On Tuesday, May 26, 1987 the Owasso City Council met in a Special
Session, called by Mayor Stockler, in the Council Chambers at the
Community Center per the Notice of Public Hearing and Agenda posted
on the City Hall bulletin board at 2:00 p.m. on Thursday, May 21,
1987.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Mayor Stockler
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Stockler.
ITEM 3: ROLL CALL.
PRESENT: Von Stockler, Mayor
Mark Thompson, Vice -Mayor
Kenneth Wood, Councilman
Patricia Marlar, Councilwoman
Stacy Lamb, Councilman
Rodney Ray, City Manager
Ronald Cates, City Attorney
Jane Buchanan, City Clerk
ABSENT: None
ITEM 4: PRESENTATION OF THE REVISED POLICY MANUAL.
Mr. Ray presented this item to Council stating the only change
he would recommend at this point would be reducing the accumlated
sick days from 120 to 90. He stated there were a few typograph-
ical errors that needed to be corrected and if the Councilmembers
had no additional changes he would like this to be placed on the
June 2nd agenda for approval.
Mr. Wood stated he disagreed with the additional pay increase for
employees with degrees but was not opposed to the sharing by the
City in the school expenses. He also stated his disagreement with
the longevity pay for City employees as outlined in the manual.
With there being no further discussion, Mr. Ray stated this will
be an agenda item June 2nd.
PUBLIC HEARING
ITEM 5: FISCAL YEAR 1987/1988 BUDGET FOR THE CITY OF OWASSO, REV-
ENUE SHARING AND OWASSO PUBLIC WORKS AUTHORITY.
Mr. Ray presented the Budgets to Council and reviewed each depart-
ments individual budget for the coming year. He answered questions

from Councilmembers and explained some line items in detail
when necessary.
Questions and inquiries from the citizens present were addressed
and discussed.
ITEM 6: PROPOSED AMBULANCE SERVICE FEES.
Mr. Ray presented this item to Council giving his proposed
outline for a surcharge for the ambulance service that is pro-
vided by the City.
Input was given Mr. Ray by the Councilmembers and he was directed
to work with the City Attorney to prepare the necessary ordinance
to address this issue for the Council's approval.
ITEM 7: VOTE TO ADJOURN.
With there being no further business to be brought before the
Council, Mayor Stockler asked for a motion to adjourn.
A motion was made by P. Marlar, seconded by S. Lamb, to adjourn.
AYE: Marlar, Lamb, Wood, Thompson, Stockler
NAY: None
MOTION: Carried 5 -0
