OWASSO CITY COUNCIL PAGE ONE OCTOBER 4, 1988
On Tuesday, October 4, 1988 the Owasso City Council met in a
regular session in the Council Chambers at the Community Center per
the Notice of Public Hearing and Agenda posted on the City Hall
bulletin board at 4:00 p.m. on Friday, September 30, 1988.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:03 p.m. with Mayor Lamb
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Lamb.
ITEM 3: ROLL CALL.
PRESENT: Stacy P. Lamb, Mayor
Patricia Marlar, Vice Mayor

Rodney J. Ray, City Manager

ABSENT: None
A quorum was declared present.
ITEM 4: REQUEST FOR APPROVAL OF THE MINUTES OF SEPTEMBER 20
1988.
A motion was made by P. Marlar, seconded by M. Thompson, to approve
the minutes, as written, by reference made a part hereto.
AYE: Marlar, Thompson, Stockler, Phillips, Lamb
NAY: None
MOTION: Carried 5-0
ITEM 5: REQUEST FOR APPROVAL OF THE WARRANTS.
A motion was made by J. Phillips, seconded by V. Stockler, to
approve the warrants as follows: (1) General Fund $44,826.82 (2)
~. Wastewater Treatment Plant Construction $86,219.48 (,3) Capital
Improvements $26,378.04 (4) Revenue Sharing $2,268.00 and (5)
Payroll $56,670.78.

MOTION: Carried 5-0
ITEM 6: PUBLIC HEARING TO DETERMINE AS TO WHETHER THE PREMISES
LOCATED AT 9326 EAST 113TH STREET NORTH i_ OWASSO, OKLAHOMA
ARE DETRIMENTAL TO THE HEALTH . BENEFIT AND WELFARE OF THE
PUBLIC DUE TO EXCESSIVE GROWTH AND ACCUMULATION OF WEEDS,
GRASS AND DEBRIS. REQUEST BY THE STAFF FOR COUNC_I_L
ACTION IS IN THE FORM OF ABATEMENT.
Mr. Ray presented this item to Council showing pictures of the
property and stating all the necessary notices have been given.
A motion was made by M. Thompson, seconded by J. Phillips, to abate
the property as requested.
AYE: Thompson, Phillips, Marlar, Stockler, Lamb
NAY: None
MOTION: Carried 5-0
ITEM 7: REQUEST FOR COUNCIL ACCEPTANCE OF ALL UTILITY
IMPROVEMENTS IN ELM CREEK ESTATES, BLOCKS 32 AND 33, A
SUBDIVISION IN THE CITY OF OWASSO. TULSA COUNTY. STATE
OF OKLAHOMA.
Mr. Richard Hall, City Planner, reviewed this item with Council
stating all inspections and tests have been made. He recommended
acceptance of the improvements.
A motion was made by J. Phillips, seconded by M. Thompson, to
accept all utility improvements in Elm Creek Estates, Block 32 and
33 as requested.

MOTION: Carried 5-0
ITEM 8: REPORT TO THE COUNCIL RELATING TO A REQUEST FOR EXTENDING
CITY AUTHORITY TO REQUIRE CERTAIN PLACEMENTS OF "NO
PARKING ZONES" ON PRIVATE PROPERTY.
Mr. Ray stated a meeting of city staff personnel and a citizen
requesting this extended authority has been held. Additional
meeting are required. He stated a final report would be given at
the first meeting in November.

ITEM 9: COUNCIL ACKNOWLEDGEMENT OF THE RECEIPT OF PERMIT NO. SL-
88-136 FROM THE OKLAHOMA DEPARTMENT OF HEALTH FOR THE
CONSTRUCTION OF APPROXIMATELY 6.661 LINEAR FEET_OF EIGHT
(8) INCH GRAVITY SEWER LINES AND APPURTENANCES TO SERVE
COPPER MEADOWS, CITY OF OWASSO, TULSA COUNTY. OKLAHOMA.
Mayor Lamb read and acknowledged the receipt of Permit No. SL-88-
136 as part of Council's permanent record of business.
ITEM 10: REQUEST FOR COUNCIL ACTION ON THE SELECTION OF A
GEOTECHNICAL CONTRACTOR FOR THE 86TH STREET NORTH
ENGINEERING PROJECT.
Mr. Carthal Cobb, Vice President of FHC, Inc. presented this item
to Council reviewing the three proposals that have been received
from geotechnical testing companies to perform the subject soil
investigation. He recommended Remy Testing of Owasso with a pro-
posal of $9,000.00.
After discussion, a motion was made by M. Thompson, seconded by J.
Phillips, to employ Remy Testing at a price not to exceed
$9,000.00.

NAY: None
MOTION: Carried 5-0
ITEM 11: REPORT FROM CITY MANAGER.
Mr. Ray stated he has nothing to add to his written report.
ITEM 12: REPORT FROM CITY ATTORNEY.
No report.
ITEM 13: UNFINISHED BUSINESS FROM PREVIOUS MEETING.
None
ITEM 14: NEW BUSINESS.
Mayor Lamb introduced a Cub Scout troop from Mills Elementary
School attending the meeting.
A citizen addressed Council voicing "Vote Yes" sign violations and
~~ the rude manner in which a member of Council spoke to him on the
telephone.

ITEM 15: ADJOURN.
With there being no further business to be brought before the
Council, J. Phillips made a motion to adjourn, seconded by P.
Marlar.

NAY: None
MOTION: Carried 5-0
Meeting was adjourned at 7:25 p.m.
