HomeMy WebLinkAbout1988.03.15_City Council Minutesi (IWASSO CITY COUNCIL PAGE ONE MARCH 15, 1988 Un Tuesday, March 15, 1988 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, March 11, 1988. JTEM 1: CALL TO ORDER. ~Ihe meeting was called to order at 8:05 p.m. with Vice-Mayor Thompson presiding. ITEM 2: FLAG SALUTE. ~Ihe flag salute was led by Vice-Mayor Thompson. ITEM 3: ROLL CALL. PRESENT: Mark Thompson, Vice-Mayor Patricia Marlar, Councilwoman Stacy Lamb, Councilman John Phi llips, Councilman V. Mike Taylor, Councilman-Elect Rodney Ray, City Manager Ronald Cates, City Attorney Jane Buchanan, City Clerk ABSENT: Von E. Stockier, Mayor ITEM 4: CUNSIDERA-PION AND VOTE TO APPROVE THE MINU~ftS OF MARCH 1, 1988. A motion was made by P. Marlar, seconded by J. Phillips, to approve the minutes of March 1, 1988, as written, by reference made a part hereto. AYE: Marlar, Phillips, Lamb, Thompson NAY: None MOTION: Carried 4-0 UWASSO CITY COUNCIL PAGE TWU MARCH 15, 1988 I1~EM S: CONSIDERATTON AND VOTE TO APPROVE THE WARRANTS. A motion was made by J. Phillips, seconded by P. Marlar, to approve the warrants as follows: (1) General Fund $L1,985.79 (2) General Fund Payroll $49,689.11 and (3) Revenue Sharing $2,268.00. AYt: Phillips, Marlar, Lamb, Thompson NAY: None MOTION: Carried 4-U T1EM 6: CONSIDERATION TO APPROVE A PROPOSAL FROM THE FIRE DEPARTMENT TO REPLACE ONE AMaULANCE. (MEDIC 2) Vice-Mayor Thompson deferred this until the next meeting so more information can be acquired. ITEM 7: CONSIDERATION TO AUTHORIZE THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE AMERICAN RED CROSS FOR THE PURPOSE OF PROVIDING SWIM LESSIUNS AT THE OWASSO POOL. Mr. Ray presented this agreement to Council, he recommended approval that would provide swim lession at a cost of $15.00 per student, with the stipulation that the City would be paid $1.50 per student as rental reimbursement for the use of the facility. A motion was made by P. Marlar, seconded by S. Lamb, to authorize the Mayor to enter into an agreement as presented and recommended. AYE: Marlar, Lamb, Phillips, Thompson NAY: None MOTION: Carried 4-0 I~ [] UWASSO CITY COUNCIL PAGE THREE MARCH 15, 1988 I1~EM 8: CONSIDERATION TO APPRUVE THE SALE OF CERTAIN SURPLUS MATERIAL AND EQUIPMENT AT THE AUCTION SCHEDULED FOR APRIL 9, 1988. Mr. Ray reviewed the list of items with the Council. He recommended approval with the exception of Item 7, a AMT Saw and Attachments. A motion was made by J. Phillips, seconded by S. Lamb, to approve the sale of cer- tain surplus material and equipment removing the saw and attachments as requested. <see attached "Exhibit A" for list of approved materials and equipment. jb) AYE: Phillips, Lamb, Marlar, Thompson NAY: None MOTION: Carried 4-0 ]TEM 9: CONSIDERA~~ION TO APPROVE ORDINANCE N0. 381. AN ORDINANCE RELATING TO THE SALE OF CITY SURPLUS MATERTAL ANU EQUIPMENT AND GENERALLY ALLOWING FOR 5UCH SALE TO BE CONDUCTED AT A LOCATION OTHER THAN "CITY HALL". A motion was made by P. Marlar, seconded by J. Phillips, to approve Ordinance No. 381 as written. AYE: Marlar, Phil lips, Lamb, i~hompson NAY: None MO~IUN: Carried 4-0 ITEM 10: CONSIDERATION TO DECLARE AN EMERGENCY AND ENACTING AN EMERGENCY CLAUSE ~I~O BE ATTACHED TO ORDINANCE N0. 381. Mr. Ray stated this needs to be enacted so the auction can be held April 9, 1988. A motion was made by J. Phillips, seconded by S. Lamb, to declare an emergency and enact an emergency clause for Ordinance No. 381. AYE: Phillips, Lamb, Marlar, Thompson NAY: None MOTION: Carried 4-0 ~WASSO CITY COUNCIL PAGE FOUR MARCH 15, 1988 I~ftM 11: CONSIDERATION TO AUTHORIZE THE CITY MANAGER TO EMPLOY THE SERVICES OF MR. ROB GORMAN AS THE CITY'S REPRESENTATIVE (AUCTIONEER) FOR THE PURPOSE OF CONDUCTING A PUBLIC AUCTION OF 5URPLU5 MATERIAL AND EQUIPMENT. Mr. Ray reviewed this item with Council stating the research and consideration given to recommending Mr. Gorman of Bob Gorman Acutioneering in Warner, Oklahoma. He gave the duties that will be preformed by Mr. Gorman and his staff. The fee will be 15z of the final auction amount. A motion was made by J. Phillips, seconded by P. Marlar, to employ Mr. Gorman and approve the fee of 15~ of final amount. AYE: Phillips, Marlar, Lamb, Thompson NAY: None MOTION: Carried 4-0 ITEM 12: CONSIDERATION TO APPROVE ORDINANCE N0. 