3. G, Phillips moved to approve the minutes of the meeting of September 17,
1981, as written. Lm George seconded the motion.
Aye: Finkle, Phillips and George.
Nay: None,
Motion passed 3-0-0.
SITE :PLAN REVIEW
4. Woodstone Site Development Plan.
Staff presented the case history a.rld the st:a.t%: recommendation:
The applicant requests review of a Site Development Plan for
the Woodstone development as required in Section. 450 of the Zoning
Code for all properties zoned. multifamily. The Woodstone plat was
approved by the City Council on August 239 1979. At that time,
the Council noted their concerns with the preliminary site plan as
regards on-street parking and placement of structures on the Lots.
The present site plan conforms to the plat:: in terms of number
of lots, dimensions and utility easements, The same number of
units, 40 are shown as were shown on a preliminary site plan. Ex
ceps for four spaces all parking areas are located on the lots.
There is an existing 5' U%E running along the east boundary of lot.
4 with an existing gas lined This easement was shown on the origi-
nal Three Lakes plat but not on the Woodstone plat or this site
plan
The site plan shows much consideration of site details as well
as design. compatibility. Staff :recommends approval_ of the site
plan.
Robert. Green, the applicant, spoke for the application and answered Com-
missioner's questions, Commissioners discussed details of the site plan..

ANNEXATION REVIEW
5, CoppedRe and Wedel Annexations
Staff presented the case history and the staff recommendatior:
The areas proposed for annexation to the City of Owasso are locat-
ed at the NE/c. and SE/c of 116th Street North and Highway 169
(Garnett Road), The filling station and restaurant are currently
served
ved by Owasso's water and seer service. Police, fire, emergency
and public works services are available to these areas,
The Comprehensive Plan recommends these areas as medium intensity
commercial or office. The NE/c is zoned CS Commercial; the SE/c AG
Agricultural.
Staff can support the application for annexation. Section 110.3b
of the Zoning Code states that annexed property is brought into the
City as AG land. The City Council has the power to annex and rezone
in one ordinance properties given previous zoning in Tulsa County.
Thus, both properties would retain their current zoningo Staff ree
ommends annexation of the properties and rezoning the NE/c as CS
Commercial,
Commissioners discussed the sites and the advantages of the properties being
annexed into the City.
L. George moved to endorse the petition for annexation, G, Phillips second-
ed the motion,,

6. Review of Building Permit Plans
Commissioners reviewed two permits for commercial-industrial buildings for
the Barton Wellhead and Hathaway Instrument, Inc, companies, No action
was taken,.

No action was taken on this item,

There being no further business to consider for the evening, G. Phillips
moved to adjourn. L. George seconded the motion.
