On Thursday, August 18, 1988 the Owasso City Council met in a
special session in the Council Chambers at the Community Center
per the Notice of Public Meeting and Agenda posted on the City
Hall bulletin board at 4:00 p.m. on Tuesday, August 16, 1988.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Mayor Lamb
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Lamb.
ITEM 3: ROLL CALL.
PRESENT: Stacy P. Lamb, Mayor
Patricia Marlar, Vice Mayor
Mark Thompson, Councilman (arrived at 7:05 p.m.)
John P. Phillips, Councilman
Rodney J. Ray, City Manager
Ronald D. Cates, City Attorney
Jane Buchanan, City Clerk
ABSENT: Von E. Stockler, Councilman
A quorum was declared present.
ITEM 4: REQUEST TO APPROVE THE WARRANTS.
A motion was made by P. Marlar, seconded by J. Phillips, to
approve the warrants as follows: General Fund $1,428.99.
AYE: Marlar, Phillips, Lamb
NAY: None

ITEM 5: MAYOR APPOINTMENT AND REQUEST FOR COUNCIL CONFIRMATION
TO THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY OF ONE
FOUR-YEAR TERM. MAYOR APPOINTMENT IS MR. BILL
RETHERFORD. THIS TERM EXPIRES JUNE 30, 1992.
Mayor Lamb stated Mr. Retherford, owner of the Retherford
Publications has accepted this nomination and he asked for
Council confirmation of this appointment. He will be replacing
Mr. Lynn Freeman on the Authority.
A motion was made by J. Phillips, seconded by M. Thompson, to
confirm the Mayors appointment of Mr. Bill Retherford.
AYE: Phillips, Thompson, Marlar, Lamb
NAY: None
MOTION: Carried 4-0
ITEM 6: CONSIDERATION AND ACTION ON ORDINANCE N0. 395. AN
ORDINANCE WHICH EXTENDS THE TERMINATION DATE AND
BROADENS THE PURPOSE OF THE ONE PERCENT (ly) SALES TAX
ENACTED BY ORDINANCE N0. 326, AS AMENDED.
Mr. Ray presented Mr. Rick Smith of the Leo Oppenheim Co and Mr.
Terry Hawkins of Bond Counsel, and they gave an overview of the
ordinance and resolution as prepared.
After discussion, Mr. Cates read the Ordinance aloud as required,
A motion was made by P. Marlar, seconded by J. Phillips, to
approve Ordinance No. 395 as read,

NAY: None
MOTION: Carried 4-0
ITEM 7: CONSIDERATION AND ACTION ON RESOLUTION N0. 88-12, A RE-
SOLUTION CALLING AN ELECTION AND AUTHORIZING THE HOLDING
OF AN ELECTION IN THE CITY OF OWASSO, OKLAHOMA, ON OCT-
OBER 4, 1988, FOR THE PURPOSE OF OBTAINING APPROVAL BY
THE QUALIFIED VOTERS OF THE CITY OF OWASSO, OKLAHOMA OF
ORDINANCE N0. 395 AS WELL AS APPROVAL BY THE QUALIFIED

VOTERS OF THE CITY OF OWASSO, OKLAHOMA OF THE ISSUANCE
OF REVENUE BONDS BY THE OWASSO PUBLIC WORKS AUTHORITY.
A motion was made by J. Phillips, seconded by M. Thompson, to
approve Resolution No. 88-12 as prepared.
AYE: Phillips, Thompson, Marlar, Lamb
NAY: None
MOTION: Carried 4-0
ITEM 8: ADJOURN.
With there being no further business to be brought before the
Council, Mayor Lamb asked for a motion to adjourn.
A motion was made by P. Marlar, seconded by J. Phillips, to
adjourn.

NAY: None
MOTION: Carried 4-0
Meeting was adjourned at 7:50 p.m.
