SPECIAL MEETING
OWASSO PLANNING COMMISSION MINUTES

T. Chairman R, Haynes called the meeting to order at 11:05 a.m.,

SUBDIVISION REVIEW
3. Heritage Addition
Staff reviewed the case history and TAC evaluation for the Preliminary/
Conditional Final plat of Heritage Addition.
Tv Show the existing 10' utility easement along the west boundary
of the tract.
2 Show book and page numbers of the north and west 10' perimeter
easements and of the 1-169 50& right - of- -way dedications,
S Delete topography lines from final copy of plat,;
4A Complete all TAC requirements for the Heritage Square site
plan,.
5� Amend covenants per PSO in paragraph B. Amend covenants per
city requirements in paragraph A. Add standard paragraphs to
covenants regarding length of time covered by the covenants,
how they will be renewed and that they run with the land,
5 a Complete engineering requirements on construction plans:
a) Accurately locating drives on 22nd Street and
remove drive on Garnett Road.,
bd Properly locate sanitary sewer service 'Including
construction drawings, profiles and easements;
c) Provide drainage /runoff calculations,,
d) Show modifications to medians on 22nd Street;.
Commissioners discussed the TAC evaluations with Rick Mahar, engineer
Dill Lewis, Perry Cleveland, Vincent Tuzzolino and City Manager, Dan
Galloway, Through the discussions agreement was reached to remove the
medians on 22nd Street and thereby remove the need to delineate the access

points on 22nd Street striping and middle turn lane on 22nd Street was
proposed as an alternative. A suggestion to divide the tract into 'two
lots rather than one was not agreed upon.
It was decided that the required screening fence along the west boundary
would be built when the rest of the property was developed when the adja-
cent residential land was developed or if there were complaints registered,
E. Henry moved approval of the Preliminary /Conditional Final plat subject
to the TAC evaluation, eliminating numbers 4, 6A and 6D. M,,.. Day seconded
the motion,

Motion carried 4-0-0.
There being no further business to consider, J, Buchanan moved to adjourn
-the meeting with Ma Day seconding the motion,
