Un Tuesday, April 19, 1988 the Owasso City Council met in a regular session in the
Council Chambers at the Community L'enter per the Notice of Public Hearing and Agenda
posted on the City Hall bulletin board at 4:00 p.m. on Friday, April 15, 1988.
IIEM 1: CALL TO ORDER.
The meeting was called to order at 7:21 p.m. with Mayor Stockier presiding.
ITEM Z: FLAG SALUTE.
The flag salute was led by Mayor Stockier.
I1~EM 3: ROLL CALL.
PRESENT: Von E. Stockier, Mayor
Mark Thompson, Vice-Mayor

ITEM 4: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF THE REGULAR MEETING ON
APRIL 5, 1988 AND THE SPECIAL MEETINGS ON APRIL 4 AND APRIL 12, 1988.
A motion was made by M. Thompson, seconded by P. Marlar, to approve the minutes
of April 4th, 5th and 12th, 1988, as written, by reference made a part hereof.
AYE: Thompson, Marlar, Lamb, Taylor, Stockier
NAY: None

I"fEM 5: CONSIDERATION AND VOTE TO APPF20VE THE WARRANTS.
A motion was made by M. Thompson, seconded by P. Marlar, to approve the warrants
as follows: (1) General Fund ~i23,623.46 and (2) Payroll $49,648.66.
AYE: Thompson, Marlar, Lamb, Taylor, Stockier
NAY: None
MOTION: Carried 5-0
JTEM 6: CONSIDERATION TO AUTHORIZE THE MAYOR TO EXECUTE THE ADDENDUM TU THE
AGREEMENT BETWEEN THE CITY OF OWA5S0 AND THE DEPARTMENT OF HUMAN
SERVICES IN REGARDS TO PROVIDING MEDICAL SERVICES.
A motion was made by P. Marlar, seconded by M. Thompson, to authorize the Mayor
to execute addendum as requested.
AYE: Marlar, Thompson, Taylor, Lamb, Stockier
NAY: None
MOTION: Carried 5-0
ITEM 7: CONSIDERATION TO APPROVE A REQUEST TO ADVERTISE FOR BIDS FOR THE PURCHASE
OF BULK GASOLINE AND DIESEL FOR THE FISCAL YEAR 1988/89.
A motion was made by P. Marlar, seconded by S. Lamb, to approve the request to
solicit for bids on bulk purchase of gasoline.

ITEM 8: REPORT C•0 COUNCIL RELATING YO ESTABLISHING A PROGRAM OF INDIVIDUAL PATROL
CAR ASSIGNMENTS WITHIN THE OWASSO POLICE DEPARTMENT.
Police Chief Erick Baker presented this fleet program to the L'ouncil outlining the
concept of "one man-one car" and the efficiency of such a program when in place.
Mr. Ray concurred with the concept. Disccusion and questions were recieved from
Council.
1-fEM 9: REPORT TO COUNCIL ON THE CITY AUCTION.
Mr. Ray stated total revenue was $6,838.90 with expenses being $1,672.61. Net
revenue to Owasso was $5,166.29. He stated he was pleased with the results.
ITEM 10: REPORT TO COUNCIL RELATING TO AVAILABLITY OF PROPERTY IN EL RIO VISTA
AREA FOR USE AS A CITY NEIGHBORHOOD PARK.
Mr. Ray gave a brief review of the availability of property in this subdivision
stating the number of vacant lots, lot price, etc. He stated several topics need
to be addressed prior to a final decision by Council.
After discussion by Council, Mr. Ray was directed to compile additional review
material for the next meeting.
ITEM 11: REPORT TO COUNCIL RELATING TO LITTLE LEAGUE BASEBALL AND ADULT SOFTBALL
PROGRAMS.
Mr. Ray presented the scheduling procedures that have been implemented with regards
to the two ball fields at Rayola Park stating he has visited with all interested
groups and feels comfortable that the accomodations will be adequate.
II~EM 12: REPORT TO COUNCIL RELATING TO THE TULSA CITY/COUNTY REGIONAL HEALTH
CENTER PLAN.
Mr. Ray presented a brief update on the status of the plan of action in regards
to the Health Center building located directly south of the Community Center.

ITEM 13: PRESENTATION TO COUNCIL FROM COUNTY COMMISSIONER LEWIS HARRIS REGARDING
ROAD MAINTENANCE PROGRAM (OVERLAY).
Mr. Ray stated Mr. Harris was unable to attend the meeting and asked for this item
to be tabled until a later date.
ITEM 14: REPORT FROM CITY MANAGER.
A written report was given to Councilmembers.
ITEM 15: REPORT FROM CITY ATTORNEY.
None
JTEM 16: UNFINISHED BUSINESS FROM PREVIOUS MEETING.
None
ITEM 17: NEW BUSINESS.
None
ITEM 18: CONSIDERATION TO APPROVE REQUEST FOR AN EXECUTIVE SESSION FOR THE PURPOSE
OF DISCUSSING ONGOING LABOR NEGOTIATIONS BETWEEN THE CITY OF OWASSO AND
THE MEMBERS OF THE FRATERNAL ORDER OF POLICE (F.O.P.) AND THE INTERNAT-
IONAL ASSOCIATION OF FIRE FIGHTERS (I.A.F.F.).
A motion was made by P. Marlar, seconded by S. Lamb, to approve the request made by
Mr. Ray for an Executive Session.

9:40 p.m.
ITEM 19: ADJOURN.
With there being no further business to be brought before the Council, the Mayor
made a motion to adjourn. Motion Was seconded by M. I~hompson.
