HomeMy WebLinkAbout1988.10.18_City Council Minutes27~ OWASSO CITY COUNCIL PAGE ONE OCTOBER 18, 1988 On Tuesday, October 18, 1988 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 14, 1988. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Mayor Lamb presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Mayor Lamb. ITEM 3: ROLL CALL. PRESENT: Stacy P. Lamb, Mayor Patricia Marlar, Vice Mayor Von E. Stockler, Councilman John P. Phillips, Councilman Rodney J. Ray, City Manager Ronald D. Cates, City Attorney Jane Buchanan, City Clerk ABSENT: Mark Thompson, Councilman A quorum was declared present. ITEM 4: REQUEST FOR APPROVAL OF THE MINUTES OF OCTOBER 4, 1988. A motion was made by P. Marlar, seconded by V. Stockler, to approve the minutes, as written, by reference made a part hereto. AYE: Marlar, Stockler, Phillips, Lamb NAY : None MOTION: Carried 4-0 ITEM 5: REQUEST FOR APPROVAL OF THE WARRANTS. A motion was made by P. Marlar, seconded by V. Stockler, to approve the warrants as follows: i.l) General Fund $16,169.78 (21 Ambulance Service Fund $163.69 and (3) Payroll $56,517.45. AYE: Marlar, Stockler, Phillips, Lamb NAY: None MOTION: Carried =~-0 L+ 6 G 7 OWASSO CITY COUNCIL PAGE TWO OCTOBER 18, 1988 ITEM 6: REQUEST FOR COUNCIL ADOPTION OF ORDINANCE NO. 391 AMENDED AN ORDINANCE AMENDING PART 17. SECTION 17-110 OF THE "OWASSO CODE OF ORDINANCES" . PROVIDING FOR A SEWER RATE FORMULA, RATE REVIEW REQUIREMENTS AND FINANCIAL MANAGEMENT. Mr. Ray presented this item to Council stating this amendment request is a "housekeeping" item to bring our ordinance into compliance with EPA requirements. He asked for adoption of the Ordinance. A motion was made by V. Stockler, seconded by J. Phillips, to adopt Ordinance No. 391 Amended. AYE: Stockler, Phillips, Marlar, Lamb NAY: None MOTION: Carried 4-0 ITEM 7: REQUEST FOR COUNCIL ADOPTION OF AN EMERGENCY CLAUSE TO BE ATTACHED TO ORDINANCE NO. 391 AMENDED. A motion was made by J. Phillips, seconded by V. Stockler, to adopt the emergency clause on Ordinance No. 391 Amended. AYE: Phillips, Stockler, Marlar, Lamb NAY: None MOTION: Carried 4-0 ITEM 8: REQUEST TO ADVERTISE FOR BIDS FOR THE PURPOSE OF SUPPLYING AND INSTALLING A NEW COMMUNICATIONS SYSTEM FOR THE CITY OF OWASSO FIRE DEPARTMENT. Mr. Ray stated this request is part of the 1988 Capital Improve- ments Bond Election and it is now ready for bid. He further stated all scheduled timetables depend directly upon timely sale of bonds by the OPWA and determination of whether the bids are within the authorized funded limits. With this presentation, he recommended approval of this request to advertise for bids on a new system. A motion was made by P. Marlar, seconded by V. Stockler, to approve the request to advertise for bids as requested. AYE: Marlar, Stockler, Phillips, Lamb NAY: None MOTION: Carried 4-0 x'73 OWASSO CITY COUNCIL PAGE THREE OCTOBER 18, 1988 ITEM 9: REQUEST FOR COUNCIL APPOINTMENT OF A DEPUTY CITY CLERK. Mrs. Buchanan presented this item to Council stating Ms. Jan Worley was appointed Deputy in March of 1987 and she has since been transferred to the recreation center at Rayola Park. With her office no longer located in City Hall a replacement is requested. She continued by recommending Ms. Marcia Boutwell, secretary of the Community Development Department, as Ms. Worley's replacement and requested she be added to all signature cards at banking institutions. Mr. Ray stated he concurred with this recommendation. After discussion, a motion was made by P. Marlar, seconded by J. Phillips, to appoint Ms. Boutwell as Deputy City Clerk. AYE: Marlar, Phillips, Stockler, Lamb NAY: None MOTION: Carried 4-0 ITEM 10: PUBLIC HEARING TO DETERMINE AS TO WHETHER THE PREMISES LOCATED AT 11327 NORTH 94TH EAST AVE., OWASSO, OKLAHOMA ARE DETRIMENTAL TO THE HEALTH , BENEFIT AND WELFARE OF THE PUBLIC DUE TO EXCESSIVE GROWTH AND ACCUMULATION OF WEEDS, GRASS AND DEBRIS. REQUEST BY THE STAFF FOR COUNCIL ACTION IS IN THE FORM OF ABATEMENT. Mr. Ray reviewed this item with Council showing pictures of the property and stating all required notices have been given. A motion was made by J. Phillips, seconded by V. Stockler, to abate the above mentioned property as requested. AYE: Phillips, Stockler, Marlar, Lamb NAY: None MOTION: Carried 4-0 ITEM 11: REMOVED FROM THE AGENDA. ITEM 12: REPORT TO THE COUNCIL REGARDING A REQUESTED ORDINANCE REGULATING "NO PARKING ZONES" LOCATED ON PRIVATE PROPERTY. Mr. Ray presented this item to Council giving the three meeting dates and personnel involved in the research into this request. After all areas were addressed, it was the committees recommendation, since there are no state laws addressing this situation, that an education process begin to assist private 274 J OWASSO CITY COUNCIL PAGE FOUR OCTOBER 18, 1988 property owners in acquiring a better understanding of the parking problems of handicapped citizens. After discussion, Council concurred with Mr. Ray's report. ITEM 18: ADDENDUM TO AGENDA...REQUEST TO ADOPT AN ACKNOWLEDGEMENT OF AMENDMENT OF THE "REGIONAL METROPOLITAN UTILITY AUTHORITY" TRUST DECLARATION AND AUTHORIZE THE MAYOR TO EnECUTE SUCH ACKNOWLEDGEMENT. A motion was made by V. Stockler, seconded by P. Marlar, to adopt the acknowledgment of amendment of the above mentioned Authority and authorize the Mayor to execute such. AYE: Stockler, Marlar, Phillips, Lamb NAY: None MOTION: Carried 4-0 ITEM 13: REPORT FROM CITY MANAGER. A written report was given to Coucil. ITEM 14: REPORT FROM CITY ATTORNEY. No report. ITEM 15: UNFINISHED BUSINESS FROM PREVIOUS MEETING. None ITEM 16: NEW BUSINESS. None ITEM 17: ADJOURN. With there being no further business to be brought before the Council, Mayor Lamb asked for a motion to adjourn. A motion was made by P. Marlar, seconded by V. Stockler, to adjourn.
