1a Acting Chair G. Phillips called the meeting to order at 7:35.
& Roll was called and a quorum was declared present. G, Phillips welcomed
Don k Coo as a. new commission member to fill Elray Stevens unexpired term,,
3. J. Wayman moved to approve the minutes of January 155 1981, as written.
Don Cook seconded the motion.
Aye: Phillips, Wayman and Cook,.
Nay: None.
Motion carried 3-0-0.
LOT SPLIT REVIEW
4. OLS-22 D.M. Sokolos
Staff presented the case history and the staff recommendation.
The applicant request a lot split on Lot 1, Block 5, Ator
III into three 250' x 214' lots, The property is vacant and
is located southwest of Highway 169 and 19th Street. Lot I
is zoned CG; the three resulting lots would conform to the
bulk and area requirements of a CG district.
Staff recommends approval of the lot split subject to
confirmation by the utility companies and the city engineer,
that easements are adequate and subject to the State Highway
Department's requirements relating to access points onto
Highway 169® The building permit should also state that the
owner(s) of these lots have no access to a public street for
the two southern parcels, and the City of Owasso has no
plans to provide public access. The applicant must comply
with the State Highway Departmentvs requirements for permis-
sion to build a private access road® The owners are building
at their own risk.
Mr. Sokolosky spoke for the application and answered commissioners' questions
relating to existing and proposed access roads and storm water drainage
safeguards®
D. Cook moved to approve the lot split per staff recommendation. J. Wayman
seconded the motion.

Nay: None.

Staff requested continuing this item to the March meeting due to the absence
of the Chairman and a few remaining revisions of the draft that need to be
made,
INFORMATION ITEM
6. "The Master Plan and the Planning Process''
Staff presented the Article as introductory or review material for the
commissioners' information and answered questions regarding the Capital.
Improvements Process.
7. Staff answered miscellaneous questions and agreed to send commissioners
updated copies of the Owasso Zoning Base,
There being no further business to consider for the evening, J. Waymaj.-),
moved to adjourn, D. Cook seconded the motion,
