1. Chairman, M. Hinkle called the meeting to order at 7:32 p.m.,
2a roll was called and a quorum was declared present,
3, K. Wood moved approval of the minutes of the July 199 1.981 meeting, M. Day
seconded the motion.
Aye: Wood, Day and Hinkle,
Nay: None.
Motion carried 3-0-0.
LOT SPLIT REVIEW
& OLS-49 Enterline and Adams
Staff, related that this lot split was approved under the "prior approval''
lot split ordinance and was before the commission for ratification. The
applicant was not present. Staff answered several questions concerning
the lot split,,
M. Day moved to ratify OLS-49. K. Wood seconded the motion,
Aye: Wood, Day and Hinkle.
Nay: None,
Motion carried 3-0-0.
V OLS-50 Olympic Homes
Staff related that this lot split was approved under the "prior approval''
lot split ordinance and was before the commission for ratification. The
applicant was not present. Staff answered several questions concerning
the lot split,
M. Day moved 'to ratify OLS-46. K. Wood seconded the motion,

60 Lakeridge Second Addition
Staff reviewed the case history and the staff evaluation:
The TAC had the following comments to make regarding approval of
a conditional final plat for Lakeridge Second Addition:
18 Drop Block 1 and 2 from the plat title,
2. Add additional utility easements per utility companies'
requirements.
3m Show dimensions on the drainageway,
& Provide engineering date for the drainageway to city engineer,
5. Provide Corporation Commission letter,,
6, Show access points and Limits- of --No- Access along all streets
per approved preliminary play:: and site plan,
7 Locate a :i7 5° U/E on the north side of the .lot line of
Block 2 and a 5' U/E can the south side.,
Commissioners discussed the plat details and the TAC conditions ions with Bob
Pruitt, engineer for Lakeridge, K. Wood stated that he thought the right -
of -way for 127 East Ave, should be widened® It was his interpretation that;
the street is a collector street - either residential or commercial and
should be at least 60' wide He said since the street ran between office
and commercial sites that the right -of -way could be off -set with 80' west
of the centerline (to conform with office collector requirements) and 40'
on the east (to conform with commercial collector standards). He stated
that he wished to go can record as opposing the 50' ROW, Ms Hinkle stated
that at this location she was more interested in having a collector - sized
paving width than additional ROW. She said there was a need to try to keep
commercial tray "fic out of the residential neighborhood to the north, She
said she .felt there had been a. precedent set for this area because the
Council had approved a narrower ROW on the commercial collector directly
south in Elm Creek Commercial Corneae Bob Pruitt explained the history of
the preliminary plat in Lakeridge, showed the pattern of residential col-
lectors and explained the applicant's reasons for showing a 50' ROK
Other plat details were discussed, Pruitt stated that the applicants re-,
quested two accesses onto 86th Street North for Block 19 as shown on a
revised plat he presented, with 155' between the two points and 205' between
the eastern access and 127th East Ave,. Commissioners discussed location of
accesses on both sides of 86th Street. M. Hinkle stated she hated to see
another access on Block 1 but felt that an office site would have less
traffic than a commercial site. They noted that one access would be directly

across from 125th East Avenue and would provide a 4 -way intersection,
Commissioners also discussed location of utility easements. After
some Further discussion, KB Wood moved approval of the conditional Final
plat subject to®
1e Widening of 127th East Ave. ROW to 70' to meet street
collector standards,
2. Approve two access points on Block 1 onto 86th Street North
as shown on the amended plat submitted.
3. Complete TAC conditions,
M. Day said he agreed with Wood on the matter of the street but didn't see
a real need For 70' of ROW at that location so would not second the motion.
The motion died for lack of a second.
K Day moved approval of the conditional Final plat subject to;
1. Approve two access points on Block I onto 86th St.. North as
shown on the amended plat submitted
20 Complete TAC conditions.
M. Hinkle seconded the motion,

Motion carried 2 -1 -0.
6A9 Request for Vacation of Utility Easement - Texaco (Billy lamer
Staff related that Texaco requested vacation of a l7.5 ' utility easement
on the north and west boundaries of Lot 67D, Block 2, Three Lakes Addition
located at the Cl /c of 86th Street North and 117th East. Avenue, The ease-
ment was filed of record at that location in error and was not requested
by the City or any utility company. the easement; requested by the TAC and
approved by the OPC was located along the north and east boundaries of trot.
67E. The applicants have already agreed to dedicate the correct. easement,
The request to vacate the first easement would be to clear up an error only,
Jim Brunoldi, Texaco, answered commissioners' questions, Mn Day moved ap-
proval of the application as submitted, K. Wood seconded the motion.

6B. R�uestfor Vacation of Utility Easement - Texaco
Staff related -that Texaco requested vacation of a 20' and 15' utility ease-
ments along the north and west borders, respectively of Lot 2, Block 2,
Owasso Business Park located at the SE/c of 76th Street North and Dogwood.
The request was made because Texaco wishes to build across two lots and
these easements would cross through the middle of buildable space. The
TAC and OBOA have already agreed to the concept of removing the easements
and have required a 20' easement along the south boundary of Lot 2, instead
The applicants have agreed to move the existing waterline to the new easement
at their expense and to City standards. M. Hinkle stated she supported
vacating the 20' utility easement but was undecided about the 15' utility
easement and thought that decision should be left up to the council. Right-
of-way for the east side of Dogwood along the unplatted northern lot was
discussed and the concern was expressed that the required ROW (25) should
be dedicated along the east side of Dogwood,,
Commissioners discussed additional details of the site with Jim Brunoldi
and Harold Charney, representing Texaco,
K. Wood moved approval to vacate the 20' utility easement and to 'let the
council decide whether to vacate the 15' easement, M,, Day seconded the
motion .

Motion carried 3-04,
At 8:29 p,,m, the Commission lost a quorum because Chairman Hinkle had to
leave, item 7, Update to the Comprehensive Plan Map, will be continued
to the next meeting. The remaining commissioners then held an in-formal
discussion with members of the audience concerning planning concerns.
