HomeMy WebLinkAbout1987.11.03_City Council MinutesOWASSO CIl-Y COUNCIL PAGE ONE NOVEMBER 3, 1987 On Tuesday, November 3, 1987 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 30, 1987. T1EM 1: CALL TO ORDER. -ihe meeting was called to order at 7:00 p.m. with Mayor Stockler presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Mayor Stockler. ITEM 3: ROLL CALL. PRESENT: Von Stockler, Mayor Mark Thompson, Vice -Mayor Patricia Marlar, Councilwoman Stacy Lamb, Councilman John Phillips, Councilman Rodney Ray, City Manager Ronald Cates, City Attorney Jane Buchanan, City Clerk ABSENT: None ITEM 4: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF OCTOBER 20,1987. A motion was made by S. Lamb, seconded by P. Marlar, to approve the minutes of October 20, 1987 as written by reference made a part hereof. AYE: Lamb, Marlar, Thompson, Phillips, Stockler NAY: None MOTION: Carried S -0 OWASSO CITY COUNCIL PAGE TWO NOVEMBER 3, 1987 ITEM S: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS. A motion was made by M. Thompson, seconded by P. Marlar, approve the warrants as Follows: (1) General Fund $14,014.63 (2) General Fund Payroll $48,059.18 and (:3) Sewer Treatment Plant $264,062.59. AYE: Thompson, Marlar, Lamb, Phillips, Stockler NAY: None MOTION: Carried 5 -0 ITEM 6: CONSIDERATION AND VOTE TO AUTHORIZE THE CITY MANAGER TO EXPEND FUNDS IN THE AMOUNT OF $1,821.15 FOR THE PURPOSE OF CONSTRUCTING A DRAINAGE FACILITY LOCATED AT 101st STREET NORTH AND 108th EAST AVE IN EL R10 VISTA IV ADDITION. Mr. Ray stated after receiving complaints, City staff has reviewed this situation. It has been determined a substantial amount of relief could be accomplished if an additional structure was built. It will solve some down stream problems plus a severe ponding problem at this location. He recommended approval of this item. A motion was made by M. Thompson, seconded by J. Phillips, to approve the requested expenditure of $1,821.15. AYE: Thompson, Phillips, Marlar, Lamb, Stockler NAY: None MOTION: Carried 5 -0 11EM 7: CONSIDERATION AND VOTE ON ORDINANCE NO. 375. AN ORDINANCE AMENDING "PART 8, CHAPTER 4" OF THE "CODE OF ORDINANCE OF THE CITY OF OWASSO ". THIS ITEM INCLUDES LANGUAGE THAT WILL REPEAL SECTION 8 -404 THROUGH SECTION 8 -408 AND INSERT NEW LANGUAGE REFERRING TO THE REMOVAL OF ABANDONED VEHICLES. Mr. Ray stated at the request of the Code Enforcement Officer, Mr. Ted McCord, who feels the time restrictions need to be streamlined in dealing with junk cars, the City Attorney is presenting this Ordinance for Council consideration. Mr. Cates reviewed the changes contained in the proposed ordinance and answered questions posed by Councilmembers. After discussion, a motion was made by M. Thompson, seconded by P. Marlar, to approve Ordinance No. 375 as presented. OWASSO CITY COUNCIL PAGE THREE NOVEMBER 3, 1987 AYE: Thompson, Marlar, Lamb, Phillips, Stockler NAY: None MOTION: Carried 5 -0 ITEM 8: CONSIDERATION AND VOTE ON EMERGENCY CLAUSE ON ORDINANCE NO. 375. A motion was made by M. Thompson, seconded by S. Lamb, to approve the Emergency Clause on Ordinance No. 375. AYE: Thompson, Lamb, Marlar, Phillips, Stockler NAY: None MOTION: Carried 5 -0 ITEM 9: CONSIDERATION AND VOTE TO AUTHORIZE THE CITY MANAGER TO EXPEND FUNDS IN THE AMOUNT OF $1,834.19 FOR THE INSTALLATION OF A RECORDING DEVICE DESIGN- ED 10 RECORD ALL RADIO AND TELEPHONE COMMUNICATIONS OF THE OWASSO POLICE AND FIRE DEPARTMENTS. IF APPROVED THE VENDOR SELECTED FOR THIS CONTRACT WOULD BE COMMERCIAL ELECTRONICS OF TULSA, OKLAHOMA. Mr. Ray stated two years ago the Police Department was donated a recording device by Chief Freight Lines. It has the capacity to record twenty channels. It is in excellent condition having been used only two years. He further stated this is a budget item of the current year and he recommended approval. After discussion, a