Chairman R, Haynes called the meeting to order at 7:30 p=' 2. roll was called and a quorum was declared present,,, 3� E. Henry moved approval of the minutes as written, J. Buchanan seconded the motion, Aye: Henry, Haynes, Buchanan and Buffington. Nay: None, Notion carried KKK SITE PLAN REVIEW 4. Sokol o# Sh Ring Ceter Site Plan X 2P 11-11 n ­ - ­­-­ Staff reviewed the case history and the TAC evaluation: The Technical Advisory Committee had the following comments re- garding approval of the site plan for the Sokolosky Shopping Center, site plan: 1. Show existing 15' gas easement along the north side of the property, 2Q Place the sign within the property line and outside any utility easements, 3, Mark the lanes on the access points,, 0 Provide a 25 turn radius on all the accesses, 5. Locate the handicapped spaces along the main building, according to the building code specifications, 6, Show existing 10' utility easement on the south and the 15' utility easement along the east side of the property, 7. Mark the alley as a firelane and no parking,, K Locate the water and sewer lines according to city engineer requirements, 9. Provide, by separate instrument, an additional 5' U/E added to the existing 10' U/E along the south boundary, Owasso Planning Commission Minutes June 20, 1985 Page 2 10. Eliminate the alleys shown on the east and west and open service entrances on the east and west behind the main building for service and utility vehicles only. 11. Provide drainage calculations to the city engineer so adequate stormwater drainage can be designed, 1K Provide, by separate instrument, to the gas company a 2.5' service line easement for maintenance of gas lines, M Coordinate location of trash pickup with the commercial trash management company, John Davis and D, M. Sokolosky presented a revised site plan and explained several details, They stated they would build only the eastern half of the center now, Because of the need for an additional 5' U/E on the south they wanted the option to move the building north to create a 30' alley® They explained several other details of the revised site plan,, Commissioners asked several questions and discussed each of the TAC comments, Staff suggested making the alley one-way, put up signs at the entrances say-- ing alley was for service vehicles only and to limit the alley curb cuts to 20' widths, Commissioners discussed several minor alternatives on the plan,, E. Henry moved approval of the site plan subject to completion of the 13 TAC conditions plus 3 more 14, The alley will be one-way, marked with signs at entrances stating that it is for service vehicles only and to limit those curb cuts to 20' widths, W The applicants will have the option to move the building 10' more to the north creating a 30' alley, 16, If there are no future changes to what is shown on this site plan, the approval will include the proposed build-, ings to be built in the future and an additional site plan review will not be necessary, J. Buchanan seconded the motion, Aye: Henry, Buchanan, Buffington and Haynes, Nay: None, Motion carried 4-0-0, 5, First Bank of Owasso Site Plan Staff reviewed the case history and the TAC evaluation: The Technical Advisory Committee had the following comments regarding approval of the site plan for the First Bank of Owasso Auto Teller site plan: Owasso Planning Commission Minutes June 20, 1985 Page 3 1s Mark the offsite 20' MAE as a utility easement along the west boundary, The easement is not to be paved. 2. Eliminate curbing on the drives on the west and south sides of the two driveways so adjacent owners can con- tinue the paving, 3. Pave the 20' mutual access easement along the west boundary of the property per the covenants before a building permit is issued. Al Anderson presented a revised copy of the site plan and described it, Commissioners discussed various aspects of the site plan, E. Henry moved approval of the revised site plan subject to completion of the TAC require- ments, B. Buffington seconded the motion, Aye: Henry, Buffington, Buchanan and Haynes,, Nay: None, Motion carried 4-0-0,, V MTC Heritage Square Site Plan Staff reviewed the case history and the TAC evaluation of the unplatted tract: The Technical Advisory Committee had the following comments to make regarding approval of the site plan for Heritage Square: 1. Show existing 10' U/E along the north property line, 2, Provide a copy of the mutual access agreement with the Lutheran church to share their existing access on Hwy. 169, I Provide drainage calculations for the entire OL site to design adequate stormwater management treatment, & Coordinate location of trash containers with the waste management company,, 5, Provide a screening fence along the west boundary of the property abutting the RS-3 neighborhood, V Show pad elevation on site plan, 7� Show dimensions of building from sidewalk to driveway curb to show driveway width,, Owasso Planning Commission Minutes June 20, 1985 Page 4 Rick Mahar, applicant, made a statement on the history of the site and explained their construction plans® Commission members, Mahar, Perry Cleveland and staff held an extensive discussion on the site, platting requirements and procedures and site plan requirements,. During the dis- cussion, the applicants requested agreement from the Owasso Planning Commission for a temporary waiver of the platting requirement so they could get a building permit. Commissioners and staff explained that was not on their agenda action and that they could not grant a temporary waiver, Buchanan stated that while she, as a business person, could understand the request, the other applicants had gone through all the requirements of plat-- Ling and site plan review and made all the changes necessary. She said it would not be -fair -to waive the requirements for him and not for all the others, Commissioners discussed all of the TAC comments. It was suggested that No, 2 be changed to eliminate any access onto Highway 169 from this site if a mutual access cannot be arranged with the church,, Commissioners emphasized that they could only act on what, was on -the agenda - the site pIan,,, J,, Buchanan moved approval of the site plan subject to completion of the TAC requirements, 'the above noted amendment to TAC No3 2 and a completed, -filed plat,, E,, Henry seconded the motion,, Aye.- Buchanan, Henry, Buffington and Haynes. Nay: None. Motion carried 4-0-0. ZONING PUBLIC Flt ARfNG 7, TCZA38 - Bill Kauffman Staff reviewed the case history and the staff evaluation The applicant requests rezoning of a 2,31 acre tract, from AG to IL 'located approximately 112 mile north of 76th Street, North and Memorial in order 'to operate a wrecker service (holding lot for damaged vehicles),, The property "is surrounded on all sides by predominan'tly vacant land with scattered residences zoned AG, 'The tract is .located just South of the AT&SF railroad spur, The Owasso Comprehensive Plan indicates that rural residential intensity 'land USe is appropriate for this site, Introduction of an industrial use 112 mile -from the arterial intersection would be spot zoning and would not be in accord with the plan., Several types of commercial uses as well as light industrial uses would be permitted by a rezoning to IL, Commis- sioners should consider whether there would be any negative or positive effects on the surrounding properties or on future de- velopment of the general area in recommending approval or denial of this application. Owasso Planning Commission Minutes June 20, 1985 Page 5 Bill Kauffman explained the request and showed pictures of the site and of similar businesses in Owasso and Broken Arrow. He showed a petition of nearby property owners that stated they were not opposed to the appli- cation® He stated that he planned to put a privacy fence along Memorial, to gravel -the lot and 'Fence it. He intended the lot as a temporary storage and not salvage,. He stated -that local police felt the need for another facility near Owasso since the city had grown. Commissioners discussed several details of the application and asked several questions, Staff explained the applicable ordinances and the referral process,,, There were no persons present to support or protest 'the application, J. Buchanan stated that the Owasso Planning Commission had reviewed -the sar)e type application last meeting with proposed spot zoning near a rail- road on Highway 20,, Since the Owasso Planning Commission did not want spot zoning away from intersection corners, 'they should be consistent with recommendations,, J, Buchanan moved to recommend denial of the application to the TMAPC, E, Henry seconded the motion,, Aye: Buchanan, Henry, Buffington and Haynes, Nay: None, Motion carried 4-0-0,, There being no further business to consider, E, Henry moved-, to adjourn the meeting with J, Buchanan seconding the motion,, Aye.
