WHEREAS, the City of Owasso, Oklahoma (herein called "City") exists for the use and
benefit of its citizens; and
WHEREAS, the City has determined that, due to its population, it is not presently
economically feasible for it to develop its own taxable single family mortgage revenue bond
program ("the program") and that it needs to participate with a city of sufficient population to
sponsor such a program; and
WHEREAS, the City has determined it has a need for said mortgage loan funds for its
citizens; and,
WHEREAS, certain other cities within the State of Oklahoma desire to make such
mortgage loans available to other cities in which there is a need and demand for such loans; and,
WHEREAS, the City desires to assist other cities within the State of Oklahoma, and to
make any such mortgage loan funds in the City of Owasso available to such other cities in which
there is a need and demand for such loans.
