Stevens C. Dickey M, Hinkle G, Phillips i. Wayman 1. Chair M. Hinkle called the meeting to order at 7:30 2. roll was called and a quorum was declared present. 3. G. Phillips moved to approve the minutes of October 16, and September 18, 1980, as written, J. Simanons seconded the motion. Aye: G. Phillips, M. Hinkle, J,, Sim-mons -ind J. Wa.yman. Nay: None. Motion carried 4-0-0. Mn Hinkle welcomed Jerry Wayman as a new planning commissioner. He fills the unexpired term of Leonard George, SUBDIVISION REVIEW 4. Clark Plaza Fourth - Final Plat Staff related that the applicant requested a continuance until the December meeting to work out a traffic circulation plan for the property, This plat is a part of the Trails End Center Preliminary Plat, COMPREHENSIVE PLANNING 5. Annexation Petition. - Cu A. Sheldon and LeRoy Tremain Staff presented the case history, Mr. Sheldon and Mr. Tremain spoke in favor of the application. No one spoke in opposition, Staff presented the staff recommendation: The area proposed for annexation to the City of Owasso is located north of El Rio Vista Subdivision west of Garnett, fronting 99th Street. The properties along the dead-end 99th Street are currently served by Owasso water, An existing sewer line runs along the south property lines between El Rio Vista and the subject tract. The Public Works Department has indicated that there should be no problems in providing this area with municipal services. The exist- ing street, 99th Street, is not built to current Owasso standards. Annexation of areas within the fenceline contiguous to the city, where urban level services can be extended, is supported by the Plan. The most appropriate area to be annexed is the entire area fronting 99th Street. The subject property is the only vacant portion of this area, It is more logical to extend 'inunici,pa_1 services to the entire street rather than just one property. Staff would recommend annexation of all properties along 99th Street. Staff can support current application for annexation. The pro- perty would be annexed as AG (Agricultural) zoning in accordance with Section 110.3 of the Zoning Code. Any application for rezoning will be reviewed separately by the Planning Commission. The provision of municipal services to this property and other properties along 99th Street was discussed. Commissioners agreed that the entire 99th Street should be annexed at one time. G. Phillips moved to approve the application for annexation. J. Simmons seconded the motion, Aye: G� Phillips, J. Simmons, M. Hinkle and J, Wayman, Nay: None. Motion carried 4-0-0. G. Phillips moved to recommend that the City Council pursue annexation of all properties fronting 99th Street North west of Garnett as per staff recommendation. J. Wayman seconded the motion. Aye: J. Wayman, G. Phillips, M. Hinkle and J. Simmons. Nay; None. Motion carried 4-0-0. 6. Items 7 (Owasso Recreation report) and 8 (Subdivision Regulations) were continued to the end of the agenda in order to discuss all items first that may have people waiting to speak. 9. Leonard George's Resignation Letter Staff presented former commission member Leonard George's resignation. letter and the City Council's appreciation letter. The commission directed staff to prepare a letter of appreciation to him for their signature at the December meeting. 10, Information Item - CDBG Pre -applicati on Staff presented the 1980 CDBG pre-application that was sent in on November 179 1980 and discussed the two public hearings for proposed projects and funding, C. Phillips complimented the staff (especially Jan Reid) on the in depth research and the amount of work that went into writing up the application, Owasso Planning Commission Minutes Page 3 November 20, 1980 110 Information Item - A-95 Review Staff reviewed comments submitted for the East Owasso Sewer District review and answered question regarding the sewer improvement projects. 12, Tulsa Countv Referral Case CZ-3 Staff presented case history and related the applicant's proposal for the land, (The application and case map are attached to these minutes.) The applicant was unable to attend due to a prior commitment. Use the Corps recreation plan report as a guideline for options for develop- ers, realizing that all the areas recommended as potentially good park/open space sites may not be needed, Commission members agreed that the Corps lark and Open Space Report was a clarification of the Comprehensive Plan that: _ offered some good options on. how to develop specific park and open spaces in the future. One element that the Comprehensive Plan did not address was the amount of undeveloped open space needed by a community. This area could be incorporated largely in the floodplain. Owasso Planning Commission Minutes Page 6 November 20, 1.980 The condition of existing parks was of immediate concern to commission members, especially Rayola park, Recommendation was made to request the Council to direct the Park Superintendent to draw up a site plan of Rayola Park with a list of specific needs as to the type and amount of trees, shrubs, grasses and plants needed to upgrade the landscaping, It was suggested that local organizations, such as civic groups, could be asked to donate money or trees and plants and to volunteer labor to plant them. It was hoped that once Rayola Park was improved, similar site plans and improvements could be made for Ator and Elm Creek Parks. V Phillips moved to amend the Comprehensive Plan to include the Open Space Requirements and the Recreation and Open Space Land Requirements quoted above and to recommend to the City Council approval of statements 1 through 8 as immediate goals and statements 9 through 20 as long range goals for park and open space development for Owasso,, J. Simmons seconded the motion. Aye: G. Phillips, J, Simmons, M. Hinkle and J. Wayman. Nay: None. Motion carried 4-0-0. Staff was directed to forward to the Council these recommet-).dations and the recommendations concerning methods to improve landscaping at Rayola Park. Subdivision Regulations for Owasso, Oklahoma Due to the lateness of the hour, the review of the draft of the Subdivision Regulations was continued until the December meeting,, There being no further business to consider for the evening, J. Simmons moved to adjourn. J. Wayman seconded the motion, Aye: G. Phillips, J. Simmons, J. Clayman and M. Hinkle. Nay: None, Motion carried 4-0-0.
