OWASSO CITY COUNCIL PAGE ONE NOVEMBER 22, 1988
On Tuesday, November 22, 1988 the Owasso City Council met in a Special
Session, called by Mayor Lamb, in the Council Chambers at the Community Center
per the Notice of Public Hearing and Agenda posted on the City Hall bulletin
board at 4:00 p.m. on Friday, November 18, 1988.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Mayor Lamb presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Lamb.
ITEM 3: ROLL CALL.
PRESENT: Stacy P. Lamb, Mayor
Mark Thompson, Councilman
John P. Phillips, Councilman
Rodney J. Ray, City Manager

Marcia Boutwell, Deputy City Clerk
ABSENT: Patricia Marlar, Vice Mayor

A quorum was declared present.
ITEM 4: REQUEST FOR COUNCIL CONFIRMATION OF MAYOR'S APPOINTMENT OF MEMBERS
TO A "LIBRARY SITE SELECTION ADVISORY COMMITTEE".
Mayor Lamb recommended the creation of a group of Owasso citizens that would
direct their efforts toward developing recommendations to the City-County
Library Selection Committee in their study of potential library sites.
This group's purpose will be one of providing the researchers and decision
makers with a local perspective and local information that will be needed for
their recommendations and final decision.
Mayor Lamb asked for Council confirmation of the appointment of the following
citizens:
* Marilyn Hinkle, Chairman; D. M. Sokolosky; Fran Ambrus; Marcia Clifton,
Rick Mahar; and Buddy McCarty.

A motion was made by J. Phillips, seconded by M. Thompson, to confirm the
Mayor's appointments as requested.

ITEM 5: REQUEST FOR COUNCIL CONFIRMATION OF MAYOR'S APPOINTMENTS TO "SALES
TAX WATCHDOG COMMITTEE" AS REQUIRED BY THE 1988 SALES TAX
EXTENSION.
Mayor Lamb recommended the following citizens be appointed to the Watchdog
Committee: (1) News Media - Peggy Robinson, (2} Economic Development - Tom
Kimball, (3} Retail Business - Ron Mabe and Harold Merrill, (4) Education -
Dan Siemens and Steve Holleman, (5) Recreation - Mike Nance, (6) Financial -
Rick Mahar, (7} Builder - Pat Woods, (8} Senior Citizens - John Leach and John
Groth, (9) Citizens at Large - John Price, Michael Philippi and Michael
Watson.
A motion was made by M. Thompson, seconded by J. Phillips, to confirm the
Mayor's appointments of the above fourteen citizens as requested.

MOTION: Carried 3-0
ITEM 6: PUBLIC HEARING• REQUEST FOR CITIZEN COMMENT RELATING TO PROPOSED
PLANS AND SPECIFICATIONS PREPARED BY FHC. INC. FOR THE IMPROVEMENT
OF 86TH STREET NORTH.
Mr. Carthal Cobb with FHC, Inc. was present and answered questions and
addressed concerns of the general public in attendance.
ITEM 7: REQUEST FOR COUNCIL ACCEPTANCE OF 86TH STREET ENGINEERING DESIGN
AND AUTHORIZATION FOR THE SOLICITATION OF BIDS FOR CONSTRUCTION OF
THAT PROJECT.
After discussion by Council, a motion was made by M. Thompson, seconded by J.
Phillips, to accept the 86th Street Engineering Design as prepared with the
following exception: provide for a left turn lane off of Dogwood onto 86th
Street going south.

ITEM 8: REQUEST FOR COUNCIL AUTHORIZATION FOR THE MAYOR TO ENTER INTO A
PROFESSIONAL SERVICES AGREEMENT FOR THE PURPOSE OF PROVIDING BID
DOCUMENTS CONSTRUCTION ADMINISTRATION AND RESIDENT INSPECTION
FOR THE CONSTRUCTION OF IMPROVEMENTS TO 86TH STREET NORTH.
Mr. Ray presented this item to Council stating he is requesting Council
authorization for the Mayor to enter into two professional service agreements
with FHC, Inc. for the purpose of securing their services in the following two
areas: (1) Bidding and Contracting at $5,000.00. and (2} Construction
Administration and Field Engineering at $58,175.00.
After discussion by Council, a motion was made by J. Phillips, seconded by m.
Thompson, to authorize the Mayor to enter into agreements with FHC, Inc. as
requested by Mr. Ray.

MOTION: Carried 3-0

Lamb asked for a motion to adjourn.