motion was made by M. Thompson, seconded by P. Marlar, to approve the expendure of $1,834.19 as requested. AYE: Thompson, Marlar, Phillips, Lamb, Stockler NAY: None MOTION: Carried 5 -0 ITEM 10: CONSIDERATION AND VOTE ON REQUEST SUBMITTED FOR DISBURSEMENTS FROM AN $18,500.00 GRANT FROM THE COUNTY OF TULSA TO THE CITY OF OWASSO FOR THE PURPOSE OF ASSISTING SENIOR CITIZEN PROGRAMS. A. REQUEST FROM "OWASSO COUNCIL ON AGING" B. REQUEST FROM OWASSO "MEALS ON WHEELS" PROGRAM C. REQUEST FROM STAR COMMUNITY HEALTH CENTER D. REQUEST FROM THE CITY OF OWASSO E. OTHER REQUESTS Mr. Ray reviewed with the Councilmembers the requests that have been received. He stated these funds should have the broadest application possible. He gave the OWASSO CITY COUNCIL PAGE FOUR NOVEMBER 3, 1987 the following recommendations: (1) Owasso Meals on Wheels $5,000.00 (2) Educational programs for Seniors (Center) $5,000.00 (3) Wheel Chair for Van use (Center) $500.00 (4) Large screen TV and recorder (Center) $3,500.00 (5) Pool table (Center)$3,000.00 and (6) Health screening (City) $1,500.00. After Council input and discussion, a motion was made by P. Marlar, seconded by M. Thompson, to approve the following: (1) $5,000.00 for Owasso Meals on Wheels and (2) $7,000.00 for the Center to purchase a wheel chair, TV and recorder and pool table. The remainder of the monies to be held back pending further outlined application for educational programs. AYE: Marlar, Thompson, Lamb, Phillips, Stockler NAY: None MOTION: Carried 5 -0 ITEM 11: CONSIDERATION AND VOTE TO ACCEPT DRAINAGE EASEMENTS FOR THE PURPOSE OF CONSTRUCTING A DRAINAGE FACILITY IN EL RIO VISTA IV ADDITION AS FOLLOWS: A. THE WEST FIVE (5) FEET OF LOT TWELVE (12), BLOCK FOUR (4). B. THE EAST FIVE (5) FEET OF LOT ELEVEN (11), BLOCK FOUR (4). Mr. Richard Hall, the City Planner, presented this item to Council stating these are the easements signed by property owners in regards to the drainage construction approved in Item 6. A motion was made by P. Marlar, seconded by M. Thompson, to accept the above listed easements as requested. AYE: Marlar, Thompson, Phillips, Lamb, Stockler NAY: None MOTION: Carried 5 -0 ITEM 12: PUBLIC HEARING: CONSIDERATION AND VOTE TO DETERMINE AS TO WHETHER THE PRESMISES LOCATED AT 11327 NORTH 941-H EAST AVE. OWASSO, OKLAHOMA ARE DETRIMENTAL TO THE HEALTH, BENEFIT AND WELFARE OF THE PUBLIC DUE TO EX- CESSIVE GROWTH AND ACCUMULATION OF WEEDS AND GRASS AND THAT THE STRUCTURE LACKS THE NECESSARY MAINTENANCE. (THIS ITEM WILL INCLUDE A REQUEST BY THE STAFF FOR COUNCIL ACTION IN THE FORM OF ABATEMENT) Mr. Ray showed the Council pictures of the property and stated the necessary notices have been sent to the last known property owners. He requested abatement. OWASSO CITY COUNCIL PAGE FIVE NOVEMBER 3, 1987 A motion Was made by M. Thompson, seconded by J. Phillips, to approve the request and ordered abatement of the property. AYE: Thompson, Phillips, Marlar, Lamb, Stockler NAY: None MOTION: Carried 5 -0 'ITEM 13: REPORT FROM CITY MANAGER. Mr. Ray presented his Written report to Councilmembers and a information briefing on the hazard material spill that occurred Monday evening. ITEM 14: REPORT FROM CITY ATTORNEY. None ITEM 15: UNFINISHED BUSINESS FROM A PREVIOUS MEETING. None ITEM 16: NEW BUSINESS. Mayor Stockler announced the calling of a Special Meeting of the Council on November 17th at 11:30 a.m. for the sale of revenue bonds. He directed the City Clerk to post the public notice. OWASSO CITY COUNCIL PAGE SIX NOVEMBER 3, 1987 ITEM 17: VOTE TO ADJOURN. With there being no further business to be brought before the Council, Mayor Stockler asked for a motion to adjourn. A motion was made by M. Thompson, seconded by J. Phillips, to adjourn. AYE: Thompson, Phillips, Marlar, Lamb, Stockler NAY: None MOTION: Carried 5 -0 Meeting was adjourned at 7:50 p.m. Von'E.
