George back to the Planning Commission as a new member to fill John. Simmons seat. 3. J. Wayman moved to approve the minutes of March 19 and March 259 1981, as written, Da Cooke seconded the motion.. Sokolosk Staff presented the case history and the Technical Advisory Committee re- quirements; TAC REQUIREMENTS ELM CREED. COMMERCIAL CENTER. Staff also presented additional recommendations from the city engineer re- garding access: 10 Require right turn lanes from 86th Street North into both public streets and all access points within the two blocks. 2e Allow one access onto 86th Street North within Block 2 with a right turn lane. 3® Allow no access points onto 86th Street North from Lot 1, Block 1. Consider placing an island to separate the lanes in 123rd St. North where it intersects with 86th Street North,, Staff related that at least seventeen of the TAC requirements had already Veen met, and that the TAC and the applicant basically agreed on the require-, ments except in two areas, K Width of ROW on 123rd East Avenue, 2. Number of access points on 86th Street North. D,M. Sokolosky, applicant, spoke in support of the plat, explained his propos.- ed plans and his objections to the 80' ROW on 123rd Street North, He stated that he wanted two accesses from Block 2 onto 86t1:t. Street North to accommodate potential lot splits. Discussion of the TAC requirements followed, Staff indicated that the appli-- cant said that the 125th E. Ave, shown to the east of the plat has already been approved by the City. Staff noted that this approval was not made through an approved final plat filed of record with the County, 'The 'book and page nuinbe:c in the County records of the instrument dedicating this street to the public must be noted on the plat to indicate that it is, indeed, a public street, Staff showed the Commission a copy of the final K-Mart plans indicating the access points a n and how right tur lanes were used to direct commercial traffic into the shopping center and away from through traffic. M. Hinkle read a letter from Susan Young that is attached to these minutes. Further discussion followed. L. George stated that because of its location feeding directly into a residential collector, he didn't see a need for 123rd to have an 80' ROW rather than a 60' ROW, J. Wayman moved to approve the Preliminary Plat. The motion died for lack of a second. The Commission discussed placement of a right turn lane on 86th Street North along Lot 1, Block 1, turning into 86th Street Notb. Mr. Sokolosky stated that he had or was in the process of complying with all TAG requirements and requested that the Commission send the plat to the Council for approval, Commissioners suggested classifying this plat as a Preliminary/Conditional final plat, L. George moved to approve the plat subject to the TAC requirements and the following modifications: 1) No. 2 - recommend the Council waive the 80' ROW requirement on 123 Eo Ave. and approve a 60' ROW,, 2) No. 11 - allow one 40' access on the westernmost part of the north line of Lot 1, Block I and locate a right turn lane as long as possible from 86th Street North into 123rd Street North located to the east of the 40' access point. Owasso Planning Commission minutes Page 4 April 16, 1981 3) No. 12 - allow one 40' access along the north boundary of Lot 1, Block 2 onto 86th Street North, and center it within the block. 4) Strike No. 13. 5) Classify this plat as a preliminary/condiLional final plat upon payment of the final plat filing fee and meeting all final plat requirements., D. Cook seconded the motion. Mr. Sokolosky indicated that he would agree with the above stated conditions, Aye; J. Wayman, L. George, M. Hinkle and D. Cooke. Nay; None. Motion carried 4-0-0, Staff noted that, according to established policy, when all conditions of the plat have been, completed, it would be scheduled for the next City Council meeting, 5, Access Standards on Arterial Streets Commission discussed the importance of adopting standards for providing private driveway access onto secondary and primary arterial streets and highways in order to maximize distance between such drives and to mini- mize the overall.. number of curb cuts along a major street. Commissioners suggested looking at the standards of metropolitan areas outside Oklahoma to see what kind of standards they use. This item was continued to the May meeting for further discussion, COMPREHENSIVE PLANNING 6, Townhouse: An Alternative Zoning for Attached Single Family Housing and RTH Ordinance Staff reviewed the proposed addition of a Townhouse district to the zoning code and the proposed ordinance, The Commission discussed the ordinance and indicated no objections to the proposal. D. Cooke suggested that the new City Council, seated at the first May meeting, should consider the ordinance for adoption, J. Wayman moved to continue the proposed ordinance to the May Owasso Plan- ning Commission meeting for further discussion. D. Cooke seconded the motion. Aye: J. Wayman, D. Cooke, L. George and M. Subdivision Regulations for Owasso, Oklahoma C;oznmission. reviewed Article IV of the proposed regulations. Discussion conce:r.ned. alternative Types of park dedications and the possibility of including driveway access standards in the regulations. Commissioners continued a.pproval. of Article IV until review of the remainder of the draft is complete, as the y had done with the first three articles, 8, John Simmons Appreciation Letter Commissioners signed the letter of appreciation and authorized staff to send it. 9e Election. of Officers Do Cooke nominated L, George for Vice- Chair, Js Wayma.n seconded the motion,,, L. George noted that due to frequent business trips, he might not be able to attend all meetings. The Chair noted that the secretary could fill in as a. backup if the Vice-Chair could not attend, Aye: M. Hinkle, Dm Cooke., and J. Wayma.n Nay: Norte Abstain: L. George. Motion. carried 4-0-0,, Commission decided to refrain. G. Phillips as secretary,, 10, Informa.tion. Item The Chair noted her letter_ to the City Council recommending L. George be appointed to fill_ the Owasso Planning Commission vacancy. There being no further business to consider for the evening, J,: Wayman moved to adjourn, G. Phillips seconded the motion„ Aye: J.
