Chairman, M Hinkle called the meeting to order at 5:10 p.m., 20 roll was called and a quorum was declared present, STAFF PRESENT C. Dickey So P. Markin and G. Phillips need a correction to the March 15, 1984 minutes to indicate that Pat Larkin was present and George Phillips was absent Mn Day moved approval of the minutes of the February 16 and March 15, 1984 meetings with the corrections noted, P. Larkin seconded the motion.. Aye: Hinkle, Day, Phillips and Larkin, Nay: None. Motion carried 4-0-0,, 0,, ANNEXATION REVIEW 4. Petition for Annexation Williams and Sokol os Staff reviewed the case history and staff eva 1 ua't ion The applicants request annexation of approximately 60 acres of vacant land located north of the NF /c of 19ith fast Ave. and 76th Street North_ The tract is cleared farm land that is surrounded on the north by vacant AG farm land, an the east and south by a large lot single family residential development zoned RE and on the west by vacant land zoned RS -S. The Comprehensive Plan indi- cates this area as suitable for low intensity residential land use,, There appear to be no insurmountable probl ems with severe slopes or floodplain areas on the property, As with any annexation, the ability of the C i ry to provide this area with water, sewer, and trash service as well as police/fire/ ambulance service should be considered, Aside from considerations of providing services, staff can see no reasons to deny annexation of this tract of 'land, Dill Lewis, engineer, discussed the site with commissioners saying the owners proposed a predominantly residential subdivision with large lots such as El Rio Vista, a church site and a commercial silver Commissioners discussed the site and general design characteristics, Questions arose concerning the existing power line easement that crosses the property and the provision of city services, including sewer, Chairman Hinkle noted, Owasso Planning Commission Minutes March 27, 198", Page 2 during the discussion, that any rezoning requests. would be considered as separate applications at the appropriate time and that it was not within the planning commission's jurisdiction to decide whether or not there was adequate sewer capacity for this project, After further general discussion, G. Phillips moved approval of the an- nexation. M. Day seconded the motion, Aye: Phillips, Day, Hinkle, Haynes and Larkin,, Nay: None. Motion carried 5-0-0. There being no further business to consider, M. Hinkle moved to adjourn -the meeting with P, Larkin seconding 'the motion, Aye.
