1 acre site zoned RMH
(10 ac.) and RS (13.1 ac.) The zoning application was reviewed
as a referral previously and those minutes are attached. The
narrative submitted by the applicant explains the proposal and
answers most questions. The land is in an unincorporated area.
and will not receive city services or utilities. Since the area.
is within the fence line the property may be annexed in the city
in the future. Therefore, care should be taken to see that the
development is not completely inconsistent with Owasso standards,
There are several areas that should be considered:
1, Water line main sizes are inadequate to serve a development
of this de"sity, Water available for fire fighting will be
limited by 3 or 4 inch mains,
2. Interior streets are not proposed to 1aeet city standards,
3, Building setback from arLerial rights-of-way does not meet
city ataodards,
4, The method of handling interior utility easements should be
specified,
5. Driveways and carpads should be paved along with the streets,

7. If conversion to single family residences is ever antici-
pated, the proposed lots would not meet Owasso bulk and
area requirements.
Mr. Finley, representing the DeBoer family who were present, explained the
proposal for a large-lot mobile home park with an off-site sewage lagoon.
He and the DeBoer fanily answered several questions from commissioners.
They stated that Washington County RYD No. 3 would extend an 8" water line
from the water tower along Memorial so the development can be booked up to
a greater water capacity, Under the PUD they planned to plat the area in
one lot and block with blanket utility easements, but if they desire to
sell individual lots in the future they can plat appropriate sized lots,
etc— They stated that they would pave streets and parking, and that the
park is planned for adults so that there will be no additional burden on
the school system. M. Day noted they bad provided no recreation area for
children, M. Hinkle discussed the sewage lagoon with Mr. Finley, saying
since Owasso has a lagoon system it would be bard for them to oppose another
one if it is built correctly,
G, Phillips moved to recommend approval of the application with the added
recommendation that should the property be annexed into Owasso, streets
and lots should be redesigned to meet Owasso standards, M. Day seconded
the motion,,

SITE PLAN REVIEW
5. PUD-6 Ramsbead -- Terry Davis
The applicant has submitted a final site plan for the Ramsbead
townhouses approved previously under a PUD application. A subdi-
vision plat with private covenants must still be submitted and
approved before buiLding permits will be issued, The TAC members
discussed this application at their meeting of March 9, 1983. The
applicants were not present, The TAC members had numerous questions
regarding details shown an the site plans and landscape plan includ-
ing building lines of varying width, lot layouts with dwelling units
extended over the building lines and dimensions and locations of
utility easements.
For these reasons the TAC members were unable to recommend appro-
val of the site plan until the plat and covenants are submitted and
the applicants are available to discuss the plans with them, TAC
members recommended that the Planning Commission continue approval..
of the site plan until the plat is submitted for review,

The applicants were not present. There were no persons present to support
or oppose the project. Commissioners discussed the site plan and raised
additional questions of their own. M. Day-moved to continue consideration
of the site plan until such time as the applicants submit a plat and coven-
ants for review by the TAC, G. Phillips seconded the motion.

6. Miqy, Mart Grocery - Gary Plummer
Staff reviewed the case history and the TAC evaluation:
As noted in the preliminary TAC memo, the applicant is submit-
ting a site plan as specified for CS properties, for proposed
office unit additions to the Mity Mart Grocery, The TAC members
discussed the proposal with Gary Plummer, the applicant. It be
came apparent from the discussion that a survey of the property
by a licensed surveyor or engineer was needed since the property
was unplatted and there were several questions regarding the exact
dimensions of the lot, location of street rigbt-of-way, utility
easements and electric poles, exact location of the buildings and
the legal status of the private apartment driveway that is propos-
ed as an access to the subject property, The TAC members advised
Mr. Plummer that be needed to submit a surveyor's plot plan for
review before they could begin to study the details of the props
sal and offer a recommendation to the Planning Commission. They
stated that they would meet with him again as soon as he had the
property surveyed,
The TAC members recommended that the Planning Commission take
no action on this site plan until they had a chance to review a
surveyed plot plan. Staff will send commissioners further infor-
mation as it arrives.
The applicant was not present. There were noone present to support or oppose
the application. Commissioners discussed the site plan and the history of
the property, G, Y[U111--ps noted there was a large depressed area behind
the current building that often filled with water. M, Day Raid that the
depression was an old truck service pit that had been filled in with debris
from the original building that was torn down. Commissioners agreed tbar
much more definite information was needed before they could make a decision
on a site plan,,
G. Phillips moved to continue site plan approval until more definite in-
formation. was obtained and reviewed by the TAC, M. Day seconded the
motion,,

8. Pleasant View Estates - Plat Referral
Staff reviewed this resubmission of an expired preliminary plat located in
Owasso's fenceline with commissioners, No action was taken on this item,
There being no further business to consider, M. Hinkle moved to adjourn the
meeting with M. Day seconding the motion,
