Tuesday, April 12, 1988 the Owasso City Council met in a Special Session, called by a vote of the Council, in the Council CY:ambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, April 8, 1988. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Mayor Stockler presiding. ITEM 2: RCLL CALL. PRESENT: Von E. Stockler, Mayor Mark Thompson, Vice-Mayor V. Mike Taylor, Councilman Patricia Marlar, Councilwoman Stacy Lamb, Councilman Rodney J. Ray, City Manager Ronald D. Cates, City Attorney Jane Buchanan, City Clerk j~ ABSENT: None ITEM 4: DISCUSSION OF REPORT RECEIVED FROM CAPITAL IMPROVEMENTS COMMITTEE RELATING TO "LONG TERM" CAPITAL IMPROVEMENTS AND ACTION ON SAME. Mr. Ray gave a brief summary of the items listed, as were presented and discussed at the previous meeting. After discussion by Council and input from attending citizens, a motion was made by Mark Thompson, seconded by V. Stockler, to direct the Capital Improvements Com- mittee to continue to have meetings and present to the Council a more detailed list of projects with more inform- ation at the July 5, 1988 Council meeting, he also amended the motion to including tabling Item 5 and Item 6 until the July 5th meeting. AYE: Thompson, Stockler, Lamb, Taylor, Marlar NAY: None MOTION: Carried 5-0 OWASSO CITY COUNCIL PAGE TWO APRIL 12, 1988 Note: For the record, Item 5 and Item 6 are included in these minutes as follows: ITEM 5: CONSIDERATION TO ADOPT AN ORDINANCE AMENDING THE CITY OF OWASSO SPECIAL SALES TAX ORDINANCE OF 1983. ITEM 6: CCNSIDERATION TO ADOPT A RESOLUTION AUTHORIZING ThE CALLING AND HOLDING OF AN ELECTION TO BE HELD UPON THE QUESTION OF EXTENDING THE SPECIAL CITY 1~ SALES TAX. ITEM 3: REPORT FROM CITY ATTORNEY ON BAKER VS. CITY OF OWASSO AND REQUEST FOR COUNCIL DIRECTION ON SAME. Mr. Cates gave the Council a brief report on the circumstances surrounding this case. He stated by Court Order we secured a piece of equipment and stored it. There are two parties claiming ownership and prevailing on the City to release the equipment to them. Mr. Cates recommended to Council that he be directed to prevail upon the District Court asking for direction from the courts as to were the equip- ment (backhoe) can delievered; requesting for a storage lien be placed on the equipment; and requesting the City be removed from the lawsuit. A motion was made by M. Thompson, seconded by S. Lamb, giving Mr. Cates authority to proceed as he requested. AYE: Thompson, Lamb, Marlar, Taylor, Stockler NAY: None MOTION: Carried 5-0 ITEM 7: ADJOURN. A motion was made by M. Thompson, seconded by M. Taylor to adjourn .
