HomeMy WebLinkAbout1987.11.17_City Council MinutesOWASSO CITY COUNCIL PAGE ONE NOVEMBER 17, 1987 On Tuesday, November 17, 1987 the Owasso City Council met in a Special Session, called by Mayor Stockler, in the Council Chambers at the Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin Board at 10:00 a.m. on Thursday, November 1" 1987. ITEM 1: CALL TO ORDER.. The meeting was called to order at 11:51 a.m. with Mayor Stockler presiding. ITEM ?: ROLL CALL. PRESENT: Von E. Stockler, Mayor Mark Thompson, Vice -Mayor Patricia Marlar, Councilwoman Stacy Lamb, Councilman John P. Phillips, Councilman Rodney J. Ray, City Manager Ronad D. Cates, City Attorney Jane Buchanan, City Clerk ABSENT: None ITEM 3: CONSIDERATION AND VOTE ON RESOLUTION NO. 87 -15. A RESOLUTION APPROVING INDEBTEDNESS OF THE OWASSO PUBLIC WORKS AUTHORITY AND BOND INDENTURE SECURING SUCH INDEBTEDNESS. A motion was made by M. Thompson, seconded by J. Phillips, to approve Resolution Ho. 87 -15. AYE: Thompson, Phillips, Lamb, Marlar, Stockler NAY: None MOTION: Carried 5 -0 OWASSO CITY COUNCIL PAGE TWO NOVEMBER. 17, 1987 ITEM 3 -A: (ADDENDUM) CONSIDERATION AND VOTE TO ENACT EMERGENCY CLAUSE FOR RESOLUTION NO. 87 -15. A motion was made by J. Phillips, seconded by M. Thompson, to approve the emergency clause on Resolution Ho. 87 -15. AYE: Phillips, Thompson, Marlar, Lamb, Stockler NAY: None MOTION: Carried 5 -0 ITEM 4: VOTE TO ADJOURN. A motion was made by J. Phillips, seconded by S. Lamb, to adjourn. Stockler, Mayor Jar Buchanan, City Clerk OWASSO CITY COUNCIL PAGE ONE NOVEMBER 17, 1987 On Tuesday, November 17, 1987 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, November 13, 1987. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Vice -Mayor Thompson presiding. ITEM 2: FLAG SALUTE. The flag salute was led by Vice -Mayor Thompson. ITEM 3: ROLL CALL. PRESENT: Mark Thompson, Vice -Mayor Patricia Marlar, Councilwoman Stacy Lamb, Councilman John Phillips, Councilman Rodney Pay, City Manager Ronald Cates, City Attorney Jane Buchanan, City Clerk ABSENT: Von Stockler, Mayor ITEM 4: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF NOVEMBER 3, 1987. A motion was made by J. Phillips, seconded by P. Marlar, to approve the minutes of November 3, 1987, as written, by reference made a part hereof. AYE: Phillips, Marlar, Lamb, Thompson NAY: None MOTION: Carried 4 -0 OWASSO CITY COUNCIL PAGE TWO NOVEMBER 17, 1987 ITEM 5: CONSIDERATION AND VOTE TO APPROVE THE WARRANTS. A motion was made by S. Lamb, seconded by P. Marlar, approve the warrant= as Follows: (1) General Fund $14,203.14 (2) General Fund Payroll $47,997.61 (3) Sewer Treatment. Plant $262.50 (4) Revenue Sharing Fund $1,341.36 and (4) Senior Citizens Fund $5,000.00. AYE: Lamb, Marlar, Phillips, Thompson NAY: None MOTION: Carried 4 -0 ITEM h: ACKNOWLEDGE RECEIPT OF OKLAHOMA STATE HEALTH DEPARTMENT PERMIT NO. WL -87 -188 FOR CONSTRUCTION OF 4,425 FEET OF 5" WATER LINE AND 350 FEET OF 4" WATER LINE IN ELM CREEK ESTATES. Mr. Ray stated this acknowledgement needs to be noted in the Council minutes as a matter of permanent record. ITEM 7: UPDATE REPORT CONCERNING JOINT SENIOR. CITIZEN EDUCATIONAL PROGRAM AND JOINT MEDICAL - SOCIAL OUTREACH PROGRAM FOR SENIORS. Mr. Ray stated he had not been able to schedule meetings with the appropriate people to gather the information needed. He asked this item be tabled until the next Council meeting. OWASSO CITY COUNCIL PAGE THREE NOVEMBER 17, 1987 ITEM 8: PUBLIC HEARING: CONSIDERATION AND VOTE TO PRESMISES LOCATED AT 8205 NORTH 120TH EAST DETRIMENTAL TO THE HEALTH, BENEFIT AND WEL EXCESSIVE GROWTH AND ACCUMULATION OF WEEDS STRUCTURE LACKS THE NECESSARY MAINTENANCE. REQUEST BY STAFF FOR COUNCIL ACTION IN THE DETERMINE AS TO WHETHER, THE AVE. OWASSO, OKLAHOMA ARE FARE OF THE PUBLIC DUE TO AND GRASS AND THAT THE (THIS ITEM WILL INCLUDE A FORM OF ABATEMENT) Mr. Ray showed the Council pictures of the property and stated the necessary notices have been sent to the last known property owners. He requested abate- ment of this property. A motion was made by P. Marlar, seconded by J. Phillips, to approve the request and ordered abatement of the property. AYE: Marlar, Phillips, Lamb, Thompson HAY: None MOTION: Carried 4 -0 ITEM 9: REPORT ON OWASSO ECONOMIC_. DEVELOPMENT AUTHORITY ACTIVITIES. Councilwoman Marlar gave a brief summary of the current status of the work being done, which includes advertising for a Director. ITEM 10: REPORT FROM CITY MANAGER. Mr. Ray presented his written report to Councilmembers. ITEM 11: REPORT FROM CITY ATTORNEY. 11 one OWASSO CITY COUNCIL PAGE FOUR NOVEMBER 17, 1987 ITEM 12: UNFINISHED BUSINESS FROM A PREVIOUS MEETING. None ITEM 13: NEW BUSINESS. Vice -Mayor Thompson stated he had signed a Proclamation prior to the meeting for the Veterans of Foreign Wars declaring the week of November 22nd as Voice of Democracy Week. Fireman Dan Salts presented the Council and Mr. Ray plaques showing the Clown Society's appreciations for their support during Fire Prevention Week. ITEM 14: VOTE TO ADJOURN. With there being no further business to be brought before the Council, Vice - Mayor Thompson asked for a motion to adjourn. A motion was made by S. Lamb, seconded by P. Marlar, to adjourn.
