On Tuesday, May 5, 1987 the Owasso City Council met in a regular
14-4 session in the Council Chambers at the Community Center per the
Notice of Public Meeting and Agenda posted on the City Hall bulletin
board at 4:00 p.m. on Friday, May 1, 1987.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Mayor Wood
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Wood.
ITEM 3: SWEARING IN OF COUNCILMEMBERS: STACY LAMB OF WARD 3;
PATRICIA MARLAR OF WARD 4 AND MARK THOMPSON OF WARD 5.
City Attorney, Mr. Ron Cates, administered the Oath of Office to
the above mentioned Councilmembers.
ITEM 4: ROLL CALL.
PRESENT: Kenneth M. Wood, Mayor
Von E. Stockler, Councilman
Stacy Lamb, Councilman
Patricia Marlar, Councilwomen
Mark Thompson, Councilman
Rodney Ray, City Manager
Ronald D. Cates, City Attorney
Jane Buchanan, City Clerk
ABSENT: None
ITEM 5: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF APRIL 21,
1987 AND THE MINUTES OF THE SPECIAL MEETING OF APRIL 30, 1987.
A motion was made by M. Thompson, seconded by V. Stockler, to approve
the minutes of April 21, 1987 and April 30, 1987 by reference made a
part hereto.
AYE: Thompson, Stockler, Marlar, Lamb, Wood
NAY: None
MOTION: Carried 5 -0
ITEM 6: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS.
A motion was made by M. Thompson, seconded by V. Stockler, to approve
jow. the corrected warrant list as submitted.
AYE: Thomppon, Stockler, Lamb, Marlar, Wood
NAY: None
MOTION: Carried 5 -0

ITEM 7: ELECTION OF MAYOR.
Mayor Wood opened the floor for nominations for the office of
Mayor.
A motion was made by P. Marlar, seconded by M. Thompson, to
nominate Von Stockler as Mayor.
There were no other nominations.
AYE: Marlar, Thompson, Stockler
NAY: Lamb, Wood
MOTION: Carried 3 -2
ITEM 8: ELECTION OF VICE - MAYOR.
Mayor Stockler opened the floor for nominations for the office of
Vice - Mayor.
A motion was made by V. Stockler, seconded by P. Marlar, to
nominate Mark Thompson as Vice - Mayor.
There were no other nominations.
AYE: Stockler, Marlar, Lamb, Thompson
NAY: Wood
MOTION: Carried 4 -1
ITEM 9: CONSIDERATION AND VOTE TO APPROVE THE RECOMMENDATION OF THE
PLANNING COMMISSION ON (OZ -75) REZONING THE RS -3 PORTION
OF THE TRACT (NORTH 165 FEET) TO OM. THE LOCATION OF THE
PROPERTY IS THE SOUTHEAST CORNER OF 14TH & MAIN.
Mr. Ray stated the applicant has asked for this item to be tabled
until the next meeting.
ITEM 10: CONSIDERATION AND VOTE TO APPROVE THE APPOINTMENT OF MR.
MICHAEL D. HILSABECK AS ALTERNATE JUDGE FOR THE OWASSO
MUNICIPAL COURT.
Mr. Ray reviewed this item with the Council stating it is his re-
commendation to the Mayor to approve this appointment as requested.
A motion was made by V. Stockler, seconded by M. Thompson, to approve
the appointment of Mr. Michael D. Hilsabeck as Alternate Judge for
the Owasso Municipal Court.

ITEM 11: REPORT FROM CITY MANAGER.
Mr. Ray stated he and the Department Heads has been working on
the 1987/1988 Budget and the document will be presented to the
Council at the May 19th meeting.
He stated effective today, he has informed all Department Heads
to cease any overtime for the remainder of this fiscal year except
in those cases where life or property are in danger.
He stated that in working on the projected revenues and expenditures
for the balace of this fiscal year, he is projecting a zero deficit
at the end this year. This is not withstanding any great emergencies
arising. HEM also stated the effect put forth by the Acting City
Manager Bob Allen during his tenue has gotten us to the point we are
now and he is planning on continuing a close check on all expenditures.
Last Friday, May 1st, he and the Department Heads did a vechile in-
spection and he will be preparing a report to Council on his findings.
He went on to report the traffic signal light maintance at 86th Street
North and Hwy. 169 will begin very shortly as Council had previously
approved.
The five civil defense sirens donated by the City of Tulsa will
be relocated starting this week.
He stated he and the staff have reviewed the Personnel Policy
Manual and he will be presenting this revised manual to the Council
at the May 19th meeting.
The financial status of the City will be published in the local
newspaper in the next issue as required by law.
Lastly, he stated the City Treasurer and himself will be bringing
to Council at the June 2nd meeting their recommendations for an
auditing firm for the 1986/1987 Audit.
ITEM 12: REPORT FROM CITY ATTORNEY.

ITEM 13: UNFINISHED BUSINESS FROM A PREVIOUS MEETING.
K. Wood gave some Proclamation requests to Mayor Stockler for
his attention and direction.
ITEM 14: NEW BUSINESS.

ITEM 15: CONSIDERATION AND VOTE ON REQUEST FOR AN EXECUTIVE
SESSION:
(a) Pending Litigation—City of Owasso v. Henry and
Daisy B. Allison.
(b) I.A.F.F. Contract.
Mr. Ray stated the City Attorney, Mr. Ron Cates, has requested
to address Council in reqard to (a) and Mr. Bob Allen, the
I.A.F.F. negotiator has requested to address Ccuncil in regard
to (b).

Meeting was recessed at 7:22 p.m. and reconvened at 8:47 p.m.
Mayor Stockler called for a motion on item 15(a).
A motion was made by M. Thompson, seconded by P. Marlar, to
direct the City Attorney to offer $2,000.00 to settle this
litigation with no tap being offered as part of the settlement.
AYE: Thompson, Marlar, Wood, Stockler
NAY: None
MOTION: Carried 4 -0
NOTE: Ccuncilman Lamb was excused from the meeting by the Mayor
at 8:47 p.m. jb
Mayor Stockler stated there will be no action taken on Item 15 (b)
at this time.
ITEM 16: VOTE TO ADJOURN.
With there being no further business to come before the Council,
Mayor Stockler asked for a motion to adjourn.
A motion was made by K. Wood, seconded by M. Thompson, to adjourn.
AYE: Wood, Thompson, Marlar, Stockler
NAY: None
MOTION: Carried 4 -0
Meeting was adjourned at 8:49 p.m.
