Hinkle 1e Simmons C. Dickey C� Phillips J. Wayman D, Cooke 1. Chair M. Hinkle called the meeting to order at 5:05 p= 2. Roll was called and a quorum was declared present, ZONING PUBLIC HEARING 3. OZ -58 Jerry Wayman Staff presented the case history, The Chair read a letter of support for the application (letter attached to these minutes) from Ms. Brown and read the staff recommendation: The applicant requests rezoning of a 75' x 140' lot northeast of 2nd St. and Atlanta from RS-3 to RM-2 in order to build a fourplex apartment. The property is abutted on the east and. south. by CS and CH commercial zoning and on the north by apart- ments. To the west is a single family structure zoned RS-34 The Comprehensive Plan recommends medium intensity residential development for this area. RM•1 and RD (duplex) zonings would be in accord with the Plan. RM-2 is considered high intensity. This is an area of mixed uses and gradual redevelopment, it is situated next to commercial development with no lesser in- tensity buffer between high and low (single-family) intensity uses. Due to the size of this lot, the applicant could meet requirements for RD or RM-2 zoning, but not RM-1. This area of the Original Town Subdivision is redeveloping. INCOG staff is developing a Townhouse zoning district for review by Owasso which could be used in cases such as this, Townhouse zoning could allow attached privately-owned homes at a density between RD and RM-I with bulk and area requirements which can ac- commodate small lot sizes in redeveloping areas, Staff would recommend review of a zoning district such as this for the area west of Main, from 2nd to 3rd Streets (including all of the Ori- ginal Town Subdivision). This would allow orderly re-development to occur and provide a medium intensity buffer between the Central Business District and single-family homes to the north. Staff would recommend RD or RM-1 rezoning (or the proposed RMT) and is not opposed to RM-2 zoning for this lot. Page 2 Owasso Planning Commission (Special Meeting) minutes March 25, 1.981 A site plan has been submitted with this rezoning applica-, tion, Staff would recommend a waiver of the platting requirement upon rezoning since the property has previously been platted and. no easements or construction plans need be approved, Frank Oehlberg, owner of the lot to the west, spoke in support of the appli- cation, Jerry Wayman, applicant, spoke for the application stating that he wanted to build a fourplex much like the one he owns just to the east of this property. He spoke of the need to fill up the old part of town with new development in order to keep it alive, G. Phillips commented that he thought this old town area would be redeveloped., After further discussion, G. Phillips moved to approve the RM-2 rezoning. D. Cooke seconded the motion. Additional discussion followed. The site plan was reviewed, and staff noted the site plan as submitted would meet the bulk and area requirements of an RM-2 district. The city indicated that the proposed units could be adequately served with public utilities and services, Don Cooke stated that while he liked to see delapidated houses redeveloped, he hated to see apartment houses being built because of all the problems such as trash, additional cars, noise, etc. that often occur around them. George Phillips said that Owasso is very limit- ed in rental property and that there is no incentive in the old part of town to build other than apartments. The vote was called: Aye: Phillips and Hinkle, Nay: Cooke. Motion carried 2-1-0. 4. Waiver of Plat - OZ-58 D. Cook moved to approve waiver of the platting requirement subject to the reviewed site plan, G. Phillips seconded the motion. Aye: Phillips, Cook and Hinkle. Nay: None® Motion carried 3-0-0. INFORMATION ITEM 5. Staff handed out copies of the INCOG "IN PERSPECTIVE" brochure which details INCOG's functions and services.
