Hinkle L. George C. Dickey D. Cooke G. Phillips 1. Chair, M. Hinkle called the meeting to order at 7:30. 2. Roll was called and a quorum was declared present. 3. G. Phillips moved to approve the minutes of the meeting of July 16, 1981. as written, D. Cooke seconded the motion, Aye: Hinkle, Cook and Phillips. Nay: None, Motion carried 3-0-0., LOT SPLIT REVIEW 4. OLS-27 Lutheran Church, Missouri Svnod Staff presented the case history and the staff recommendation: The applicant requests a lot split on an unsubdivided tract into three parcels, split along the boundaries that were zoned by the Council to RS-3, OL and AG, respectively, Prior to is- suance of building permits, subdivision plats for the RS-3 and and OL properties must be approved and filed. There is a Board of Adjustment case pending for church use on the AG property. Because the AG land has not been rezoned, there is no platting requirement for it. Sufficient right-of-way has been dedicated along 22nd Street North, Garnett is a secondary arterial, requiring 50' right-of- way from the centerline, Staff recommends approval of the lot split corresponding to the zoning boundaries for RS-3, OL and AG subject to several conditions: 1. Subdivision plats must be approved and filed of record for the RS-3 and OL parcels prior to issuance of any building permits for those areas, 2. A 50' right-of-way from the centerline of Garnett must be dedicated to the public by separate instrument, 3� Utility easements must be granted by separate instru- ment as follows: Owasso Planning Commission minutes August 209 1981 Wage 2 a) A 20° U/R running along the entire north boundary of the undivided tract (R8_3 and At properties). b) A 10' U/R along each side of the common boundaries of the At properties and the RS-3 and OL properties (the -west and sout:.h boundaries of the AC property) c) A 10' WE along the west boundary of the RS -3 proper- ty and each side of the ea.st R.S­-3 boundary in common with the OL boundary, NOTE: Additional easements may be required at the time of platting, 4. Approval of the lot split be subject to the Technical Advisory Committee requirements regarding right-of-way, utility easements and utility extensions, including drainage. 3. Subdivision plats be approved and filed of record for each parcel prior to issuance of building permits. Mr. Sokolosky spoke for the application, stating that the Postal service wanted to complete purchase of the parcel and that he had informed them of the platting requirement. No protestors were present. Commission. members discussed the application, possible utility easements, access points for the Post Office and the recommendation for Mr. Sokolosky to amend the adjacent commercial plat to conclude the residual unplatted parcel, V Phillips moved to approve the application pending completion of TAC requirements, submission of correct legal descriptions and platting of the tracts prior to issuance of building permits. D. Cooke seconded the motion, Aye: Cooke, Phillips and Hinkle. Nay: None. Motion carried 3-0-0. INFORMATION 6. Review of Buildino Permit plans Three sets of building permit plans for commercial or industrial buildings were reviewed by staff, Commissioners discussed the site plans. Commission- ers noted their appreciation to the building inspector for providing the plans. They also noted their continuing interest in assuring that careful consideration is given to each development to ensure adequate parking spaces for each buisness or residence and that emergency vehicles can get to and around the buildings. A general discussion of planning theory and land use law followed, There being no further business to consider for the evening, D. Cooke moved to adjourn, G. Phillips seconded the motion.
