Vice-Chairman, R. Haynes called the meeting to order at 7:32 px , 2. roll was called and a quorum was declared present,, 3. Regarding the December 20, 1984 minutes E. Henry and M. Day made comments on the portion discussing absences policy. They indicated they did not Feel that portion was appropriate or should apply to them, Commissioners stressed that the discussion was not aimed at any specific persons, E. Henry moved approval of the minutes of the December 20, 1984 meeting as written. Be Buffington seconded the motion, Aye: Wood, Haynes, Buffington, Day and Henry. Nay: None, Motion carried 5-0-0. SUBDIVISION REVIE1.4 4, Ator Commercial Center Staff reviewed the case history and staff evaluation: The City Council continued action on this plat so that the design could be redrawn and so that potential drainage problems could be averted, This amended plat (with an additional lot to the south added as a part of the plat) is being reviewed by the TAC and OPC before final action is taken by the City Council. No other sub- stantial changes in the plat were made apart from the previous comments from TAC and OPC. The TAC had no further comments at their February 13th meeting, City Manager Dan Galloway reiterated the City Council's concerns over pos- sible flooding. Bill Lewis, engineer for the applicants, answered questions about the plat and runoff from the car wash. Staff member, responding to questions, stated that Mr. Ramey had been advised on more than one occasion of the options and the constraints on the use of the 59' strip of Lot 4, namely that it would not meet lot frontage requirements as a separate lot., Owasso Planning Commission Minutes February 14, 1985 Rage 2 After further discussion, E. Henry moved approval of the revised plat sub- ject to all previous OPC requirements, M. Day seconded the motion. Aye: Henry, Day, Wood, Buffington and Haynes Nay: None, Motion carried 5-0-0. 5. Latter Day Saints Church Staff reviewed the case history and the staff evaluation: This 1s a formalized request to waive the plat requirement: as provided by the Owasso Zoning Code for the tatter Day Saints Church to be located south of the SW /c of 96th Street and 129th East Avenue: SECTION 260 PLATTING REQUIREMENT For the purposes of providing a proper arrangement of streets and as-- surfng the adequacy of open spaces for traffic, utilities, and access of emergency vehicles, commensurate with the intensification of land use customarily inci Owasso Planning Commission Minutes February 14, 1985 Page 3 Commissioners discussed the plat waiver with Bob Brase, engineer for the church, and asked several questions, Staff reviewed the status of the construction plans and several other requirements, E. Henry moved approval of the request to waive the subdivision plat re- quirement, B. Buffington seconded the motion© 1` Aye..o Henry, Buffington and Haynes, Wood and pay. Motion carried 3 -0 -2. SITE PLAN REVIEW 0m Latter Day Saints Church Site Plan Staff reviewed the case history and the TAC evaluation The TAC had the following comments regarding approval of the site plan for the Latter Day Saints Church: 1 Complete all previous OBOA and OPC requirements, 2. Show the 17.5' perimeter easement along the north, west and south boundaries of the property on the site plan., Flu Correct the utility ea semen is form to reflect: a 17.5' easement not 27' 4„ Show 129th Street North as a 50' right -of -way,, V Abandon above ground gas line across the property and relocate i.t underground within an appropriate easement,, V Design all parking spaces as 10' x. 20' and design handy capped spaces to ANSI standards 1, Locate a second fire hydrant to city standards. 8. Locate one 40' access on 129th East Avenue midway along the property line, Provide limits of no access on all other boundaries except for one 30' potential access on the north boundary to be located if and when a collector street is built abutting the tract on the north.. Architect Bob Brase answered questions from the commissioners and explain- ed that the access onto :129th is temporary. The church is designed to face north to a proposed collector street that may be built as a part of the Lakeridge development. At that time, the 129th Street access would be closed and the church would have two accesses from the collector street. Owasso Planning Commission Minutes February tar, 1985 Page 4 Staff indicated the TAC agreement on this change but would require a formal letter of agreement to be signed, Commissioners also discussed stormwater drainage plans for the site and the entire [_akeridge area, After further discussion, K. subject to completion of the No. 8 to approve the tempura of the site and closing that the collector street when it signed by the church and the seconded the motion, Wood moved approval of the site plan as drawn TAC requirements and noting the change in ry access onto 129th Street North at the NE;c access and allowing two access points onto is built, A letter of agreement will be city to formalize this agreement, Ea Henry Aye: Mood, Henry, Day and Haynes Nays Buffington. Motion carried 4 -1 -0 %, First Dank of Owasso Site Plan Staff reviewed the case history and the TAC evaluation: The TAC had the following comments to make regarding approval of The site plan for the First Bank o f Owasso branch at 116th Street North and Garnett: L Show the existing 10' utility easement along the north boundary of the property,, 2P Mark the curb along the west side ore. the site as a fire lane and prohibit parking along that area :gin Lengthen the curb radius at the southeast entrance from C` to at least 15 4, tip, required by c'i'ty standards, add an additional fire hydrant at the SK /c of the lot and dedicate a utility easement to accommodate it,, Al Anderson and Ted Larkin representing the bank, explained the details of the plan and answered several questions from Commissioners. K. Wood moved approval of the site plan as designed subject to completion of TAC requirements, M. Day seconded the motion Aye: Wood, Day, Haynes; henry and Buffington. Nay: None. Motion carried 5 -0 -0. Owasso Planning Commission Minutes February 14, 1985 Page 5 Commissioners then further discussed earlier comments made on the minutes concerning discussion of bylaws requirements. Commissioners also discus- sed stormwater drainage plans and problems, No action was taken on these items, ELECTION OF OFFICERS 8. Election of Officers Vice - Chairman Haynes opened the floor for nominations to fill the unexpired terms of the currently vacant offices. Chairman M. flay nominated Ray Haynes for Chairman. B. Buffington seconded the motion, K. Wood moved that Haynes be elected by acclamation, There was no opposition. Ray Haynes was elected chairman 5 -0,-0. Vice - Chairman - K. Wood nominated Mike Hay as Vice-Chairman, Ea Henry moved that nomi ins cease, There was no opposition, Mike Day was elected vice- chairman 5 -0-0,, Secretary - E. Henry nominated Ken Wood as Secretary by acclamation. There was no opposition, Ken Wood was elected secretary 5w.0-0 There being no further business to consider, K. Good moved to adjourn the meeting with H.
