SUBDIVISION REVIEW
4. Owasso Office Park - Conditional Final Plat
Staff presented the plat with the revised survey data and the requested
change, Owasso Business Park. The Commission, applicant and staff reviewed
the TAC recommendations individually, and the applicant's engineer, Jack
Spradling, updated the Commission on which items had been completed, He
noted that construction plans for water, sewer and drainage had been sub--
mitted the day before the meeting; City Engineer, John Edelman, said that
be had not had time to review them yet,
Applicants stated that they agreed to complete all TAC recommendations wit[.).
the exception of a few that they requested to be modified or waived by the City
Council:
L No. 4 - Applicant request this be waived; asserts that the apartment
driveway is now a public way.
2, No. 14 - Clarify to state that a site plan would be submitted for each
parcel when a building permit is requested,
V No, 18 - Modify to 50' Right-of-Way rather than 80'.
4, No„ 32 - The Council be requested to follow the Commissions request to
waive the screening requirement.

Council, with the exception of the following items the applicant wishes to have
modified or waived: No. 4, 14, 18, 36 and 42; and the Planning Commission rec-
ommendes waiving No. 32. G. Phillips seconded the motion,

5. Three Lakes III Addition - Preliminary Plat - Request for I Year Extension
Staff presented a letter from the Terry Davis Company requesting a second one•
year extension of approval of the preliminary plat for Three Lake III Addition.

Bill Lewis, representing the applicant, stated that economic conditions bad
not sufficiently changed to allow them to build the subdivision as soon as
they had planned. He stated that the final plat would not be changed from
the preliminary plat layout.

LOT SPLIT REVIEV�
6. OLS - 24 D.M. Sokolos
Staff presented the case history and the staff recommendation-
The applicant requests a lot split of the North 130' of
the East 200' of the Commericial Lot, Block 9, Ator III. The
proposed lots would meet the bulk and area requirements of
a CG district. Existing utilities serve the lots. The TAC
has required a 15 general utility easement along the north
15' of the existing lot for extensions of sewer and electric
lines. This would include the North 15' of the approximately
50' West of the proposed lot split. Sewer plans must be
approved by the City of Owasso.
Staff recommendsapproval of the lot split subject to:
1. Filing of record with Tulsa County an instrument recording
a general utility easement running along the North 15' of
entire length of the original commercial lot.
2. Approval of sewer plans by the City of Owasso prior to
issuance of building pormit(q).
Mr. Sokolosky spoke in support of the lot split and stated
that there had been a previous sale of the north approximately
26' feet of the subject lot to the lot abbutting the north(the
skating rink). The Commission agreed to ammend this lot split
to include that residual portion as a third tract split from the
original lot, moving the 130' x 200' tract approximately 26?
farther south® The Commissioner also discussed the use of a
private access road to the property from state highway right -
of-way,
Co Phillips moved to approve the lot split subject to staff
recommendation and amending the lot split to split the north
approximately 26' confirming an earlier sale and moving the 200'
x 130' tract 26' farther south, D. Cooke seconded tha motion,

Staff presented the case history and the staff recommendation:
The applicant requests a lot split of Lots 3 and 4, Block
32, Original Town of Owasso at the SE/c of 4th Street and Birch.
The requested lot split would divide the RS-3 lots into three
residential lots. The two northern proposed lots have existing
dwellings on them, All utilities can serve the three proposed.

The proposed northeastern lot does not meet the bulk and
area requirements for an 1,'S-3 lot, i.e. 65' lot width, 7000
square feet lot area, side yards of 10' and W, According
to the lot split ordinance, this lot would need approval of
a variance from the Board of Adjustment.
Staff recommends approval of the lot split subject tog

2. Redesigning the lot split so that all three proposed lots
meet the RS-3 bulk and area requirements.
The applicant explained his reasons for wanting a lot split
and described the locations of the existing houses. Staff stated
that if the lot lines were redrawn, the application would still_ have
to go to the Board of Adjustment because there was not enough space
to allow 65' lot width for the NE lot and 5' sideyard setbacks bet-
ween both houses.
G. Phillips moved to approve the lot split per the plct plan
submitted and subject to Board of Adjustment approval. D. Cooke
seconded the motion.

9. Jerry Wavman Resignation Letter
The chair presented a letter from Jerry Wayman resigning his appointment
as Planning Commissioner.
D. Cooke moved to request the Council to appoint a replacement to fill the
vacancy on the Planning Commission. G. Phillips seconded the motion,

INFORMATION ITEM
10. Summary of Parliamentary Procedure

taken,
NEW BUSINESS
11� D. Cooke recommeded that all building permit plans for commercial, office,
industrial or multifamily structures be reviewed by all city departments
that provide services (with vehicles) prior to permit approval, He sug-
gested a check list system for the departments to use to ensure that they
have reviewed the plans. Commissioners expressed concern that all depart-
ments that must drive vehicles around buildings or provide emergency
services be allowed to review building plans to make sure they meet their
needs to serve the buildings. The Commission requested staff to forward
this recommendation to the City Council for consideration.
M D. Cooke requested reviewing the previous month's building permit plans as
information for the Commission in order to help them keep informed as to
what types of building are going on ivlowamo. Other Commissioners sup-
ported the request and directed staff to bring building permit plans to
future Commission meetings.
