On Tuesday, October 20, 1987 the Owasso City Council met in a regular session
in the Council Chambers at the Community Center per the Notice of Public
Hearing and Agenda posted on the City Hall bulletin board at 4:00 p.m. on
Friday, October 16, 198%.
ITEM l: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Mayor Stockler presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Stockler.
ITEM 3: ROLL CALL.
PRESENT: Von Stockler, Mayor
Mark Thompson, Vice -Mayor
Patricia Marlar, Councilwoman
Stacy Lamb, Councilman
John Phillips, Councilman
Rodney Ray, City Manager
Ronald Cates, City Attorney
Jane Buchanan, City Clerk
ABSENT: None
ITEM 4: CONSIDERAIION AND VOTE TO APPROVE THE MINUTES OF OCTOBER 6, 1987.
A motion was made by P. Marlar, seconded by S. Lamb, to approve the minutes
of October 6, 1987 as written by reference made a part hereof.
AYE: Marlar, Lamb, Thompson, Phillips, Stockler
NAY: None
MOTION: Carried 5 -0

A motion was made by M. Thompson, seconded by S. Lamb, to confim and approve the
appointment of Mr. lom Kimball, to the Owasso Economic Development Authority.
AYE: Thompson, Lamb, Marlar, Phillips, Stockler
NAY: None
MOTION: Carried 5 -0
ITEM 8: CONSIDERATION AND VOTE TO APPROVE MAYOR'S APPOINTMENT OF TWO DESIGNATED
COUNCIL MEMBERS TO THE OWASSO ECONOMIC DEVELOPMENT AUIHORITY.
Mr. Ray stated the Authority also requires two members from the Council to serve
as Trustees.
Mayor Stockler again asked his fellow Council members to confirm his appointments
of Councilman Stacy Lamb and Councilwoman Patricia Marlar to serve as l-rustees on
the Authority.
A motion was made by M. Thompson, seconded by P. Marlar, to confirm and approve the
appointments of Mr. Stacy Lamb and Mrs. Patricia Marlar to the Authority.
AYE: Thompson, Marlar, Lamb, Phillips, Stockler
NAY: None
MOTION: Carried 5 -0
T'IEM 9: CONSIDERATION AND VOTE ON RESOLUTION NO. 87 -13. A RESOLUTION INCREASING
THE FEES CHARGED FOR RESIDENTIAL AND COMMERCIAL BUILDING PERMITS ACCORDING
-10 A SCHEDULE DETERMINED BY THE AMOUNT OF SQUARE FEET CONTAINED IN ANY
PROPOSED STRUCTURE CONSTRUCTION.
Mr. Ray stated a major portion of the funding for OEDA is proposed to be derived from
an increase in the fees charged for building permits. He stated the Staff has met with
the area builders to ask for their input on the increases and explaining they would
be funding the newly formed Authority. He further stated they did endorse the proposal.
Mr. Ray recommended to Council adoption of the Resolution.
A motion was made by M. Thompson, seconded by J. Phillips, to approve Resolution No.87 -13.

ITEM 13: PUBLIC HEARING: CONSIDERATION AND VOTE TO DETERMINE AS TU WHETHER IHE PRESMISES
LOCATED AT 304 NORTH ASH, OWASSO, OKLAHOMA ARE DETERIMENTAL TO THE HEALTH, BEN-
EFIT AND WELFARE OF THE PUBLIC DUE TO EXCESSIVE GROWTH AND ACCUMULATION OF WEEDS
AND GRASS AND THAT THE STRUCTURE LACKS THE NECESSARY MAINTENANCE.
Mr. Ray showed the Council pictures of the property and stated the necessary notices have
been sent to the last known property owners. He requested abatement.
A motion was made by M. Thompson, seconded by P. Marlar, to approve the request and
ordered abatement of the property.

Mr. Ray presented his written report to Councilmembers.

ITEM 18: VOTE TO ADJOURN.
With there being no further business to be brought before the Council, Mayor
Stockler asked for a motion to adjourn.
A motion Was made by M. Thompson, seconded by P. Marlar, to adjourn.

NAY: None
MOTION: Carried 5 -0
