1. Chairman R. Haynes called the meeting to order at 7:33 p.m.,
2. roll was called and a quorum was declared present,
3. E. Henry moved approval of the minutes of June 20 and July 1, 1.985 as
written. B. Buffington seconded the motion,,

SITE PLAN REVIEW
4. Taco Bueno Site Plan
Staff reviewed the case history and the TAC evaluation:
The TAC had the following comments to make regarding approval
of the site plan for Taco Bueno in a CS lot:
1, Remove the access shown on 86th Street North. The filed
plat includes limits-of-no-access along the 150' front-
age that would prohibit an access. An existing mutual
access from 86th abuts the lot on the west,
2. Show the existing 15' utility easements along the east
and south borders and the existing 20' water easement
along the southwest corner,
3. Locate all signs within the property lines and outside
any easements, Signs must conform to the height and
size restrictions in the zoning code. (The proposed
sign shown on the application would be too large,)
4. Secure a mutual access agreement for the access located
at the northwest corner,
5. An opaque screening fence along the east property 'line
is required,
6. A concrete pad around the trash dumpsters is required
to support trash vehicles,

7. Paint the curbs and mark the trash drive as a fire
lane and no parking,
T Move all paving, drive lanes and structures west of
the PSO underground primary line in the east 15' ease-
ment. Relocate to PSO's specifications.
9. Street returns for any drives on a public street should
have 25' radii,
IT Proposed drainage patterns and all improvements, such
as pipes under drives, should be shown.
IL The note "Gas Extend to City Main" should be changed
to "Gas Extend to ONG Main."
12, The location of the grease interceptor may be a prob-
lem because of the heavily trafficed drive-through
area,
John Harbin, Taco Bueno, presented a revised site plan incorporating many
of the TIC recommendations, He stated that the utilities. in the east 15
easement had been located and the driveway had been moved west 11' from
the back of the curb to the property line per [DSO's request (see No. 8),

TAC list will no longer apply.
M. Day moved approval of the site plan subject to completion of the TAC
conditions except No. 9 and to recommend that one access onto 86th Street
North be approved with the above five conditions, E. Henry seconded the
motion.

Nay: None.
Motion carried 5-0 -0.
SUBDIVISION REVIEW
5. Appletree
Staff reviewed the case history and the TAC evaluation:
The TAC had the following comments to make regarding the Pre-
liminary/Conditional Final Plat of Appletree., The original
Appletree plat approved by the City Council expired 11/I/84 and
was never filed of record. This is a reactivation of that plat
with a different ow ners,
I, Complete TAC conditions previously approved by the
Owasso Planning Commission and Owasso City Council
for this plat, The list is attached, (several of
these have already been completed)
2. Show the entire street as 113th Place North, The
building inspector's office will assign addresses.,,
3. locate 3 fire hydrants per the fire department's
specifications

The TAC had the following comments regarding approval of a
Preliminary/Conditional Final Plat for Appiet:ree Acres.,.
1. Complete all required information on construction plans
for review and approval
2Q Add 10' utility easement along south border of plat
3, Add language in plat that the drainage ditch alone the
southern border is to remain unencumbered so that storm -
water drainage can flow freely through the platted area.

Commissioners discussed the plat and each of the TAC recommendations with
Jeff Tuttle, engineer, He stated that he agreed with the IAC comments ex-
cept: for No,, 9 because the gas company wished to .,locate the lines and meters
in the front of the lot, He felt that would be awkward and dangerous be-
cause of the narrow lots and the large mobile homes that would be moved in
and out of the Blots. Commissioners agreed and discussed alternate locations
for the meters and ways to encourage ONG to reconsider the situation, In the
discussion they agreed to add a statement to the covenants to prohibit RV's
and travel trailers from being placed permanently can the lots,
E. henry moved approval of the Conditional f==inal Plat subject to completion
of the TAC requirements and:
1, Add a statement i n the covenants prohibiting RV's and
travel trailers permanently on the lots,,
2 Amend No., 9 to recommend that ONG review the gas meter
locations further for d..i.Eferent locations because of
the movability of the mobile homes and a possibly
hazardous situation,
B. Buffington seconded the motion.

NEW AND GENERAL BUSINESS
6. City Planner, Carol Dickey announced that the City of Owasso had crewed
the position of a full-time, in-house Assistant City Manager /City Planner
and that Jim Dunlap, currently the TNCOG planner for Bixby, would be assum-
ing, -that position around August 1, 1985, She stated that she would be
administering other programs with 1NCOG and would no longer the Owasso City
Planner, She thanked the Commissioners for their continuing support; and
encouraged them to continue their concern for the city and their excellent
decisions. Commissioners expressed their appreciation for her hard work
and her efforts on their behalf and their regrets that she was transfer-
ring from Owasso,
There being no further business to consider, E. Henry moved to adjourn
the meeting with D., Buffington seconding the motion,,
