On Tuesday, July 21, 1987 the Owasso City Council met in a regular
session in the Council Chambers at the Community Center per the
Notice of Public Hearing and Agenda posted on the City Hall bulletin
board at 4:00 p.m. on Friday, July 17, 1987.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:05 p.m. with Mayor Stockler
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Stockler.
ITEM 3: ROLL CALL.
PRESENT: Von Stockler, Mayor

Stacy Lamb, Councilman
Patricia Marlar, Councilwoman
Rodney Ray, City Manager
Ronald Cates, City Attorney

ITEM 4: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF JULY
7, 1987.
A motion was made by P. Marlar, seconded by M. Thompson, to approve
the minutes of July 7, 1987 as written by reference made a part
hereof.
AYE: Marlar, Thompson,; Lamb, Stockler
NAY: None
MOTION: Carried 4 -0
ITEM 5: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS.
A motion was made by M. Thompson, seconded by P. Marlar, to approve
the warrants as follows: (1) General Fund $18,703.19 (2) General
Fund Payroll $67,732.94 and (3) Sewerage Treatment Plant $3,441.66.

ITEM 6: CCNSIDERATION AND VOTE ON ORDINANCE NO. 372. AN ORDIN-
ANCE IMPOSING A PROCESSING FEE FOR CERTIFYING TO THE
OKLAHOMA DEPARTMENT OF PUBLIC SAFETY THAT AN INDIVIDUAL
HAS COMPLIED WITH THE REQUIREMENTS OF THE STATE AND
MUNICIPAL TRAFFIC BAIL BOND PROCUDURE ACT TO SECURE THEIR
DRIVER'S LICENSE AFTER THE SAME HAS BEEN SUSPENDED FOR
VIOLATION OF SAID ACT.
Mr. Ray presented this item to Council stating this complies with
the State Law that was passed placing this in effect July 1, 1987
and imposing a fee of $20.00.
A motion was made by M. Thompson, seconded by S. Lamb, to approve
Ordinance No. 372.

ITEM 7: CONSIDERATION AND VOTE TO AUTHORIZE THE CITY ATTORNEY TO
EXECUTE JOURNAL ENTRY OF JUDGMENT ON CASE NO. CJ -87 -3699.
BUFORD WILLIAMS VS. CITY OF OWASSO, TULSA DISTRICT COURT.
Mr. Cates presented this item to Council stating this lawsuit is
an action to correct a platting mistake which has recently been
discovered in Ator Height IV.
After discussion, a motion was made by M. Thompson, seconded by P.
Marlar, to approve the request to authorize the City Attorney to
execute Journal Entry of Judgment on the above mentioned case.

ITEM 8: CONSIDERATION AND VOTE ON EXPENSES OF $590.00 INCURRED
WHEREIN PROPERTY LOCATED AT 312 WEST 2nd STREET WAS CLEANED
ACCORDING TO ABATEMENT ORDER DATED JUNE 16, 1987.
Mr. Ray reviewed this item with Council stating as required in the
abating process the City has cleaned the property and with the ap-
proval of Council on the expenses, a bill will be sent to the property
owners requesting payment. If payment is not received, the City will
file a lien on the property through the Tulsa County Assessor's
office.
A motion was made by M. Thompson, seconded by P. Marlar, to approve
the expenses incurred within the abatement process of $590.00.

ITEM 9: CONSIDERATION AND VOTE ON THE REQUEST FOR FINAL PLAT
APPROVAL ON ELM CREEK ESTATES FIRST ADDITION - BLOCKS
32 & 33. THE GENERAL LOCATION IS NORTH OF 77th PLACE
NORTH ON NORTH 126th EAST AVENUE.
Mr. Richard Hall, City Planner, presented this item to Council
stating this item has been approved by the Planning Commission
and all requirements have been met. Mr. Hall recommended to
Council to approve this request.
A motion was made by S. Lamb, seconded by M. Thompson, to
approve the final plat on Elm Creek Estates First Addition -
Blocks 32 & 33 as recommended.

MOTION: Carried 4 -0
ITEM 10: PUBLIC HEARING: CONSIDERATION AND VOTE TO DETERMINE
AS TO WHETHER THE PREMISES, LOCATED AT 110 WEST 12th
STREET, ARE DETRIMENTAL TO THE HEALTH, BENEFIT AND
WELFARE OF THE PUBLIC DUE TO EXCESSIVE GROWTH AND ACCUM-
ULATION OF WEEDS, GRASS AND THAT THE STRUCTURE LACKS THE
NECESSARY MAINTENANCE. (This item will include a request
by the Staff for Council action in the form of abatement).
Mr. Ray presented this item to Council stating the Staff has processed
this item and he presented picture to Council of this property.
A motion was made by P. Marlar, seconded by M. Thompson, to declare
the above property to be a nuisance and order abatement of such.

MOTION: Carried 4 -0
ITEM 11: PUBLIC HEARING: CONSIDERATION AND VOTE TO DETERMINE AS
TO WHETHER THE PREMISES, LOCATED AT 10305 EAST 118th STREET
NORTH, ARE DETRIMENTAL TO THE HEALTH, BENEFIT AND WELFARE
TO THE PUBLIC DUE TO EXCESSIVE GROWTH AND ACCUMULATION OF
WEEDS, GRASS AND THAT THE STRUCTURE LACKS THE NECESSARY
MAINENANCE. (This item will include a request by the Staff
for Council action in the form of abatement).
Mr. Ray presented this item as above.
A motion was made by S. Lamb, seconded by P. Marlar, to declare the
above property to be a nuisance and order abatement of such.

ITEM 12: REPORT FROM CITY MANAGER.
Mr. Ray gave this report to the Council in written form briefly
outlining it for public information.
He also stated that in the near future the City Planner and Building
Inspector would jointly be involved in an enforcement program deal-
ing with portable signs and business operating out of their homes
without the proper approval outlined in the City Codes.
ITEM 13: REPORT FROM CITY ATTORNEY.
Mr. Cates gave a report on the Cemetary Trust Fund after the meeting
with the District Attorney's office.
He gave information reports on some of the City's pending lawsuit -s.
ITEM 14: UNFINISHED BUSINESS FROM A PREVIOUS MEETING.
None
ITEM 15: NEW BUSINESS.
None
ITEM 16: VOTE TO ADJOURN.
With there being no further business to be brought before the
Council, Mayor Stockler asked for a motion to adjourn.
A motion was made by P. Marlar, seconded by S. Lamb, to adjourn.