382. AN ORDINANCE RELATING TO THE HOURS OF OPERATION ALLOWED FOR "BILLIARD ROOMS AND POOL HALLS". Mr. Ray stated that at the last Council meeting a request was made for an extension of operating hours. Staff has reviewed the requested and made their recommendations in the form of this Ordinance. A motion was made by S. Lamb, seconded by P. Marlar, to approve Ordinance No. 382. AYE: Lamb, Marlar, Phillips, Thompson NAY: None MOTION: Carried 4-0 ITEM 13: CONSIDERATION TO APPROVE RE-APPOINTMENT OF MR. MELVIN CONDER AND MRS. PHYLLIS SOKOLUSKY AND APPOINT MR. TIM TAYLOR 70 THE COMMUNITY CENTER ADVISORY BOARD. THESE TERMS EXPIRE MARCH 31, 1991. A motion was made by P. Marlar, seconded by J. Phillips, to approve the re- appointment and the new appointment as recommended. WAL~fER THIESSEN AND MRS. VIRGIE JENKINS AND APPOINT MRS. LORENE EVANS AND MRS. DOROTHY LOCKWUOD TO 1HE COUNCIL ON AGING ADVISORY BOARD. THESE TERMS EXIRE MARCH 31, 1991. A motion was made by P. Marlar, seconded by S. Lamb, to approve the re-appointments and new appointments as recommended. AYE: Marlar, Lamb, Phillips, Thompson NAY: None MOTION: Carried 4-U ITEM 15: CONSIDERATION TO APPROVE A REQUEST BY MR. AND MRS. WAYNE VINCENT TO DONATE A C.B. RADIO "BASE STATION" TO THE POLICE DEPARTMENT. Mr. Ray stated he has reviewed this item with staff and his recommendation to Council is to deny this request based on the liability involved on the part of the City in monitoring the radio. He continued by stating the City's primary response is to emergency radio frequencies operated by public safety departments. After discussion, a motion was made by S. Lamb, seconded by P. Marlar, to deny the donation request of Mr. and Mrs. Vincent. AYE: Lamb, Marlar, Phillips, Thompson NAY: None MOTION: Carried 4-0 ITEM 16: CONSIDERATION TO APPROVE A REQUEST OF THE CITY MANAGER TO AUTHORIZE THE tXPENDITURE OF $6,000.00 FOR THE PURPOSE OF CONSTRUCTING RESTROOM FACILIT- IES AT ELM CREEK PARK. <FUND5 FOR THIS PROJECT WERE DERIVIED FROM A GRANT FROM THE OKLAHOMA DEPARTMENT OF COMMERCE) Mr. presented this item to Council stating the City was recently awarded a grant for the purpose of constructing restroom facilities in Elm Creek Park. He recommended approval of a $6,000.00 force account to be paid from a special revenue fund created by the state grant. OWASSO CITY COUNCIL PAGE FIVE MARCH 15, 1988 A motion was made by P. AYE: Marlar, Lamb, Phillips, Thompson NAY: None MDTIDN: Carried 4-0 ]TEM 17: CONSIDERATION TO APPROVE A REQUEST FROM PUBLIC SERVICE COMPANY OF OKLAHOMA FOR A UTILITY EASEMENT FOR THE PURPOSE OF PROVIDING SERVICE TU THE NEW WASTEWATER TREATMENT PLANT. A motion was made by S. Lamb, seconded by P. Marlar, to approve the request. AYE: Lamb, Marlar, Phillips, Thompson NAY: None MOTION: Carried 4-0 1TEM I8: CONSIDERATION TO APPROVE THE CONTRACT AMENDMENT BETWEEN THE INTERNATIONAL ASSOCIATION OF FIKE FIGHTERS (I.A.F.F.) AND THE CITY OF OWASSO IN REGARDS TO CHANGE IN WORK PERIODS. Mr. Ray stated he has asked the Union to allow the administration to change their work period from 21 days to 14 days to facilitate the payroll reporting process. This will bring the firefighters into the same work period as the remainder of the City. The Fair Labor Standards Act requires an amendment to the contract document before this can be implemented. A motion was made by P. Marlar, seconded by S. Lamb, to approve the contract amend- ment between the I.A.F.F. and the City. AYE: Marlar, Lamb, Phillips, Thompson NAY: None MOTION: Carried 4-0 ITEM 19: kEPURT FROM CITY MANAGER. A written report was given to Councilmembers. UWAS50 CITY COUNCIL PAGE SIX MARCH 15, 1988 ITEM 20: REPORT FROM CITY ATTORNEY. Mr. Cates gave an update report on the telephone exchange matter with regards to the 272 and 371 exchanges. ITEM 21: UNFINISHED BU5INtSS FROM PREVIOUS MEETING. None ITEM 22: NEW BUSINESS. (:ouncilman John Phillips formally resigned from City Council representing Ward 1. He stated he felt this was in the best interest of the City so Mr. Taylor can get involved on some very important issues immediately. He continued by stating it had been a distinct pleasure serving on the council and working with the City Manager and staff. ITEM 23: CONSIDERATION TO APPROVE APPOINTMENT OF V. MIKE TAYLOR TO REPLACE JOHN P. PHILLIPS AS COUNCILMAN OF WARD 1. A motion was made by P. Marlar, seconded by S. Lamb, to approve the appointment of Mr. Naylor to replace Mr. Phillips as Ward 1 Councilman. AYE: Marlar, Lamb, Thompson NAY: None MOTION: Carried 3-0 1~fEM 24: OATH OF OFFICE ADMINISTERED TO V. MIKE TAYLOR BY MR. RON CATES, THE CITY ATTORNEY. Mr. Cates adminsitered the oath of office to Mr. Taylor and he was seated. With there being no further business to be brought before the Council, Vice- Mayor Thompson asked for a motion to adjourn. A motion was made by S. Lamb, seconded by M. Taylor, to adjourn.
