2. Roll was called and a quorum eras declared present.
3. R. Sadler moved to approve the minutes of the meeting of November 19, 1981_
as written. L. George seconded the motion.
Aye: Hinkle, George, Sadler and Phillips.
Nay: None.
Motion carried 4-0-0.
ZONING PUBLIC HEARING
4. OZ-63 Larkin Bailey AG to 11,
Staff presented the case history and the staff recommendation:
The applicant requests rezoning of an approximately 10 acre
parcel from AG agricultural to IL light industrial to locate rail.-
road facilities for the adjacent rail line. The property is located
north of 76th Su N. between the PSO station and the rail line on
the east and agricultural floodplain land on the west.
The Comprehensive Plan recommends industrial use for the land
between the rail line and the floodplain; therefore, the applica-,
tion would be in accord with the plan. Light industrial use would
be compatible with the surrounding land uses.
It appears that approximately 20% of the subject property lies
within the 100 year floodplain. During the subdivision platting
process, required upon rezoning, the floodplain area will be ana-
lyzed in detail to design the plat and any future buildings outside
floodable areas.
Staff recommends approval of the rezoning.
Larkin Bailey spoke in support of the application saying that Phillips Petro-
leum planned to build railroad facilities there. No protestants were present.
Commissioners discussed the application,,
L. George moved to recommend approval of the rezoning from AG to IL, G. Phillips
seconded the motion,

5. OZ-61 _Lloyd _Kennedy Rehearing IL to RMH
Staff stated that the applicant's attorney had requested continuance of
this rehearing until the next meeting of the Owasso Planning Commission.
No action was taken on this item.
SITE PLAN REVIEW
6, McDonalds' Site Plan
Staff reviewed the case history and related that the City Council had
conditionally approved the Owasso Business Park plat subject to completion
of all conditions, within which the McDonalds' lots will be located. Staff
stated that Tuesday night, after the plat was conditionally approved, the
applicants had requested the site plan be reviewed at the Owasso Planning
Commission meeting Thursday. Louis Levy, applicants' spokesman, discussed
the site plan and urged approval of the site plan.
Considerable discussion followed, Staff stated that this site plan was drawn
from the information on an earlier proposed plat and there was not enough cor--
rected information on the site plan to offer a staff recommendation; that the
site's dimensioned, and therefore the proposed design layout, were subject to
change because of the anticipated changes in the drainage channel to the east.
Mr. Levy requested approving the site plan subject to engineering approval so
they could go ahead and get a permit to move dirt and begin building up a build-

There being no further business to consider for the evening, L. George moved
to adjourD. G. Phillips seconded the motion.
